Unsuitable soil definition
Unsuitable soil means all soil other than suitable soil.
Unsuitable soil means soil not suitable in accordance with Good Industry Practice for embankment fill construction including peat, roots, stumps, buried topsoil, garbage, construction debris, or wet material (minimum 10% over optimum moisture content).
