A través del Ministerio de Fomento hemos recibido la oferta pública del Gobierno de Estonia, para prestar el servicio regular de transporte de pasajeros de la línea entre Rohuküla – Heltermaa y Kuivastu – Virtsu, desde el 1 de octubre de 2016 hasta el 00 xx xxxxxxxxxx xx 0000, x xxxx resumen adjuntamos.
El adjudicatario de la oferta, firmará un contrato de servicio público con el Ministerio de Economía y Comunicaciones estonio, el cual tendrá un derecho de opción de compra de los ferries usados para la prestación del servicio.
La frecuencia del servicio es aproximadamente de 5.100 viajes redondos por año, en la línea entre Rohuküla – Heltermaa, y de 16.000 viajes redondos en la línea Kuivastu – Virtsu.
Todas aquellas empresas interesadas deberán enviar su solicitud de forma electrónica al gobierno estonio antes del 15 de septiembre de 2014. El Ministerio exigirá al adjudicatario una garantía de 50.000 euros para asegurar el contrato.

The Estonian Ministry of Economic Affairs and Communications hereby kindly invites you to participate in the public procurement on providing the service on Rohuküla – Heltermaa and Kuivastu-Virtsu passenger ferry lines under the period from the 1st of October 2016 till the 30th of September 2026.
The objective of this public procurement is to ensure a safe, consistent and a high quality year-round ferry connection between the mainland and the islands of Hiiumaa and Muhumaa. As a result of the procurement, a public service contract with the Estonian Ministry of Economic Affairs and Communications will be awarded for the winner of this procurement The public service contract shall stipulate an option for the Estonian Ministry of Economic Affairs and Communications to buy out the passenger ferries used for performance of the transport service. The public procurement shall include the arrangement of ticket sale, advance sale and booking of tickets in ticket offices and through e-solutions.
The volume of this public service is approximately 5 100 one-way voyages per calendar year on the Rohuküla-Heltermaa ferry line and 16 000 one-way voyages per year on the Kuivastu-
Virtsu ferry line. New passenger ferries built specifically for this procurement and used
passenger ferries in service for up to 86 months may be used for the transport service. The age of the used passenger ferry is the number of months from the date of its first classification to the beginning date of the public transport service.
The deadline of submission of the offers is the 15th of September 2014 at noon. The offer shall be submitted electronically through the Estonian e-procurement environment. The Estonian Ministry of Economic Affairs and Communications shall request x xxxx in the amount of 50 000 euros to secure the offer. The bond shall be returned to the offeror in accordance with the section 34 (6) of the Estonian Public Procurement Act.
As a result of the procurement, a public service contract with the Estonian Ministry of Economic Affairs and Communications will be awarded for the winner of this procurement to perform the public passenger service on Rohuküla-Heltermaa and Kuivastu-Virtsu ferry lines under the period from the 1st of October 2016 till the 30th of September 2026.
