VISTA la Legge 30.12.2010, n. 240 "Norme in materia di organizzazione delle Università, di personale accademico e reclutamento, nonché delega al Governo per incentivare la qualità e l'efficienza del sistema universitario", e in particolare l'art. 23 "Contratti per attività di insegnamento", e successive modificazioni;
VISTO il Decreto Interministeriale del 21.07.2011, n. 313 recante "Trattamento economico spettante ai titolari dei contratti per attività di insegnamento";
VISTO il D.L. 09.02.2012, n. 5 recante "Disposizioni urgenti in materia di semplificazione e sviluppo", convertito, con modificazioni, in Legge 04.04.2012, n. 35;
VISTO il D. Lgs. 14 marzo 2013, n. 33 recante "Riordino della disciplina riguardante gli obblighi di pubblicità, trasparenza e diffusione di informazioni da parte delle pubbliche amministrazioni";
VISTO lo Statuto vigente del Politecnico di Milano; VISTO il Regolamento Generale di Ateneo vigente;
VISTO il Regolamento per l'Amministrazione, la Finanza e la Contabilità di Ateneo vigente;
VISTO il Regolamento per il conferimento degli incarichi didattici e di supporto alla didattica del Politecnico di Milano vigente;
VISTO il Regolamento relativo al contributo per la partecipazione sia a concorsi interni riservati che a concorsi pubblici indetti dal Politecnico di Milano, emanato con D.R. n.41 del 17.05.2005 e successive modificazioni;
VISTA la delibera 4.1 della Scuola di Dottorato 13/01/2021; VISTA la delibera 3.2 del Senato Accademico del 18/01/2021;
VISTA la delibera 3.3 del Consiglio di Amministrazione del 26/01/2021;
XXXXXXXXX la necessità di emanare il Manifesto degli Studi dei corsi di Dottorato del Politecnico di Milano per l'anno accademico 2021/2022;
ATTESTATA la sussistenza della copertura finanziaria ai fini degli affidamenti d'incarico a titolo
oneroso;
DECRETA
Art. 1 - Bando per insegnamenti
L'indizione della procedura di valutazione comparativa volta ad individuare le proposte di insegnamento per l' a.a. 2021/2022 che saranno inserite nel Manifesto degli Studi del corso di Dottorato "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT
ENVIRONMENT AND CONSTRUCTION ENGINEERING" del Politecnico di Milano e i conseguenti incarichi didattici, sulla base delle macroaree previste nell'Allegato 1.
Il numero di dottorandi iscritti previsto per l'attivazione degli incarichi a titolo oneroso per il singolo insegnamento è deliberato dal Collegio dei Docenti del corso di Dottorato "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND
CONSTRUCTION ENGINEERING" ed è pari a n. 7. In caso di mancato raggiungimento di tale numero, l'incarico dovrà essere svolto a titolo gratuito, oppure verrà revocato.
Art. 2 - Requisiti di partecipazione
Possono presentare domanda di partecipazione:
● i professori di I fascia, i professori di II fascia, i ricercatori universitari a tempo indeterminato, quelli a tempo determinato di cui all'art. 24 della L. 240/2010 e i titolari di contratto di diritto privato di cui all'art. 1, comma 14, della Legge 230/2005, mediante domanda di affidamento a titolo gratuito o oneroso;
● i soggetti in possesso di adeguati requisiti scientifici e professionali, mediante domanda di contratto di diritto privato, a titolo oneroso.
Non costituisce incompatibilità la partecipazione alle attività di ricerca svolte presso le strutture universitarie in cui operano gli incaricati.
Possono partecipare alla selezione cittadini italiani e stranieri in possesso della laurea triennale o titoli equivalenti, della laurea magistrale o titoli equivalenti, anche conseguiti all'estero, o di un adeguato curriculum professionale.
Non possono partecipare alla selezione le seguenti categorie:
a. Coloro i quali siano stati condannati, anche con sentenza non passata in giudicato, per uno dei reati previsti dal capo I del Titolo II del libro secondo del codice penale, o che abbiano procedimenti penali pendenti.
b. Gli studenti iscritti al dottorato di ricerca o a scuola di specializzazione. (Gli studenti che completano il corso degli studi entro la fine dell'anno accademico precedente a quello del corso possono avanzare domanda specificando tale loro condizione. L'eventuale affidamento è subordinato alla verifica del completamento degli studi).
Art. 3 - Domanda di ammissione e termine di presentazione
La domanda dovrà essere presentata esclusivamente tramite la procedura on-line attivata sul sito del Politecnico di Milano, a pena esclusione, nella sezione SERVIZI ONLINE nel Menu Concorsi e selezioni, alla voce "Concorso/selezione per affidamento di incarico/posizione". Il candidato dovrà presentare una domanda per ogni insegnamento che intende proporre. In conformità all'art. 4 del Regolamento relativo al contributo per la partecipazione sia a concorsi interni riservati che a concorsi pubblici indetti dal Politecnico di Milano, emanato con D.R. n. 41/AG del 17.5.2005 e successive modificazioni, il candidato che intenda partecipare alla presente procedura concorsuale è tenuto al pagamento di un contributo da versarsi a parziale copertura dei costi di gestione, senza alcun diritto al rimborso.
Per ciascuna domanda presentata il contributo, fissato in Euro 15,00 (quindici/00), dovrà essere versato dal candidato entro la scadenza del Bando mediante il sistema unico per i pagamenti elettronici verso la pubblica amministrazione PagoPA ,seguendo le indicazioni della procedura online di presentazione della domanda (per i pagamenti effettuati tramite MAV è richiesto l'upload della ricevuta di pagamento entro i termini di presentazione della domanda).
In alternativa, solo per chi fosse impossibilitato ad utilizzare tale sistema di pagamento (in particolare per i pagamenti provenienti dall'estero da parte di candidati sprovvisti di Carta di Credito, o la cui carta di credito non venga accettata dal sistema) è possibile effettuare un bonifico bancario sul c.c. intestato al Politecnico di Milano - X.xxx Xxxxxxxx xx Xxxxx, 00 - 00000 Xxxxxx, avente le seguenti coordinate bancarie:

Non sono tenuti al pagamento del contributo i candidati che all'atto della presentazione della domanda risultino essere dipendenti del Politecnico di Milano.
La procedura on line sarà disponibile sino alle ore 12:00 (ora italiana) del giorno 18 marzo 2021, data di scadenza del bando; le domande non concluse - ovvero non comprensive dei dati obbligatori e del riepilogo firmato - saranno considerate come non presentate.
Alla scadenza del bando le domande concluse saranno protocollate e i candidati riceveranno un'apposita comunicazione.
Art. 4 - Compilazione della domanda e documenti obbligatori
Il candidato per la presentazione della domanda dovrà utilizzare la sola procedura on line, a pena esclusione attraverso l'applicazione "Concorso/selezione per affidamento di incarico/posizione" accessibile da SERVIZI ONLINE nel sito xxx.xxxxxx.xx. Il candidato, dovrà inserire tutti i dati e gli allegati obbligatori, in particolare:
Sezione 1. "I miei dati": dati anagrafici (comprensivi di mail), qualifica, dichiarazione riguardante la modalità del corso (affidamento a titolo gratuito; trasferimento a fondo di ricerca per le spese sostenute dal corso; completamento compito istituzionale; affidamento a titolo oneroso)
Sezione 2. "Allegati": inserimento dei seguenti allegati:
● curriculum vitae (in file pdf non superiore ai 5MB); se il candidato risulterà vincitore della procedura di selezione, il curriculum vitae inserito nell'applicativo verrà pubblicato sul sito di Ateneo e sarà consultabile alla pagina pubblica del docente, accessibile dalla sezione "Cerca docenti"; ai sensi del Regolamento UE n. 679/2016 il vincitore dovrà autorizzare il Politecnico di Milano a pubblicare sul sito WEB di Ateneo il proprio Curriculum Vitae, per i fini istituzionali e in ottemperanza al D. Lgs n. 33 del 14 marzo 2013 "Decreto trasparenza" come modificato dal D. Lgs. 97 del 2016;
● elenco pubblicazioni: eventuale inserimento di un elenco fino a un massimo di 5 riferimenti a pubblicazioni che il candidato desidera sottoporre alla Commissione;
● altri titoli: inserimento facoltativo di lettere di referenze, iscrizioni ad Albi/Ordini/Associazioni, partecipazione certificata a ricerche, progetti e opere, organizzazione e partecipazione di/a mostre, seminari, convegni (descrizione di max 1000 caratteri ed eventuale upload di file pdf non superiore a 5MB);
● scansione del documento di identità o passaporto (in file pdf non superiore ai 2MB).
Sezione 3. "Proposta di insegnamento di dottorato": descrizione dell'insegnamento dottorale proposto, ottenuto compilando la scheda allegata al presente bando (Allegato 2). La descrizione deve in particolare contenere le seguenti informazioni:
● nome dell'insegnamento;
● docente responsabile dell'insegnamento;
● crediti formativi, e numero totale di ore di insegnamento frontale;
● lingua di erogazione dell'insegnamento;
● ultimo anno accademico in cui l'insegnamento è stato tenuto dallo stesso docente responsabile (se l'insegnamento è già stato attivato precedentemente);
● altri docenti che erogheranno didattica in quantità maggiore o uguale a 1 CFU, e suddivisione di crediti formativi tra i docenti coinvolti (sono possibili assegnazioni solo di numeri interi di CFU), con indicazione dei docenti il cui incarico concorra al completamento del compito istituzionale; breve CV o link alla pagina web di questi docenti;
● obiettivi formativi del corso (breve descrizione, max 100 parole);
● programma del corso (minimo 100, massimo 1000 parole);
● organizzazione didattica e modalità di svolgimento della valutazione degli studenti (max 100 parole);
● materiale didattico disponibile;
● periodo in cui si propone di svolgere l'insegnamento, e sede/modalità di svolgimento (residenziale - in presenza - online).
Sezione 4. "Pagamento": il contributo, fissato in Euro 15,00 (quindici/00), dovrà essere versato dal candidato entro la scadenza del Bando mediante il sistema unico per i pagamenti elettronici verso la pubblica amministrazione PagoPA seguendo le indicazioni della procedura online di presentazione della domanda.
Sezione 5. "Riepilogo e invio": generazione della domanda come file pdf. La domanda deve essere firmata dal candidato pena l'esclusione dalla procedura concorsuale.
● Se il candidato non possiede una firma digitale la domanda deve essere stampata, firmata, scansita e deve essere effettuato l'upload del file in formato pdf.
● Se in possesso di firma digitale rilasciata da certificatori autorizzati, il candidato effettua il download del riepilogo -> firma digitalmente (CAdES o PAdES) con uno strumento idoneo -> ed infine effettua l'upload del documento firmato digitalmente.
● Se già in possesso della firma digitale fornita dal Politecnico di Milano il candidato può generare il "Riepilogo" e firmarlo digitalmente.
● Se il candidato si è autenticato sui Servizi Online tramite SPID, non gli verrà chiesto di firmare il riepilogo, in quanto SPID è una forma di autenticazione forte.
Per i docenti strutturati del Politecnico di Milano alla scadenza del presente bando, la documentazione indicata nella sezione 2. si ritiene a tutti gli effetti prodotta, all'atto della presentazione della domanda di partecipazione alla selezione, in quanto trattasi di informazioni già in possesso dell'Ateneo. Gli stessi docenti sono inoltre esonerati dal pagamento del contributo di cui alla sezione 4. Rimane d'obbligo per tutti i candidati, compresi i docenti strutturati del Politecnico, la compilazione delle sezioni 1., 3. e 5.
I requisiti richiesti dal presente bando dovranno essere posseduti alla data di scadenza stabilita per la presentazione delle domande.
Art. 5 - Commissione giudicatrice
Le procedure selettive sono svolte da una commissione proposta dal Collegio dei Docenti del corso di dottorato in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND CONSTRUCTION ENGINEERING", e composte da
almeno tre professori ordinari o associati, anche esterni all'Ateneo.
La nomina è disposta con decreto del Direttore del Dipartimento, ed è resa pubblica mediante esposizione all'Albo ufficiale del DIPARTIMENTO DI ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO.
Art. 6 - Titoli e criteri di valutazione dei candidati
La Commissione giudicatrice ha a disposizione 100 punti, distribuiti come segue:

La selezione si intende superata se il candidato ottiene una valutazione complessiva non inferiore a 60 punti.
Gli incarichi didattici vengono conferiti, a parità di valutazione, secondo le seguenti precedenze:
● a docenti di ruolo dell'Ateneo;
● a docenti di ruolo di altra università;
● a candidati esterni.
Art. 7 - Condizioni economiche e Graduatoria di merito
La Commissione redige, in base ai criteri e ai parametri stabiliti nel presente bando, una graduatoria di merito per gli insegnamenti proposti, tenendo conto dei punteggi conseguiti nella valutazione delle domande secondo i criteri espressi nell'Art. 6.
Sulla base della graduatoria redatta , il Collegio dei Docenti del corso di dottorato in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT
ENVIRONMENT AND CONSTRUCTION ENGINEERING" stabilirà quanti e quali corsi attivare per l'anno accademico 2021/2022, sulla base della programmazione dell'offerta formativa e della disponibilità delle risorse economiche.
La Commissione pubblicherà altresì il budget necessario per l'attivazione di ogni proposta ritenuta idonea. Il budget massimo riconoscibile agli insegnamenti a titolo oneroso si ottiene dalla seguente tabella.

Il budget specificato comprende sia il compenso per attività didattica che l'integrazione (variabile a seconda della provenienza del docente), a rimborso delle spese sostenute. Le spese possono essere spese
direttamente dall'Ateneo (biglietto viaggio e alloggio).
Per i corsi che comprendano un mix didattico suddiviso tra diversi docenti l'importo massimo riconoscibile si ottiene sommando il budget massimo per CFU corrispondente a ogni docente, a seconda della loro tipologia (interno / esterno italiano / esterno UE / esterno extra UE).
Eventuali richieste di modifica della suddivisione di crediti tra i docenti di un insegnamento devono essere motivate e inoltrate al Coordinatore del corso di dottorato in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND
CONSTRUCTION ENGINEERING", che potrà approvarle o disporre l'annullamento dell'erogazione dell'insegnamento. In caso di approvazione, il budget riconosciuto all'insegnamento dovrà essere adeguato alle modifiche del mix didattico. Qualora la modifica del mix didattico coinvolga una variazione del budget da corrispondere a qualche docente, la proposta dovrà essere convalidata dal Consiglio di Dipartimento sede amministrativa del corso di dottorato.
La graduatoria sarà valida esclusivamente per l'anno accademico di riferimento della presente selezione. La graduatoria di merito sarà pubblicata all'Albo del Politecnico di Milano e sul sito del Dipartimento per almeno 30 giorni; dalla data di pubblicazione decorrono i termini di legge citati per eventuali impugnative.
Art. 8 - Diritti e doveri - Incompatibilità
I soggetti titolari di affidamenti o di contratti di incarico di insegnamento hanno gli stessi diritti e doveri di carattere didattico dei docenti universitari di ruolo. Pertanto il candidato si deve impegnare a svolgere le attività didattiche secondo orari e programmi opportunamente pubblicizzati. L'impegno didattico comprende, oltre all'erogazione di tutte le attività didattiche previste dal bando, anche lo svolgimento delle relative verifiche dell'apprendimento.
Non costituisce incompatibilità la partecipazione alle attività di ricerca svolte presso le strutture universitarie in cui operano gli incaricati.
La stipula dei contratti per l'attività di insegnamento non produce diritti in ordine all'accesso ai ruoli universitari.
I titolari dei contratti di insegnamento di diritto privato possono fregiarsi del titolo di professore a contratto, limitatamente alla durata della prestazione presso il Politecnico di Milano.
Ai titolari di affidamento e di contratto di insegnamento di diritto privato spettano gli obblighi di valutazione del rischio, definizione delle misure di prevenzione, formazione ed informazione ai sensi del D.LGS 81/2008 conformemente a quanto previsto dal "Regolamento di Ateneo per la sicurezza e la salute dei lavoratori" e in particolare dalle disposizioni dell'art. 6.
Nei casi di gravi inadempienze, il contratto può essere risolto con decreto del Direttore Generale su delibera motivata della Scuola di Dottorato.
Art. 9 - Tempi e modalità della stipula del contratto
A seguito della pubblicazione delle graduatorie e della successiva delibera del Consiglio di Dipartimento
sede amministrativa del corso, l'Amministrazione contatterà i soggetti vincitori, titolari di incarico di insegnamento conferito per contratto di diritto privato, per gli adempimenti conseguenti e, in particolare, per la stipula del contratto. La mancata sottoscrizione del contratto verrà considerata rinuncia.
Art. 10 - Rinnovo del contratto
Ai fini di garantire la continuità didattica, ai sensi dell'art. 9 del "Regolamento per il conferimento degli incarichi didattici e di supporto alla didattica" del Politecnico di Milano, l'incarico potrà essere rinnovato annualmente per complessivi tre anni accademici alle medesime condizioni previa verifica positiva dell'attività didattica svolta, della sussistenza dell'esigenza didattica e a condizione che non vi siano cause di incompatibilità di cui all'art. 10 del "Regolamento per il conferimento degli incarichi didattici e di supporto alla didattica" del Politecnico di Milano.
Art. 11 - Risoluzione del contratto
Nei casi di gravi inadempienze, il contratto può essere risolto con decreto del Direttore Generale su delibera motivata del Collegio dei Docenti del corso di dottorato in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND
CONSTRUCTION ENGINEERING". La risoluzione automatica del contratto può avvenire:
1. per ingiustificato mancato o ritardato inizio di attività. Sono fatti salvi i casi debitamente giustificati e certificati;
2. per sopraggiunte incompatibilità previste dall'art. 13 del D.P.R. 382/80 e/o da altre disposizioni di legge;
3. per violazioni al codice etico;
4. per manifesta violazione contrattuale.
Art. 12 - Trattamento dei dati personali
Ai sensi del Regolamento UE n. 679/2016, si informano i candidati che il trattamento dei dati personali da essi forniti in sede di procedura di valutazione comparativa o comunque acquisiti a tal fine dal Politecnico di Milano è finalizzato unicamente all'espletamento delle attività di valutazione comparativa per l'attribuzione di incarichi didattici ed avverrà a cura delle persone preposte al procedimento, anche da parte della commissione esaminatrice, presso il Politecnico di Milano, con l'utilizzo di procedure anche informatizzate, nei modi e nei limiti necessari per perseguire le predette finalità, anche in caso di eventuale comunicazione a terzi. Il conferimento di tali dati è necessario per verificare i requisiti di partecipazione e il possesso di titoli e la loro mancata indicazione può precludere tale verifica. I dati verranno conservati, in conformità a quanto previsto dalla vigente normativa in materia, per un periodo di tempo non superiore a quello necessario al conseguimento delle finalità per le quali essi sono trattati.
Ai candidati sono riconosciuti i diritti di cui al capo terzo del Regolamento UE n. 679/2016, in particolare, il
diritto di accedere ai propri dati personali, di chiederne la rettifica, l'aggiornamento e la cancellazione, se incompleti, erronei o raccolti in violazione della legge, nonché di opporsi al loro trattamento per motivi legittimi rivolgendo le richieste al Responsabile per la protezione dei dati personali, punto di contatto: xxxxxxx@xxxxxx.xx.

Art. 1 - Call for courses
The comparative assessment procedure to identify course proposals for the A.Y. 2021/2022 to be included in the list of courses offered by the PhD Degree programme "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND
CONSTRUCTION ENGINEERING" of Politecnico di Milano and the consequent teaching assignments, based upon the macro-areas envisaged in Annex 1, is hereby called.
The number of enrolled PhD students necessary to activate remunerated courses is established by the Board of Professors of the "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND CONSTRUCTION ENGINEERING" PhD
programme and is equal to no. 7. If that number is not reached, the assignment will be carried out free of charge, or will be cancelled.
Art. 2 - Participation requirements
The following people may apply to this call:
● Full professors, associated professors, permanent university researchers, temporary universitary researchers, as indicated in Art. 24 of Italian Law 240/2010, and holders of private law contracts indicated in Art. 1, paragraph 14 of Italian Law 230/2005, to submit proposals for courses remunerated or without budget;
● Individuals with adequate scientific and professional requirements, to submit proposals for courses remunerated with private law contracts.
Participation in research activities carried out at the university structures issuing the call does not constitute incompatibility.
Italian and foreign citizens may participate in the selection if they are in possession of the three-year Laurea (equivalent to Bachelor of Science) or equivalent qualifications, Laurea Magistrale (equivalent to Master of Science) or equivalent qualifications, even obtained abroad, or an adequate professional curriculum.
The following categories may not apply to this call:
a. Those who have been convicted, even by a non-final ruling, of one of the crimes envisaged by
Chapter I of Title II of the second book of the Italian Criminal Code, or who have pending criminal proceedings.
b. Candidates enrolled on a PhD programme or a Specialisation School. Candidates who earn their degree by the end of the academic year prior to that of the course may apply, specifying that condition. The course assignment is subject to verifying the completion of the studies.
Art. 3 - Application for admission and submission deadline
The application must be submitted exclusively via the online procedure activated on the Politecnico di Milano website, under penalty of exclusion, in the ONLINE SERVICES section in the "Competitions and Selections" menu, under the "Competition/selection for award of assignment position" item. The applicant must submit one application for each course that he/she intends to propose. In conformity with Art. 4 of the Regulation on the contribution for participation in both reserved in-house competitions and public competitions called by Politecnico di Milano, issued with Rector's Decree no. 41/AG of 17.5.2005 as amended, the applicant intending to participate in this competitive procedure is required to pay a contribution in partial coverage of the management costs, with no right to reimbursement.
For each application submitted, the contribution, established at 15.00 Euros (fifteen Euros), must be paid by the applicant by the Call deadline through the unified system for electronic payments to the public administration PagoPA, following the instructions of the online procedure for submitting the application.
Alternatively, only for those who are unable to proceed with the aforementioned payment system (in particular, in case of payments made abroad if the candidate is not a credit card holder, or in case the credit card is not accepted by the system), it is possible to proceed through a bank transfer on the Current Account registered to Politecnico di Milano - X.xxx Xxxxxxxx xx Xxxxx, 00 - 00000 Xxxxx, with the following bank details::

Applicants who, when submitting the application, are Politecnico di Milano employees are not required to pay the contribution.
The online procedure will be available until the time of 12:00pm (Italian time) on the day of 18 march 2021, the Call deadline. All applications not completed by the call deadline - or not including the mandatory data and the signed summary - will be considered as not having been submitted.
At the Call deadline, the completed applications will be officially recorded and the applicants will receive a
specific communication.
Art. 4 - Compilation of application and mandatory documents
To submit the application, the applicant must only use the online procedure, under penalty of exclusion, through the "Competition/selection for award of assignment/position" application accessible from ONLINE SERVICES on the website xxx.xxxxxx.xx. The applicant must enter all data and mandatory attachments, in particular:
Section 1. "My details": Personal details (including email), qualification, declaration regarding the course typology (course free of charge; budget to be transferred to a research fund; completion of the institutional task; remunerated course).
Section 2. "Attachments": insertion of the following attachments:
● curriculum vitae (in pdf file not exceeding 5MB); if the application is selected, the curriculum vitae entered in the application will be published on the University website and will be consultable on a public page; in accordance with Regulation EU no. 679/2016, the winner must authorise Politecnico di Milano to publish on the University website his/her Curriculum Vitae for institutional purposes and in compliance with Italian Legislative Decree no. 33 dated 14 March 2013 "Transparency Decree" as amended by Italian Legislative Decree 97 of 2016;
● list of publications; possible insertion of a list of up to a maximum of 5 references to publications that the applicant wishes to report to the Committee;
● other qualifications; optional insertion of letters of reference, registrations to Registers/Orders/Associations, certified participation in research, projects and works, organisation of and participation at exhibitions, seminars, conventions (description of max 1000 characters and possible upload of pdf files no larger than 5MB);
● scan of an identity document or passport (pdf file not exceeding 2MB).
Section 3. "PhD course proposal": description of the proposed PhD course, obtained by completing the form attached to this Call (Annex 2). The description must contain, in particular, the following information:
● course name;
● trainer responsible for the course;
● doctoral credits, and total number of hours of face-to-face teaching;
● language of delivery of the course;
● last academic year in which the course was held by the same responsible trainer (if the course has been activated previously);
● other trainers who will provide teaching in a quantity greater than or equal to 1 ECTS, with the detailed credits distribution between professors involved (only whole numbers of ECTS can be assigned);
● short CV or link to the web page of these professors;
● short description of the course mission and goals (max 100 words);
● course programme (minimum 100, maximum 1000 words);
● teaching and assessment organisation (max 100 words);
● available teaching material;
● period in which the course is to be held, and location/method of conduct (residential - in presence - online).
Section 4. "Payment": the contribution, fixed at 15.00 Euros (fifteen Euros), must be paid by the applicant by the Call deadline through the unified system for electronic payments to the public administration PagoPA, following the instructions of the online procedure for submitting the application.
Section 5. "Summary and submission": generation of the application as a pdf file. The application must be signed by the applicant under penalty of exclusion from the competitive procedure.
● If the applicant does not possess a digital signature the application must be printed, signed, scanned and the file uploaded in pdf format.
● If in possession of a digital signature issued by authorised certifiers, the applicant downloads the summary -> signs digitally (CAdES or PAdES) with a suitable tool -> and finally uploads the document signed digitally.
● If already in possession of the digital signature provided by Politecnico di Milano, the applicant may generate the "Summary" and sign it digitally.
● Candidates who authenticate themselves on the Online Services through SPID will not be asked to sign the summary, as SPID is a strong form of authentication.
Only for structured professors of Politecnico di Milano at the deadline of this Call, the documentation indicated in section 2. is considered to be produced for all effects, when submitting the application for participation in the selection, as this information is already in possession of the University. Those professors are also exonerated from paying the contribution indicated in section 4. The obligation remains in place for all applicants, including structured professors of Politecnico, to complete sections 1., 3. and 5.
The requirements of this Call must be possessed at the deadline set for submitting the applications.
Art. 5 - Selection Committee
The selection procedures are carried out by a committee appointed by by the Board of Professors of the PhD programme in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND CONSTRUCTION ENGINEERING", and is made up of at
least three full or associate professors, even external to the University.
The appointment is made by decree of the Head of the Department, and it is made public by being displayed on the Official Register of the DEPARTMENT OF ARCHITECTURE, BUILT ENVIRONMENT AND CONSTRUCTION ENGINEERING. Official Register.
Art. 6 - Applicant qualifications and assessment criteria
The Selection Committee has 100 points available, distributed as follows:
I | Interest of the course for the PhD School; pertinence with the guidelines established by the PhD School (see Annex 1). Previous teaching experience of the professors involved, considering, in particular, the teaching continuity and quality of the course itself | UP TO 50 POINTS |

The selection is considered to be passed successfully if the applicant obtains a total assessment of no less than 60 points.
The teaching assignments are granted, if the same assessment score is achieved, in accordance with the following rules of precedence:
● to staff professors of the University;
● to staff professors of another university;
● to external applicants.
Art. 7 - Economic terms and merit ranking
The Committee prepares, based upon the criteria and parameters established in this Call, a merit ranking for the courses proposed, taking account of the scores achieved in the assessment of the applications according to the criteria expressed in Art. 6.
Based upon the ranking prepared , the Board of Professors of the PhD programme in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT
ENVIRONMENT AND CONSTRUCTION ENGINEERING" will establish how many and which programmes to activate for the academic year 2021/2022, based upon the planning of the training offer and the availability of economic resources.
The Committee will also publish the necessary budget for the activation of each offer deemed suitable. The maximum budget that can be allocated to courses for a consideration is obtained from the following table.

The specified budget includes both the fee for the teaching activity and the supplement (variable depending on the professor's origin), to reimburse the expenses incurred. The expenses may be disbursed directly by
the University (travel ticket and accommodation).
For programmes that include a teaching mix split between different professors, the maximum amount payable is obtained by adding together the maximum fee per ECTS corresponding to each professor, depending on their type (internal / external Italian / external EU / external non-EU).
Any requests to alter the breakdown of credits between the professors of a course must be motivated and sent to the the Coordinator of the PhD programme in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND
CONSTRUCTION ENGINEERING", who may approve them or arrange for the course provision to be cancelled. If approved, the budget attributed to the course will be adjusted to the changes of the teaching mix. If the change to the teaching mix involves a variation of the budget to be paid to some professors, the proposal must be validated by the Department Board administrative office of the PhD programme.
The ranking will be valid exclusively for the academic year of reference of this selection.
The merit ranking will be published on the Register of Politecnico di Milano and on the website of the DEPARTMENT OF ARCHITECTURE, BUILT ENVIRONMENT AND CONSTRUCTION ENGINEERING for
at least 30 days; the cited legal terms for any challenges commence from the publication date.
Art. 8 - Rights and Duties - Incompatibility
Persons winning awards or contracts of teaching assignments have the same rights and duties of teaching nature as the university professors. Therefore, the applicant must undertake to perform the teaching activities according to the timescales and programmes appropriately publicised. The teaching commitment includes, in addition to the provision of all teaching activities envisaged by the Call, also the conduct of the respective learning evaluations.
Participation in research activities carried out at university structures in which the officers operate does not constitute incompatibility.
The signature of contracts for teaching activity does not produce rights in relation to access to university roles.
Holders of private law teaching contracts may use the title of contract professor, limited to the duration of the performance at Politecnico di Milano.
Holders of private law awards and teaching contracts have the obligations of risk assessment and definition of prevention, training and information measures in accordance with Italian Legislative Decree 81/2008 in line with the contents of the "University Regulation for the health and safety of workers" and, in particular, the provisions of Art. 6.
In cases of serious breaches, the contract may be terminated by decree of the Director General at the motivated resolution of the PhD School.
Art. 9 - Timescales and methods of signing the contract
Following the publication of the rankings and the subsequent resolutions of the Department Board
administrative office of the programme, the Administration will contact the winners, holders of the teaching assignment granted by private law contract, for the consequent fulfilments and, in particular, to sign the contract. Any failure to sign the contract will be considered a rejection.
Art. 10 - Contract renewal
In order to guarantee teaching continuity, in accordance with Art. 9 of the "Regulation for granting teaching and teaching support assignments" of Politecnico di Milano, the assignment may be renewed annually for a total of three academic years under the same conditions, subject to the positive verification of the teaching activity performed, the existence of the educational requirement and provided that there are no causes of incompatibility indicated in Art. 10 of the "Regulation for granting teaching and teaching support assignments" of Politecnico di Milano.
Art. 11 - Contract termination
In cases of serious breaches, the contract may be terminated by decree of the Director General at the motivated resolution of the Board of Professors of the PhD programme in "ARCHITETTURA, INGEGNERIA DELLE COSTRUZIONI E AMBIENTE COSTRUITO / ARCHITECTURE, BUILT ENVIRONMENT AND
CONSTRUCTION ENGINEERING". The automatic termination of the contract may occur:
1. for unjustified lack of or delayed commencement of activity. This is without prejudice to the cases duly justified and certified;
2. for the incompatibilities envisaged by Art. 13 of Italian Presidential Decree 382/80 and/or by other legal provisions;
3. for violations of the Code of Ethics;
4. due to manifest contractual breach.
Art. 12 - Personal data processing
In accordance with Regulation (EU) no. 679/2016, applicants are informed that the processing of personal data provided by them during the comparative assessment procedure or in any case acquired to that end by Politecnico di Milano is aimed solely at performing the comparative assessment activities for the granting of teaching assignments and it will be carried out by the persons in charge of the procedure, also by the examining committee, at Politecnico di Milano, using procedures, including electronic, by methods and within limits necessary to pursue the aforementioned purposes, also in the event of any communication to third parties. The provision of those data is necessary to verify the participation requirements and possession of qualifications and any failure to provide them may prevent that verification. The data will be stored, in conformity with the provisions of the regulations in force in that regard, for a period of time not exceeding that necessary to achieve the purposes for which they are processed.
Applicants are granted the rights indicated in the third chapter of Regulation EU no. 679/2016, in particular,
the right to access the personal data, to request their rectification, update and erasure, if incomplete, incorrect or collected in violation of the law, as well as to object to their processing for legitimate reasons, sending requests to the Data Protection Officer, contact details: xxxxxxx@xxxxxx.xx.
