Three-Year Rolling Plan or “3YRP” means a medium-term planning framework with a three-year rolling cycle for the health sector, based on the health sector’s financing needs (bottom-up) and projections of resource envelope from all sources (top-down), and designed to facilitate the implementation of HSP2.
