Vessel in transit means a vessel, the passage of which shall be innocent, continuous, expeditious and without delay. The passage through the Straits and the Marmara region shall be planned so as not to stop at any port, berth or any other place, and a notification to that effect shall have been made by the master of the vessel to the Turkish authorities before entering into the Straits;
