1. È stato emanato il bando di concorso per le posizioni a connotazione “Temporary Agent” (TA) e “Seconded National Expert” (SNE) presso l’EDA in BRUXELLES valutate d’interesse Difesa e riepilogate nel prospetto in allegato “B”.
2. Le candidature, corredate dalla scheda biografica in lingua italiana e dall’Application Form in lingua inglese, (formato PDF con firma autografa), in ragione dei successivi adempimenti per la loro formalizzazione, dovranno pervenire allo Stato Maggiore della Difesa per il tramite esclusivo degli Organi di Impiego entro il 13 agosto 2020 per le posizioni TA ed entro il 5 ottobre 2020 per le posizioni SNE.

1. BACKGROUND
The European Defence Agency was established on 12 July 2004, and is governed by Council Decision (CFSP) 2015/1835 defining the statute, seat and operational rules of the European Defence Agency. The Agency has its headquarters in Brussels.
The main task of EDA is to support the Council and the Member States in their effort to improve the Union's defence capabilities in the field of crisis management and to sustain the Common Security and Defence Policy (CSDP) as it currently stands and as it develops in the future.
The Agency is structured into four directorates. The Corporate Services Directorate (CSD) and three operational directorates: Industry, Synergies and Enablers (ISE); Capability, Armament & Planning (CAP); Research, Technology and Innovation (RTI).
2. THE AGENCY'S WAY OF WORKING
The Agency is an “outward-facing” organisation, constantly interacting with its shareholders, the participating Member States, as well as with a wide range of stakeholders. It works in an integrated way, with multi-disciplinary teams representing all of the Agency’s functional areas, to realise its objectives. Its business processes are flexible and oriented towards achieving results. Staff at all levels need to demonstrate the corresponding qualities of commitment, flexibility, innovation, and team- working; to work effectively with shareholders and stakeholder groups, formal and informal; and to operate without the need for detailed direction.
3. THE UNIT
The Chief Executive’s Policy Office works in direct support of the Agency’s top management (Chief Executive & Deputy Chief Executive). It is responsible for strategic policy development, planning and coordination of EDA’s activities. The Office is the Agency’s prime interface at policy level towards Member States and is responsible for relations with EU institutions and bodies, as well as third parties. It acts as the Secretariat of the Steering Board and of the Agency Management Board.
4. DUTIES
The Head of Chief Executive’s Policy Office supports and advises the Chief Executive and Deputy Chief Executive in the implementation of their functions, notably in strategy and policy development of EDA’s activities in close cooperation with the operational Directors. He/she is directly accountable to the Chief Executive and Deputy Chief Executive and is responsible for the following activities:
• propose and develop strategy and policy positions, define and review EDA priorities and objectives in close
cooperation with operational directorates;
• coordinate the development of the Agency’s planning framework, including budgetary aspects;
• engage with Member States at strategic policy level;
• coordinate relations with all EU institutional stakeholders as well as third parties, including NATO;
• coordinate day-to-day support to top management, including briefings, speaking notes reports of meetings, and provide final quality assurance of documentation, including outgoing correspondence;
• supervise the secretariat of the Steering Board and the Agency Management Board;
• lead and manage the Chief Executive’s Policy Office including planning and organizing resources, the development and improvement of skills and knowledge, setting priorities and objectives and acting as line manager;
• coordinate cross-Directorate thematic files and contribute to the EDA transversal way of working;
• take on additional tasks as required in the interest of the service.
Duties may evolve depending on the development of EDA activities and decisions of EDA management.
5. ELIGIBILITY CRITERIA
To be considered eligible to take part in this selection procedure, on the closing date for the submission of applications candidates must satisfy all the eligibility criteria as specified below:
• be a national of a Member State participating in the Agency;
• be entitled to his/her full rights as a citizen;
• have fulfilled any obligations imposed on him/her by the laws concerning military service;
• produce the appropriate character references as to his/her suitability for the performance of his/her duties (extract from the “judicial record” or certificate of good conduct will be requested prior to recruitment);
• be physically fit to perform his/her duties;
• have a thorough knowledge of one of the languages of the participating Member States and a satisfactory knowledge of another of these languages to the extent necessary to discharge his/her duties;
• have no personal interest (financial, family relationship, or other) which could be in conflict with disinterested discharge of his/her duties within the Agency;
• hold, or be in the position to obtain, a valid Personnel Security Clearance Certificate (national or EU PSC at SECRET UE/EU SECRET level). Personnel Security Clearance Certificate (PSCC) means a certificate issued by a competent authority establishing that an individual is security cleared and holds a valid national or EU PSC, and which shows the
level of EUCI to which that individual may be granted access (CONFIDENTIEL UE/EU CONFIDENTIAL or above), the date of validity of the relevant PSC and the date of expiry of the certificate itself. Note that the necessary procedure for
obtaining a PSCC can be initiated on request of the employer only, and not by the individual candidate;
• have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years or be a graduate of a national or international Defence College.
Only diplomas that have been awarded in EU Member States or that are the subject of equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. In the latter case, the authority authorised to conclude contracts of employment reserves the right to request proof of such equivalence.
6. SELECTION CRITERIA
A. Essential
(1) Professional
The candidate will be required to demonstrate that he/she has:
• extensive experience in political-military matters in the defence international environment (especially EU/CSDP);
• a proven track record in a strategy and/or policy department or ministerial or similar level cabinet of a national administration; or similar experience in an international organisation;
• very good knowledge of EDA;
• sound practical management experience;
• excellent oral (e.g. interventions in conferences) and written (e.g. drafting of strategic/conceptual documents, articles, and speaking notes) communication in English;
• a proven track record of delivering successful business outcomes.
(2) Personal
All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:
• very good leadership and management skills;
• ability to prioritise tasks, coordinate a wide range of activities under pressure, and work under minimal supervision;
• strong motivation, flexibility and results-driven;
• strong conceptual, drafting, and analytical skills;
• ability to take and pursue appropriate initiatives under the general guidance of top management and to promote innovative ideas and concepts;
• strong team-working and networking in an international environment;
• genuine commitment to the Agency's objectives.
B. Desirable
The following will be considered an advantage:
• A minimum of 15 years of professional experience acquired after the award of the qualification required as a condition of eligibility.
• A good knowledge of spoken and written French.
7. INDEPENDENCE AND DECLARATION OF INTEREST
The Head of Chief Executive’s Policy Office will be required to make a declaration of commitment to act independently in the Agency’s interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence.
8. APPOINTMENT AND CONDITIONS OF EMPLOYMENT
The Head of Chief Executive’s Policy Office will be appointed by the Chief Executive.
Recruitment will be as a member of the temporary staff of the Agency for a four-year period. Renewal is possible within the limits set out in the EDA Staff Regulations. The successful candidate will be recruited as Temporary Agent, grade AD13.
The pay for this position consists of a basic salary of 13.113,98€ supplemented with various allowances, including as applicable expatriation or family allowances. The successful candidate will be graded on entry into service according to the length of his/her professional experience. Failure to obtain the requisite security clearance certificate before the expiration of the probationary period may be cause for termination of the contract.
Candidates are advised that part of the recruitment process includes medical analyses and physical check-up with the Agency’s Medical Adviser.
Applications are invited with a view to establishing a reserve list for the post of Head of Chief Executive’s Policy Office at the EDA. This list is valid until 31/12/2021, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a post in the EDA according to their competences in relation to the specific requirements of the vacant post. Inclusion on the reserve list does not imply any entitlement of employment in the Agency.

3. THE CAPABILITY, ARMAMENT AND PLANNING DIRECTORATE (CAP)
The Capability, Armament & Planning Directorate (CAP) proposes collaborative opportunities in support of EU capability development priorities. The Directorate is responsible for capability development planning, based on analysis of military requirements conducted together with Member States within the Capability Development Plan (CDP).
The Directorate coordinates in-house the implementation of the Coordinated Annual Review on Defence (CARD), for which the Agency provides the secretariat, establishing a regularly updated overview of the European defence capability landscape.
The CAP Directorate implements EDA’s secretariat functions to the Permanent Structured Cooperation (PESCO), together with the European External Action Service, including the EU Military Staff. Within the PESCO secretariat, the Directorate coordinates EDA’s assessment of PESCO project proposals from the capability perspective, as well as the National Implementation Plans of PESCO participating Member States, and supports PESCO project implementation.
Based on coordinating the results of CDP, CARD and PESCO, the Directorate plans and prepares activities tailored to Member States’ needs. These activities span from advice and roadmaps to collaborative capability development projects, including the support to Member States in upstream EDIDP/EDF.
The CAP Directorate comprises six Units with the following key areas of activity:
• Air Domain Unit: Remotely Piloted Aircraft Systems, Air-to-Air Refueling, Airlift
• Cooperation Planning Unit: CDP, CARD, Defence Data
• Land and Logistics Unit: Land platforms, Counter-IED, Personnel Recovery, Military Mobility, Logistics, Medical Support
• Information Superiority Unit: Communication & Information Systems, Surveillance & Reconnaissance, Space, Cyber Defence
• Maritime Unit: Maritime Surveillance, Mine Counter Measures, naval training, harbor protection
• PESCO Unit: PESCO secretariat and support to project development
4. DUTIES
Under the direction of the Capability, Armament and Planning Director, the Head of Unit Maritime Domain is responsible for the following activities:
• lead, manage and motivate the maritime domain unit including by improving relevant skills and knowledge, and apply
the cross-unit and cross-directorate way of working;
• contribute effectively to the Agency’s major tasks in prioritization, promotion of collaborative projects in capability development and facilitate towards the EU Commission and EU Agencies for the maritime domain;
• apply and contribute with his/her unit to further develop capability development tools, in particular the EU Capability Development Plan (CDP) Priorities, Strategic Context Cases (SCC), Coordinated Annual Review on Defence (CARD) results and Permanent Structured Cooperation (PESCO) commitments; this entails:
• contribute to the update and review of the Capability Development Plan (CDP) through in-depth analysis of future
trends in the Maritime Domain - considering specifically new developments trends in the Armaments and Research areas;
• keep the SCC Naval Manoeuvrability and Underwater Control updated and use them as the key tool to agree on
work programmes with participating Member States (pMS) to be taken forward within the EDA;
• support the CARD process in all its phases, including through contributing to the preparation of CARD bilateral visits in close cooperation with the Cooperation Planning Unit and using the findings to develop tailored advice and support to pMS requirements and recalibrate conceptual documents (SCC);
• support the PESCO process through subject matter expertise, contributing to the assessment of National Implementation Plans (NIPs) as appropriate and, to the assessment of PESCO project proposals in close coordination with the PESCO Unit;
• contribute to the assessment of European Defence Industrial Development Programme (EDIDP) and European
Defence Fund (EDF) related project proposals upon Member States’ request;
• contribute to the further development of capabilities, including identifying, promoting and proposing collaborative projects within his area of responsibility; this entails:
• supervise and coordinate related Project Teams (PTs) and Ad Hoc Working Groups;
• generate and steer Category B Projects for his area of responsibility, including the harmonization of capability requirements;
• define the specification of outsourced studies, activities and capability evaluations;
• ensure the correct submission of documentation in support of Steering Board decisions on maritime matters;
• coordinate with other Heads of Unit to ensure coherence in capability development work (both requirements- and research-based);
• coordinate with other Directorates in order to set up appropriate EDA teams to enable specific cross-cutting / transversal project work;
• promote appropriate links with participating Member States, the EU Military Committee and relevant European Agencies;
• represent EDA in conferences and seminars, as speaker or participant and thus develop a broader understanding
beyond the remit of the Maritime domain unit;
• support the EDA’s policy and media units in preparatory work for meetings of the Top-Management of EDA and for press releases;
• take on additional duties as requested in the interest of the service.
Duties may evolve depending on the development of the EDA's structure and activities, and decisions of EDA management.

From a maritime / navy background, the candidate will be required to demonstrate that he/she has:
• knowledge of/experience in defence planning, capability development and preparation of projects/programmes;
• track record of delivering successful business outcomes in defence planning and defence capability development, including project management;
• broad experience in the maritime domain, preferably as an active duty naval military officer in senior positions;
• experience in working at higher Military Staff / HQs or Ministry of Defence level;
• a thorough understanding and a professional experience of the challenges related to intervention and protection in the maritime domain in crisis management operations;
• familiarity with the international defence and security environment (especially in a CSDP context, inter-agency aspects);
• understanding of the EDA’s main tasks, roles and functions;
• a sound practical management experience;
• a very good knowledge of written and spoken English.
(2) Personal
All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:
• ability to work in a team as a team leader and manager, including by working cross unit and cross directorate as well as by promoting and improving skills and expertise of his team;

4. DUTIES
Under the supervision of the Head of Unit Operations, Training and Exercises, the jobholder will be responsible for the following activities:
• manage the EU SATCOM MARKET project, including related contractual work and provide guidance to other EDA
personnel allocated to the project (currently one Contract Agent and one trainee);
• liaise closely with relevant CSDP structures in order to provide support to CSDP operations and missions;
• interact with relevant Council bodies and the EDA's participating Member States within its area of competencies;
• provide support to the chairing of meetings with Member States and other stakeholders, including the European Commission, the EEAS (European External Action Service), etc;
• liaise/co-ordinate within EDA concerning its own activities;
• support EDAs’ Media and Communications Unit in all activities related to her/his activities;
• follow up support planned and/or provided “on the ground” in remote areas as necessary;
• manage the E-QUIP project, including related contractual work.
Duties may evolve depending on the development of the EDA's structure and activities, and decisions of EDA management.
5. CONDITIONS FOR SECONDMENT
In accordance with the Rules applicable to national experts and military staff on secondment to the European Defence Agency (2004/677/EC), Seconded National Experts are seconded to the Agency while remaining in the service of their national employer and continue being paid their national salary by that employer.
Therefore, in order to be considered in the selection process, candidates for SNE posts must be sponsored by their national authorities. Confirmation is required in the form of a letter of sponsorship addressed to the Agency as far as possible by the closing date for the receipt of applications and in any case before a decision is taken by EDA on the candidate to be selected for a secondment.

1. BACKGROUND
The European Defence Agency was established on 12 July 2004, and is governed by Council Decision (CFSP) 2015/1835 defining the statute, seat and operational rules of the European Defence Agency. The Agency has its headquarters in Brussels.
The main task of EDA is to support the Council and the Member States in their effort to improve the Union's defence capabilities in the field of crisis management and to sustain the Common Security and Defence Policy (CSDP) as it currently stands and as it develops in the future.
The Agency is structured into four directorates. The Corporate Services Directorate (CSD) and three operational directorates: Industry, Synergies and Enablers (ISE); Capability, Armament & Planning (CAP); Research, Technology and Innovation (RTI).
2. THE AGENCY'S WAY OF WORKING
The Agency is an “outward-facing” organisation, constantly interacting with its shareholders, the participating Member States, as well as with a wide range of stakeholders. It works in an integrated way, with multi-disciplinary teams representing all of the Agency’s functional areas, to realise its objectives. Its business processes are flexible and oriented towards achieving results. Staff at all levels need to demonstrate the corresponding qualities of commitment, flexibility, innovation, and team- working; to work effectively with shareholders and stakeholder groups, formal and informal; and to operate without the need for detailed direction.
3. THE CAPABILITY, ARMAMENT AND PLANNING DIRECTORATE (CAP)
The Capability, Armament & Planning Directorate (CAP) proposes collaborative opportunities in support of EU capability development priorities. The Directorate is responsible for capability development planning, based on analysis of military requirements conducted together with Member States within the Capability Development Plan (CDP).
The Directorate coordinates in-house the implementation of the Coordinated Annual Review on Defence (CARD), for which the Agency provides the secretariat, establishing a regularly updated overview of the European defence capability landscape.
The CAP Directorate implements EDA’s secretariat functions to the Permanent Structured Cooperation (PESCO), together with the European External Action Service, including the EU Military Staff. Within the PESCO secretariat, the Directorate coordinates EDA’s assessment of PESCO project proposals from the capability perspective, as well as the National Implementation Plans of PESCO participating Member States, and supports PESCO project implementation.
Based on coordinating the results of CDP, CARD and PESCO, the Directorate plans and prepares activities tailored to Member States’ needs. These activities span from advice and roadmaps to collaborative capability development projects, including the support to Member States in upstream EDIDP/EDF.
The CAP Directorate comprises six Units with the following key areas of activity:
• Air Domain Unit: Remotely Piloted Aircraft Systems, Air-to-Air Refueling, Airlift
• Cooperation Planning Unit: CDP, CARD, Defence Data
• Land and Logistics Unit: Land platforms, Counter-IED, Personnel Recovery, Military Mobility, Logistics, Medical Support
• Information Superiority Unit: Communication & Information Systems, Surveillance & Reconnaissance, Space, Cyber Defence
• Maritime Unit: Maritime Surveillance, Mine Counter Measures, naval training, harbor protection
• PESCO Unit: PESCO secretariat and support to project development
4. DUTIES
Under the supervision of the Head of Unit Maritime Domain, the jobholder will be responsible for to the following activities:
• support Member States by managing ongoing and future projects in the maritime domain notably associated to Naval Manoeuvrability (NM);
• generate collaborative capability development projects in accordance with the Strategic Context Case (SCC) Naval Manoeuvrability (NM) and assist participating Member States (pMS) in developing the related capabilities, including the harmonisation of capability requirements;
• keep the SCC NM updated and contribute to the regular update of the SCC Underwater Control (UWC);
• organise and conduct meetings notably of the Project Team (PT) Naval Manoeuvrability (NM) and possible other future working bodies associated to the maritime domain in order to:
• contribute to generating collaborative capability development projects;
• develop contributions to update the SCC, including by exploiting existing studies and launching new ones if need be;
• contribute with inputs to the capability development plan (CDP) consistent with Member States’ requirements and determine the full range of possibilities to close identified shortfalls. This entails preparing the supporting documentation (inter alia food-for-thought papers and reports);
• analyse input from the Member States regarding the Collaborative Database and identify possible new areas for
maritime capability development and armaments co-operation;
• support the Coordinated Annual Review on Defence (CARD) process in all its phases, including through the preparation of CARD bilateral visits in close cooperation with the Cooperation Planning Unit and using the findings to develop tailored advice and support to pMS requirements and to recalibrate conceptual documents (SCC);
• support the Permanent Structured Cooperation (PESCO) process through subject matter expertise, contributing to the
assessment of National Implementation Plans (NIPs) as appropriate and, to the assessment of PESCO project proposals in close coordination with the PESCO Unit;
• contributing to the assessment of European Defence Industrial Development Programme (EDIDP) and European
Defence Fund (EDF) related project proposals upon Member States’ request;
• oversee the preparation phase of future programmes in the maritime domain related to Naval Manoeuvrability, including those related to hybrid warfare;
• develop and maintain the necessary links with a large variety of actors, such as the EU Military Committee, the EU Military Staff, other Council bodies, the European Commission (JRC, FRONTEX, EMSA, etc) and the participating Member States (Military Staff, Procurement Agencies, etc.);
• contribute to establish a network of naval experts;
• coordinate with relevant CapTech moderators on R&T activities in the maritime domain;
• support the EUMSS (European Maritime Security Strategy) and its Action Plan using Agency resources;
• take on additional tasks as required in the interest of the service.
Duties may evolve according to development of the EDA’s structure and activities, and the decisions of EDA management.
5. CONDITIONS FOR SECONDMENT
In accordance with the Rules applicable to national experts and military staff on secondment to the European Defence Agency (2004/677/EC), Seconded National Experts are seconded to the Agency while remaining in the service of their national employer and continue being paid their national salary by that employer.
Therefore, in order to be considered in the selection process, candidates for SNE posts must be sponsored by their national authorities. Confirmation is required in the form of a letter of sponsorship addressed to the Agency as far as possible by the closing date for the receipt of applications and in any case before a decision is taken by EDA on the candidate to be selected for a secondment.

• have worked for their employer on a permanent or contract basis for at least 12 months before their secondment;
• remain in the service of their employer throughout the period of secondment and continue to be paid by that employer;
• have at least three years' full-time experience in defence, administrative, scientific, technical, operational, advisory or supervisory functions relevant to the performance of the duties assigned to them. Before the secondment, the employer shall supply the Agency with a statement of the expert's employment covering the previous 12 months;
• be nationals of a participating Member State or falling within the provisions of the second paragraph of Article 1 of
Council Decision (EU) 2016/1352 of 4 August 2016;
• have a thorough knowledge of one official language of one of the participating Member States and a satisfactory knowledge of another of these languages for the performance of their duties.
6. SELECTION CRITERIA
A. Essential
(1) Professional
The candidate will be required to demonstrate that he/she has:
• knowledge of/experience in defence planning, capability development and preparation of projects/programmes;
• track record of delivering successful business outcomes in defence planning and defence capability development, including project management;
• knowledge in maritime capabilities (inter alia: war ship design, space, air, maritime and ground, manned and unmanned systems);
• experience as an active duty naval military officer;
• thorough understanding and experience of the challenges related to maritime activities of forces, including in crisis management operations;
• familiarity with the international defence and security environment (especially in a CSDP context, inter-agency aspects);
• graduate from a national or international Naval Academy;
• experience in working at higher Military Staff / HQs or Ministry of Defence level;
• competence necessary to propose and champion effective short-, medium and long-term capability solutions;
• a very good knowledge of written and spoken English.
(2) Personal
All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:
• ability to work in a team, cross-unit and cross directorate as well as independently in his/her area of responsibility;

The following will be considered an advantage:
• hold a (recognized) Project Management qualification.
7. INDEPENDENCE AND DECLARATION OF INTEREST
The Project Officer Maritime Capabilities will be required to make a declaration of commitment to act independently in the Agency’s interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence.
8. APPOINTMENT AND CONDITIONS OF EMPLOYMENT
The Project Officer Maritime Capabilities will be appointed by the Chief Executive.
Secondment will be as a member of the Seconded National Expert staff of the Agency for a three-year period. Renewal is possible within the limits set out in the EDA SNE Rules. The successful candidates will be seconded at AD10/AD11 grade equivalent.
Applications are invited with a view to establish a reserve list for the post of Project Officer Maritime Capabilities at the EDA. This list will be valid until 31/12/2021, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a secondment in the EDA according to their competences in relation to the specific requirements of the vacant post. Inclusion on the reserve list does not imply any entitlement of secondment to
the Agency.
