Toma nota del resumen y la lista de indicadores propuesta para consideración en la elaboración del marco de seguimiento para el marco mundial de la diversidad biológica posterior a 2020, así como la lista de indicadores propuestos para su posible inclusión como indicadores de cabecera para el marco mundial de la diversidad biológica posterior a 2020, que prepararon los corresponsables del grupo de contacto sobre el tema “Propuesta de marco de seguimiento para el marco mundial de la diversidad biológica posterior a 2020 en la segunda parte de la 24ª reunión del Órgano Subsidiario de Asesoramiento Científico, Técnico y Tecnológico”, que figuran en los apéndices 2 y 3 respectivamente;
Pide a la Secretaria Ejecutiva que, en consulta con las Partes, lleve a cabo un examen técnico de los indicadores propuestos del marco de seguimiento para el marco mundial de la diversidad biológica posterior a 2020, partiendo del trabajo realizado en la segunda parte de la 24ª reunión del Órgano Subsidiario de Asesoramiento Científico, Técnico y Tecnológico, expuesto en los apéndices 2 y 3 del presente proyecto de recomendación, así como la labor del Grupo de Trabajo sobre el Marco Mundial de la Diversidad Biológica posterior a 2020, y que ponga los resultados a disposición de la Conferencia de las Partes para que los considere en su 15ª reunión.
Apéndice 1
PROPUESTA DE XXXXX DE SEGUIMIENTO PARA EL MARCO MUNDIAL DE LA DIVERSIDAD BIOLÓGICA POSTERIOR A 2020
El marco de seguimiento se compone de tres [cuatro] grupos de indicadores para hacer un seguimiento del marco mundial de la diversidad biológica posterior a 2020, a saber:
Indicadores de cabecera (expuestos en el apéndice 1): un conjunto mínimo de indicadores de alto nivel, que reflejan el alcance general de los objetivos y las metas del marco mundial de la diversidad biológica posterior a 2020, que se utilizarán en la planificación y medición de los progresos según lo establecido en la decisión 15/--2. Son indicadores [validados por las Partes] pertinentes a nivel nacional, regional y mundial. Estos indicadores también pueden usarse con fines de comunicación.
Indicadores de componentes (expuestos en el apéndice 2): una lista de indicadores[ multidimensionales] opcionales que, junto con los indicadores de cabecera, abarcarían todos los componentes de los objetivos y las metas del marco mundial de la diversidad biológica posterior a 2020 a nivel mundial, regional[,] y nacional[ y subnacional].

Los datos y metadatos relacionados con el indicador están disponibles públicamente;
La metodología que sustenta al indicador o bien está publicada en una revista académica arbitrada o bien fue sometida a un proceso de revisión científica por pares y ha sido validada para uso nacional;
Las fuentes de datos y los indicadores deben recopilarse y actualizarse periódicamente con un intervalo de menos de cinco años entre actualizaciones, dentro de lo posible;
Hay un mecanismo existente de mantenimiento de la metodología de los indicadores o de la generación de datos, que puede estar a cargo, por ejemplo, de un miembro de la Alianza sobre Indicadores de Biodiversidad, una organización intergubernamental o una institución científica o de investigación bien establecida, que incluya proporcionar orientación aplicable a nivel nacional sobre el uso del indicador;
D alt. Los indicadores deben ser capaces de detectar tendencias que son pertinentes para los objetivos y las metas del marco mundial de la diversidad biológica posterior a 2020;
Donde sea posible, los indicadores están alineados con procesos intergubernamentales existentes en el marco de la Comisión de Estadística de las Naciones Unidas, como, por ejemplo, los Objetivos de Desarrollo Sostenible, el Marco para el Desarrollo de Estadísticas Ambientales o el Sistema de Contabilidad Ambiental y Económica. [Los indicadores de cabecera emplean metodologías convenidas por las Partes y se calculan sobre la base de datos nacionales de redes de seguimiento nacionales y fuentes nacionales, calculados a nivel nacional, reconociendo que en algunos casos para esto se precisaría recurrir a un conjunto de datos mundiales y si no hay indicadores nacionales disponibles, entonces el empleo de indicadores mundiales a nivel nacional debe ser validado mediante mecanismos nacionales apropiados.] Estos indicadores permitirían hacer un seguimiento de los objetivos y las metas mundiales coherente, estandarizado y adaptable a escala.
Para facilitar el uso de estos indicadores de cabecera a nivel nacional es probable que en muchos países se requieran actividades de creación de capacidad y otros apoyos.
