Bydd yn gweithredu fel y prif bwynt cyswllt ar gyfer isgontractwyr presennol. Hefyd, xxx arweiniad uwch swyddogion y Grŵp, bydd yn rheoli'r gwaith cyfathrebu mewnol gydag isgontractwyr presennol a darpar isgontractwyr, yn ôl y gofyn. A: Prif Ddyletswyddau ● Gan weithio gyda Phennaeth Contractau Masnachol a Data a staff y Gwasanaethau Corfforaethol, arwain ar ddatblygu is-gontractau trydydd parti effeithiol gydag amrediad o gwmnïau - o ran cyllid, ansawdd ac ati. ● Pennu targedau ar gyfer xxx elfen o'r gwaith o is-gontractio yn achos pob is gontractwr perthnasol a rheoli cydymffurfiaeth gan ddarparu adroddiadau rheolaidd i'r Uwch Dîm Rheoli ac i Gonsortiwm Dysgu Seiliedig ar Waith GLLM. ● Cyfrannu at gwblhau Cynllunio Cwricwlwm Blynyddol y ddarpariaeth Isgontracio AB. ● Arwain y gwaith o sicrhau cydymffurfiaeth ddyddiol y Xxx Contractau a Chydymffurfio, a dirprwyo dros y Rheolwr Contractau a Chydymffurfio Dysgu Seiliedig ar Xxxxx yn ôl yr angen. Job purpose | |
The Commercial Contracts and Compliance Officer is responsible for developing, maintaining and overseeing the contract management of WBL and FE subcontracts, implementing systems that inform management decision making and manage risks related to subcontractor provision. Act as the main point of contact with existing Subcontractors and manage, under the direction of Senior staff within the Grwp, communications internally and with prospective and existing subcontractors as required. The post holder will take responsibility for the day to day compliance of the unit to meet internal and external audit needs working with the Contracts and Compliance Manager to design and implement efficient systems and procedures and provide working guidance documentation and training on systems relating to compliance of contracts. | |
Main duties and responsibilities | |
A: Main Duties ● Working with the Director of Commercial Contracts and Xxxx and colleagues in Corporate Services, take the operational lead in providing effective third party subcontract management with a range of companies with respect to finance, quality etc. ● Establish targets for each element of the subcontracting, for all relevant subcontractors and manage compliance, providing regular reports to the Senior Team and to the GLLM Work Based Learning Consortium. ● Input to the completion of the Annual Curriculum Planning of FE Subcontracting provision. ● Take the lead on the day to day compliance of the Contract & Compliance Team, and deputise for the WBL Contracts & Compliance Manager as required. B: Subcontracting ● Lead in the development and continuous improvement of processes and systems to standardise subcontract management and reporting. ● Develop, produce and maintain suitable MIS reporting for subcontracting for both WBL and FE provision that will aid management decision making. ● Take the lead in the production of regular reports to the Consortium Groups on contract performance and compliance of subcontractors. ● Maintain regular contact with Subcontractors on performance and contract and compliance related issues. ● Provide regular updates to subcontractors to ensure they are kept up to date with WBL Contract requirements. ● Be responsible for training existing and new subcontractors in systems, procedures and compliance |
● Attend and take the lead in reporting to subcontractors during quarterly meetings. Where required deputise for the Director of Commercial Contracts and Data and lead these meetings ● Liaise with the Chief Executive to ensure timely signatures on Subcontracts ● Lead the WBL Administrator in Subcontract related tasks C: Compliance ● Develop a detailed understanding of the WBL Programme Specification and associated guidance, and FE rules in order to support the WBL Contract and Compliance Manager in providing expert advice and support to the team, GLLM and Consortium. ● Assist with the maintenance and development of internal systems and procedures to ensure compliance with specifications – taking the lead on links with the MIS Team to ensure effective reporting. ● Support the WBL Contract and Compliance Manager with the development of systems and procedures to reflect the needs of the WBL Contract - taking the lead on links with the MIS Team to ensure effective reporting. ● Take the lead in the Coordination of compliance reports, liaising across the group as required to resolve issues, and provide support to ensure improved compliance in the future. ● Assist in the preparation of, and have involvement in, all audit visits and contribute to the production of action reports and their completion. Take the lead in audits outside of the main PAGS audits. ● Work with the MIS Team in the ongoing development of computer and information systems, electronic data transfer, document archiving and maintenance of written procedures that support compliance against contract. ● Take the lead in the production and implementation of digital forms to reflect the changes in WG contractual requirements to ensure compliance.
