Vehicle rebuilder means a person engaged in the business of rebuilding or restoring to operating condition vehicles subject to registration which have been damaged or wrecked. A recyclers license allows purchase of damaged vehicles without paying the one-time registration fee. A recyclers license is needed if the vehicle is to be repaired or resold. When the vehicle is “road ready” they must register the vehicle unless they have a used car dealer’s license. At the time of registration, the one-time registration fee is due on the fair market value of the vehicle, with a deduction allowed for the cost of the parts, supplies, and equipment on which sales tax was paid and that were used to rebuild the vehicle. This information will be recorded on the Affidavit of Repairs contained within the Iowa Department of Transportation’s automated inspection reporting program. Proof of sales tax paid will be validated by the police officer conducting the salvage vehicle theft examination with the amount of sales tax paid recorded by the recycler on the Affidavit of Repairs contained within the Iowa Department of Transportation’s automated inspection reporting program. The net vehicle value used to determine the one-time registration fee will be automatically recorded in the Iowa Department of Transportation’s ART’s program.
