UM METRO 3X3 BASKETBALL COMPETITION PERBASI KOTA METRO
A. PERATURAN UMUM
1. Keputusan panitia tidak dapat diganggu gugat.
2. Peraturan permainan yang digunakan dalam UM METRO 3X3 BASKETBALL COMPETITION adalah Peraturan Peraturan FIBA 3X3 2016. Namun peraturan pertandingan yang digunakan tetap disesuaikan dengan kebutuhan dan keadaan saat pelaksanaan UM METRO 3X3 BASKETBALL COMPETITION.
3. Panitia berwenang penuh menerima dan menolak peserta UM METRO 3X3 BASKETBALL COMPETITION.
4. Peserta UM METRO 3X3 BASKETBALL COMPETITION WAJIB hadir ketika Technical Meeting. Setiap tim dihadiri perwakilan dua orang dengan memakai pakaian rapi (mengenakan ,celana panjang, dan bersepatu). Apabila peserta tidak dapat hadir pada saat Technical Meeting, maka tim tersebut wajib menyetujui semua hasil kesepakatan pada saat Technical Meeting
5. Waktu dan tempat pertandingan:
a. UM METRO 3X3 BASKETBALL COMPETITION dilaksanakan pada tanggal 20-23 Juni 2019
b. UM METRO 3X3 BASKETBALL COMPETITION dilaksanakan di Lapangan Bola Basket Samber Kota Metro
6. Peserta UM METRO 3X3 BASKETBALL COMPETITION berisikan 4 (Empat) orang pemain.
7. Selain peserta, panitia, dan petugas pertandingan yang bertugas dilarang memasuki lapangan pertandingan.
8. Peserta UM METRO 3X3 BASKETBALL COMPETITION WAJIB mengontrol suporternya.
9. Peserta UM METRO 3X3 BASKETBALL COMPETITION WAJIB follow akun instagram @perbasimetro dan @ummetrobasketball untuk mengetahui informasi informasi tentang UM METRO 3X3 BASKETBALL COMPETITION
B. PENDAFTARAN

3. CARA PENDAFTARAN
1. Tiap tim wajib mendaftar melalui akun FIBA 3X3
C. PERATURAN KHUSUS
I. SISTEM DAN WAKTU PERTANDINGAN
1. Sistem pertandingan yang digunakan UM METRO 3X3 BASKETBALL COMPETITION
adalah sistem gugur.
a. Waktu pertandingan Kategori 3x3 Umum yaitu 1x10 menit bersih / tim yang berhasil meraih 21 angka terlebih dahulu dinyatakan menang (walaupun waktu belum habis)
b. Shot Clock 12 detik – jika tidak ada shot-clock maka wasit akan memperingatkan dan menghitung mundur pada 5 detik terakhir.
2. Masing masing tim mendapat jatah 1 kali time out (30 detik) di tiap pertandingan, dan yang berhak mengambil Time Out hanya pemain yang berada di Bench Pemain
3. Ketika time out, waktu pertandingan akan berhenti.
4. Overtime diberlakukan jika pertandingan seri, dan pertandingan dilanjutkan sampai salah satu tim berhasil unggul 2 angka.
5. Toleransi keterlambatan pertandingan tergantung pada keadaan dilapangan dan dari kebijakan panitia UM METRO 3X3 BASKETBALL COMP ETITION.
III. TIM DAN PEMAIN
1. Setiap tim dapat mendaftarkan minimal 3 maksimal 4 orang pemain. Sedangkan jumlah minimal tertulis dalam scoresheet minimal 3 orang pemain.
2. Tiap pemain dalam satu tim adalah berasal dari sekolah yang sama
3. Setiap tim wajib menyerahkan surat rekomendasi sekolah yang berisikan nama para pemain didalam tim tersebut
4. Pendaftaran tim dilakukan secara online melalui akun FIBA 3X3 (lihat cara pendaftaran)
5. Setelah Technical Meeting, daftar pemain yang terdaftar tidak bisa diubah, kecuali karena alasan force majeur. Definisi force majeur berdasarkan persepsi panitia.
6. Setiap tim WAJIB memiliki minimal SATU set kostum basket (lihat peraturan kostum).
7. Setiap tim harus datang ke venue pertandingan dan mendaftar ulang paling lambat satu jam sebelum jadwal yang telah ditentukan oleh panitia UM METRO 3X3 BASKETBALL COMPETITION.
8. Segala hal yang berkaitan dengan tim dan panitia hanya akan disampaikan melalui Narahubung yang tertera pada formulir.
IV. KOSTUM
1. Tiap Tim wajib memiliki minimal 1 kostum dengan desain dan warna yang sama.
2. No Punggung yang tertera pada kostum yaitu No. 0-99.
3. Panitia berhak melarang penggunaan kostum yang tidak sesuai dengan peraturan UM METRO 3X3 BASKETBALL COMPETITION.
V. PELANGGARAN DAN SANKSI
1. Xxx yang saat pertandingan datang terlambat melebihi toleransi keterlambatan dianggap kalah dengan skor 0-20. Xxx akan dikeluarkan dari turnamen.
2. Tim yang tidak dilengkapi minimal 3 pemain, dianggap kalah 0-20 dan dikeluarkan dari turnamen.
3. Apabila pemain atau ofisial dikeluarkan wasit karena disqualifying foul atau akumulasi unsportsmanlike foul sesuai dengan peraturan permainan FIBA (eject), maka pemain atau ofisial yang bersangkutan akan dikeluarkan dari turnamen. Jika tim yang bersangkutan lolos ke babak selanjutnya, pemain atau ofisial yang bersangkutan tidak dapat mengikuti pertandingan selanjutnya.
4. Jika terjadi perkelahian di dalam pertandingan, akan diberlakukan sanksi sebagai berikut:
a. Perkelahian perorangan (melibatkan 2 orang), maka kedua orang yang terlibat akan dikeluarkan dari turnamen.
b. Perkelahian massal (melibatkan lebih dari 2 orang), maka kedua tim akan dikeluarkan dari turnamen.
5. Seluruh peserta UM METRO 3X3 BASKETBALL COMPETITION baik pemain maupun suporter dilarang menghina (secara verbal atau non verbal) kepada wasit, panitia, petugas pertandingan, dan peserta lain UM METRO 3X3 BASKETBALL COMPETITION. Pelanggar pasal ini akan dikenai sanksi dikeluarkan dari turnamen.
6. Jika terbukti suporter tim berbuat keonaran, maka sanksi yang diberlakukan kepada tim adalah dikeluarkan dari turnamen.
7. Peserta (Satu Tim) diwajibkan hadir pada saat pembukaan tanggal 13 Juni 2019.
VI. PROTES
1. Kapten tim yang mengajukan protes wajib menandatangani scoresheet dahulu.
2. Protes harus dilakukan secara formal dan tertulis, serta diketahui dan ditandatangani oleh kapten xxx yang melakukan protes. Batas waktu pengajuan protes maksimal 1 x
24 jam setelah kejadian.
3. Protes yang diajukan (dalam bentuk apa pun) tidak akan mengubah hasil pertandingan, kecuali protes tentang manipulasi umur pemain.
VII. FORCE MAJEUR
Keadaan Force Majeur adalah segala sesuatu yang terjadi di luar kehendak manusia yaitu, sakit, kecelakaan, meninggal, dan bencana alam. Panitia berhak menentukan penggunaan alasan force majeur dalam interpretasi peraturan UM METRO 3X3 BASKETBALL
COMPETITION. Kendaraan mogok bukan termasuk force majeur.
VIII. TAMBAHAN
1. Panitia berhak menginterpretasikan peraturan sesuai persepsi panitia.
2. Peraturan bisa berubah dan bertambah sesuai kebutuhan panitia. Apabila ada
perubahan, akan dipublikasikan pada media sosial dan akan diberitahukan kepada na- rahubung yang tertera pada formulir

Generic FIBA-endorsed 3x3 Event Term and Conditions
The following rules have been designed to ensure fair play for all participants, from players to referees and table officials. You have read and understand these rules prior to participation, and you agree that these rules shall govern your participation in the event. The event organizer may amend these rules with additional terms and conditions.
Any questions concerning these rules should be directed to the organizer of the event.
Good sportsmanship
Good sportsmanship and cooperation is both anticipated and expected. The team captain shall aid in controlling teammates’ and team followers’ conduct and will represent his/her team as a spokesperson at all times during the event.
Poor sportsmanship, including acts such as fighting, taunting, intimidating or verbally attacking an event official, player or spectator may lead to forfeit of the game and/or removal of that player, team and/or spectator from the event, and further sanctions by the event organizer, National Basketball Federation or FIBA (International Basketball Federation).
Eligibility
Each team must have minimum three (3) and maximum four (4) players on its event roster that have been registered by the predetermined entry deadline and one of whom is designated as team captain. As information provided to the organizer of the event during registration is the basis for event scheduling, any false information is grounds for disqualification.
Additions and/or changes to any roster must be directly managed on xxxx.xxxx0x0.xxx and/or communicated in writing to the organizer, and must be completed prior to the start of a team's first game of the event. A player is allowed to participate for only one team within the same category for the duration of the event.
Only the players listed on the event roster are eligible to play. The organizer of the event reserves the right to request identification from players at any time during the event. Therefore, all participants are encouraged to bring valid picture identification documents to the event.
Game Times
All printed schedules, if any, handed out by the organizer of the event are effective through only the event’s first game. Unless otherwise communicated by the organizer of the event,
following the event’s first game, each team is required to check the master scoreboard, event web site and/or xxxx.xxxx0x0.xxx for all official schedules, times, courts, revisions, and general game information.
Teams must be ready to begin play at their scheduled start time. Teams are encouraged to remain in contact with their court to observe the effects of scheduling changes that could occur mainly due to weather or other unexpected delays. Bad weather and non-playable situations may result in the modification or cancellation of the event. Under these unlikely circumstances team entry fees will not be refunded.
Authorized Equipment & Apparel
As a player, you are not allowed to wear a guard, cast, hard brace or other potentially dangerous equipment on your elbow, hand, wrist, finger, or forearm, including equipment made of hard leather, plastic, plaster or metal – even if the equipment is covered with soft padding. Soft braces, sleeves and wraps will be allowed unless they pose a danger to other players. In addition, jewelry, hair bands and clips will not be allowed. The organizer of the event retains the right to disallow any equipment or apparel that it judges to be dangerous or inappropriate.
Rules of the Game / Refereeing
All games are played in accordance with the official 3x3 Rules of the Game (available for download at xxxxx://xxxx0x0.xxx/xxxxx)
As an amendment to the official 3x3 Rules of the Game, an organizer can forfeit a game if a team is not on the court ready to play on the scheduled time.
Without prejudice of the official 3x3 Rules of the Game, decisions made by the referees are final, and are not subject to review by video or other recordings, or other sources. The referees shall have the power to make decisions on any point not specifically covered in the official 3x3 Rules of the Game and to interpret the intent and purpose thereof.
After the Game
Unless otherwise communicated by the organizer of the event, the captain of the winning team must obtain the score sheet from the referee or court monitor and deliver this score sheet to the master Scoreboard. The master scoreboard contains the official schedule for the event. After each game, each team must check the master scoreboard for further scheduling and information.
Competition Administration
Any questions or disputes will be discussed only with the team captain. All disputes which do not fall under the authority of the referees must be brought to the attention of the organizer of the event as soon as the incident in question has happened. Disputes will not be heard after the event has been completed.
Organizer's Disclaimer
You participate in the event at your own risk and will take all reasonable measures to protect yourself from the risks of participation. You are responsible for all property you bring into the event.
The organizer of the event (and its respective members, directors, officers, employees, volunteers, contractors or agents) is exempted from any liability to the extent permitted by law for any loss, injury or damage that you may suffer in relation to your participation in the event.
Anti-Doping
You agree to comply with the Anti-Doping rules of the Fédération Internationale de Basketball, Route Suisse, 5, PO Box 29, 1295 Mies, Xxxxxxxland (hereinafter referred to as “FIBA”) currently in force (Book 4 of the FIBA Internal Regulations, available for download at xxxx://xxx.xxxx.xxx/) and you accept the jurisdiction of the bodies referred to therein. You agree to submit to the doping control tests (including out of competition tests by FIBA, WADA or any organisation commissioned by FIBA), to accept the results of such tests and to abide by the respective regulations as applicable from time to time. You agree that your National Federation may forward your personal data to FIBA for use in connection with doping control tests, results management and disciplinary proceedings. You have read and understood the players’ information notice regarding doping-control related data (available for download at xxxx://xxx.xxxx.xxx/) and hereby consent to the processing of your personal data in accordance with the applicable anti-doping regulations.
FIBA sanctions for misconduct
You agree not to engage in any acts or omissions contrary to the spirit of fair play, clean game and non-violence and/or violating the FIBA Code of Ethics (Book 1, Chapter III of the FIBA Internal Regulations, available for download at xxxx://xxx.xxxx.xxx) and/or the FIBA Code of Conduct and Fair Play (Book 2, Chapter VIII of the FIBA Internal Regulations, available for download at xxxx://xxx.xxxx.xxx). You agree that any such acts or omissions will be communicated to FIBA. You further agree that FIBA may, as a consequence, sanction you in accordance with Book 1, Chapters III, VI and VII of the FIBA Internal Regulations
(available for download at xxxx://xxx.xxxx.xxx), including suspending you from participation in FIBA-endorsed 3x3 Competitions and/or other FIBA disciplines, and/or deducting part or all of your individual ranking points. Alternatively or in addition, you may be provisionally or permanently excluded from xxxx.xxxx0x0.xxx and/or subjected to sanctions provided in any other document to which you have agreed or may agree in connection with FIBA-endorsed 3x3 Competitions, depending on the seriousness of the violation.
For the avoidance of doubt, the aforementioned violations may lead to sanctions against the entire team depending on the other team members' contribution (also through non-action) to the violation.
Rights and disclaimer of FIBA
If you are registering for an event/competition on xxxx.xxxx0x0.xxx and the event/competition is subject to a registration fee, you may be offered or required to pay the registration fee to the organizer of the event via PayPal as part of the registration process. You acknowledge and agree that FIBA is not involved in and has no control over the payment process. FIBA therefore cannot be held liable for any problems or damages that may arise in connection with the payment or the payment process.
You acknowledge and agree that FIBA (and its respective members, directors, officers, employees, volunteers, sponsors, contractors or agents) is not involved in the organization of the event and is exempted from any liability to the extent permitted by law for any loss, injury or damage that you may suffer in relation to your participation in the event.
