In making any changes affecting employees of an Operation with respect to either the Health and Safety Program, the Workplace Environment Program or a Personnel Protective Program, such changes will be discussed prior to their introduction at a meeting of the appropriate Operation Health, Safety and Environment Committee in order to give the Committee an opportunity to review the changes and make suggestions regarding possible alternative arrangements or programs.
