The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in 'Procurement Opportunities', on the EBRD website: xxx.xxxx.xxx on the 19th of September 2011.
The Municipality of Mediaş [the Client] intends using the proceeds of a loan - granted upon the signing of the Credit Contract no. 41633 with the EBRD [the Bank] - towards the cost of financing a Supervision Services Contract within the Project entitled "Urban Infrastructure Rehabilitation Project - Rehabilitation of Roads and water and waste-water infrastructure in Mediaş and the nearby village of Ighişul Nou".
Duration and Objectives of the Assignment
The assignment is expected to start in June 2012 and last during the entire works period, including the subsequent PMMR maintenance period, as follows:
- Contract 1 – Mediaş City Streets – Rehabilitation of Streets and water and wastewater infrastructure
– implemented according to FIDIC contract rules – 24 months of works and 24 months for rolling defect liability period. Total length: 11,9 km along 39 streets
- Contract 2 – Ighişul Nou – Roads and water and wastewater infrastructure set-up, implemented according to a PMMR Contract (based the 'World Bank's SBD Output and Performance based PMMR Contract') – 18 months of works, plus 60 months for PMMR maintenance of the roads network, with the possibility of extending this period. There will be a 24 months rolling defect liability period in the
case of the water and wastewater infrastructure. Total length: 5,75 km, along 9 streets.
The main objectives of the Assignment shall be to assist the Client in implementing the Project, including but not limited to the activities below:
i) assisting the Client for financial reporting to EBRD;
ii) meeting reporting requirements specified in the EBRD loan contract and under the Works Contracts;
iii) supervise the start-up of the PMMR / FIDIC contracts and train the Client's PMMR monitoring team. Ad hoc monitoring visits will be required during the five years of the PMMR maintenance period;
iv) The Supervisor will also assist the Client in the administration of the works contracts (hereinafter referred to as the "FIDIC" and the "PMMR Contract") with due diligence and carry out the duties of the Supervisor assigned to him in the said Contracts;
v) The Supervisor shall exercise his authority, as specified in or necessarily implied from the PMMR and FIDIC Contracts, to ensure timely, satisfactory completion of the Works in accordance with the abovementioned contracts.
Eligibility
The contract will be financed from the Loan Contract no. 41633, signed with the EBRD, and consulting firms from any state and regions are eligible for short listing and selection.
Information Required
The selection process for the current Assignment shall be carried out using the shortlisting procedure, in accordance with the EBRD's Procurement Policies and Rules, Section 5.4. Upon the submissions of the EOIs, a shortlist of 3 to 6 candidates will be selected, which on a second stage will submit their Formal Proposals based on the Terms of Reference.
In order to evaluate the Candidates' proposals, the EOI submitted should include the following information:
1. Company profile – history, minimum 5 years of experience, finished contracts in a very concise manner
2. Experience on similar projects – number of projects carried out in the last 10 years, projects' budgets, preferably financed through IFIs
3. The extent of local and regional experience on similar projects is a measure of how closely the consultants' experience matches the proposed consultancy services. Cooperation with local consultants is encouraged and may be essential given the requirement for relevant licences and experience of Romanian 'Law 10' covering construction. Past experience in co-operation with local consultants or implementing tasks similar to the assignment in the Country is an asset
4. CV's of the proposed team available for the current Assignment. A team of approximately 7 certified experts is recommended, including an Interpreter to ensure the communication with the Client. There will be an assessment of the Education/certifications received, degree of experience, general abilities to carry out the tasks under the Project.
5. Proof of financial stability, solvability and quality assurance, including a declaration according to which the candidate or any member of the Partnership is in process of bankruptcy.
