This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (xxx.xxxx.xxx) on 7 July 2011.
Each of the six regional water companies intend to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a loan from European Investment Bank (EIB) and a grant from EU's Neighbourhood Investment Facility (NIF) for the Moldova-Water Utilities Development Programme.
They now invite sealed tenders from Suppliers for the following contract that is divided into 2 lots to be funded from part of the proceeds of the loans and grant:
Lot 1 Cars, vans and Pick-up Trucks: comprising 4 cars, 1 small van, 3 pick-up trucks and 4 double cabin vans
Lot 2 Specialist Vehicles: Comprising 2 single cabin mobile workshop vans, 4 double cabin mobile workshop vans and a Microbus for conversion to a mobile laboratory.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria Tenderers wishing to submit tenders for more than 1 lot should meet cumulative requirements equal to the sum of individual requirements for corresponding lots:
1. Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 years of 800,000 EURO per lot or the equivalent in MDL;
2. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than 300,000 EURO per lot or equivalent in MDL taking into account the Tenderer's commitments for other contracts.
3. Experience as Supplier, in at least 3 contracts within the last 5 years, each with a value of at least 600,000 Euro per lot or equivalent in MDL, that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the characteristics as described in Section VI, Supply Requirements.
4. The Tenderer, and each partner in case of a joint venture, shall provide accurate information on any current or past litigation or arbitration resulting from contracts completed or under execution by him over the last five (5) years.
5. Joint ventures must satisfy the following minimum qualification criteria:
(a) The lead partner shall meet at least sixty (60%) per cent of the minimum qualifying criteria for general experience and financial position required above;
(b) Other partners shall meet at least twenty (20%) per cent of the minimum qualifying criteria for general experience and financial position required above
6. The Tenderer shall submit audited balance sheets for the last five (5) years which should demonstrate the soundness of the Tenderer's financial position by showing long-term profitability.
Tender documents may be obtained from the office at the address below. If requested the documents can also be dispatched electronically after providing the necessary request by Fax or Email. If prospective tenderers require the tender documents to be sent by mail contact must be made with the contact person nominated below and appropriate arrangements made.
All tenders must be accompanied by a tender security of €5,000 for each individual lot or for the corresponding cumulative amount, depending on the number of lots offered by the Tenderer, or the equivalent in Xxxxxxxx Xxx, at the exchange rate published by the National Bank of Moldova xxxx://xxx.xx/xxxxxx_xxxxxxxx_xxxxx on the day the IFT was published.
Tenders must be delivered to the office at the following address I.M. "Regia Apa-Canal" Orhei Address: 31 August No 67, Orhei City, MD3506, Republic of Moldova on or before 12th July 2012, 11:00 am local time, at which time they will be opened in the presence of those tenderers' representatives who choose to attend.
