Contractor Team Arrangements (CTA) pose unique challenges to purchase order systems.
This Subcontract limitation applies to member(s) of a contractor team arrangement as described in FAR 9.601(1) and (2), Contractor Team Arrangements, and any parents, affiliates, or subsidiaries of the teaming member(s), concurrently performing the PRC, TOC, WTP, OccMed, 222-S Lab work scopes (either as a prime contractor or subcontractor), or other future Hanford contracts with those work scopes.
The MOA holder may only respond to eFAST contract opportunities in FA(s) for which the MOA holder qualifies, whether as an individual MOA holder or as an MOA holder team with Subcontractor Team Agreements or Contractor Team Arrangements.
The MOA holder may form teams as follows: MOA holder with Subcontractor Team Agreements (STAs); or, Contractor Team Arrangements (CTAs).
Any such Commissioning Team Arrangements shall be set out in writing.

L.2.5 The Government will, subject to FAR 9.604 Contractor Team Arrangements - Limitations, recognize the integrity and validity of Contractor team arrangements provided the arrangements are identified and company relationships are fully disclosed in an offer.
