Tier 1 Cities definition
Tier 1 Cities means those cities designated, at the applicable time, as tier 1 cities by the applicable Governmental Authority in the Territory based on gross domestic product and population. As of the Effective Date, the Tier 1 Cities are Beijing, Shanghai and Guangzhou.
