VISTO il bando emesso dal Dipartimento di Scienze e tecnologie aerospaziali di indizione della selezione pubblica per il conferimento di n. 1 posto per lo svolgimento di attività di ricerca a tempo determinato per la durata di 12 mesi nell’ambito del programma di ricerca denominato “BIOMETANO: RICOGNIZIONE DI TECNOLOGIE INNOVATIVE E DEL RISCHIO PER LA SALUTE UMANA. ELABORARE UN QUADRO AGGIORNATO DELLO STATO DELL'ARTE IN MERITO” – Xxxxxx

COSIDERATO CHE l’art. 3 del bando – Requisiti di partecipazione presenta un refuso;
SI SEGNALA COME ERRATA CORRIGE
che, per mero errore materiale, all’art. 3 viene richiesto il possesso del titolo di Dottorato di Ricerca ed è stato omesso “ o della Laurea Magistrale appartenente alle classi (LM-20) Ingegneria aerospaziale e astronautica o (LM-33) Ingegneria meccanica o (LM-30) Ingegneria energetica e nucleare”

Tenuto conto di quanto sopra indicato i termini di scadenza del bando sono riaperti:
• Ai fini della selezione il candidato deve compilare integralmente ed inviare, entro il termine perentorio del 27/11/2020 pena esclusione, la domanda di ammissione;

3398 del 29.07.2016, 8268 del 20.12.2017 e D.R. n. 6605/AFNI del 27.09.2018 ulteriormente modificato con D.R. n. 3983/AFNI del 29.05.2019;
VISTA la delibera del DIPARTIMENTO DI SCIENZE E TECNOLOGIE AEROSPAZIALI con la quale si approva la proposta di indizione di una selezione pubblica per il conferimento di n° 1 assegno per lo svolgimento di attività di ricerca a tempo determinato nell'ambito del programma di ricerca denominato "Calibrazione di una sonda di Pitot per correnti comprimibili non ideali di fluidi organici ERC PROVA";

Descrizione programma di ricerca:
Calibrazione di sonde di Pitot in regime di gas ideale in aria (impianto LFM) e in condizioni non ideali in fluidi organici (impianto TROVA). Sviluppo di tecniche di calibrazione virtuale per sonde di Pitot con codice SU2.
Modalità di inizio e di attuazione del programma di ricerca:
Ricerca bibliografica su calibrazione sperimentale e simulazione numerica di sonde di Pitot.
Simulazione numerica di correnti comprimibili subsoniche e supersoniche attorno a sonde di Pitot in regime ideale e non-ideale.
Calibrazione delle sonda in correnti non ideali di fluidi organici.
Sviluppo di una tecnica di taratura virtuale per fluidi e regimi non esplorati sperimentalmente.
Attività che l'assegnista andrà a svolgere, eventuali obblighi dell'assegnista e termini: Simulazione numerica con SU2 della sonda di Pitot in aria libera e in galleria di taratura (LFM). Simulazione numerica con SU2 della sonda di Pitot con fluido MM in galleria di taratura (TROVA). Campagna di misure per la calibrazione della sonda in correnti ideali e non ideali di silossano MM. Sviluppo di una tecnica di taratura virtuale di calibrazione per diversi fluidi e condizioni operative.

Articolo 3 - Requisiti di partecipazione
Per partecipare alla selezione è richiesto il possesso del titolo di Dottore di Ricerca o o della Laurea Magistrale appartenente alle classi (LM-20) Ingegneria aerospaziale e astronautica o (LM-33) Ingegneria meccanica o (LM-30) Ingegneria energetica e nucleare o relative lauree equiparate o equipollenti ex lege o eventuali titoli equipollenti ex lege alla/e corrispondente/i laurea/e vecchio ordinamento1.
Nel caso in cui il/i titolo/i di studio di cui sopra sia/siano stato/i conseguito/i all'estero, deve/devono essere titolo/i ufficiale/i del sistema universitario estero, rilasciato/i da un'istituzione ufficialmente riconosciuta nel sistema estero di riferimento.
Il candidato deve essere in possesso del/i titolo/i di studio richiesto/i entro il termine perentorio indicato all'articolo 4, pena l'esclusione.

Articolo 4 - Domanda e termine di partecipazione
Ai fini della selezione il candidato deve compilare integralmente ed inviare, entro il termine perentorio del 27 novembre 2020 pena esclusione, la domanda di ammissione accedendo ai Servizi online del Politecnico di Milano - sezione Concorsi e Selezioni - Concorso/selezione per affidamento di incarico/posizione - Bandi Assegni di ricerca, allegando quanto richiesto dalla procedura.
Qualora il termine sopracitato venga a scadere in un giorno festivo, lo stesso slitterà al giorno non festivo immediatamente seguente.
Articolo 5 - Contributo di partecipazione
I candidati sono tenuti a versare entro la scadenza della presentazione della domanda, pena esclusione dal concorso stesso, un contributo, senza il diritto al rimborso nel caso di mancata partecipazione per qualsiasi ragione, di 25,82 Euro mediante il sistema unico per i pagamenti elettronici verso la pubblica amministrazione PagoPA, seguendo le indicazioni della procedura online di presentazione della domanda.

Articolo 6 - Esclusione e decadenza
Il candidato è ammesso alla selezione con riserva. Il Responsabile del Procedimento può disporre in qualunque momento, l'esclusione dalla selezione a mezzo fax, o raccomandata A.R., o telegramma, o P.E.C., per le seguenti motivazioni:
● la trasmissione telematica della domanda di ammissione oltre il termine perentorio di cui all'articolo 4 del bando;
● la mancanza del curriculum vitae scientifico professionale redatto in lingua italiana o inglese;
● la mancanza della copia di un documento di identità in corso di validità;
● la mancanza del versamento del contributo di partecipazione entro il termine di scadenza;
● il difetto dei requisiti indicati all'articolo 3 del bando;
● situazioni di incompatibilità di cui all'art. 13 del bando;
● ogni altra ipotesi di violazione delle prescrizioni del bando.
Qualora i motivi che determinano l'esclusione siano accertati dopo l'espletamento della selezione, il Responsabile del Procedimento dispone la decadenza da ogni diritto connesso alla partecipazione alla selezione stessa; sarà ugualmente disposta la decadenza dei candidati di cui risulti non veritiera una delle dichiarazioni previste nella domanda di ammissione alla selezione o delle dichiarazioni rese ai sensi del D.P.R. 445/2000.
Articolo 7 - Commissione giudicatrice
La selezione è operata da un'apposita commissione giudicatrice, nominata con Decreto Direttoriale, i cui componenti sono designati dal Direttore del Dipartimento interessato.
La Commissione giudicatrice è composta da tre componenti scelti fra professori e ricercatori con esperienza di ricerca sui temi oggetto del bando, garantendo, di norma, un'adeguata rappresentanza di genere.
Articolo 8 - Procedura di selezione
La commissione giudicatrice procede alla selezione, per la quale dispone complessivamente di 100 punti, mediante l'esame dei titoli e del curriculum vitae presentati dal candidato , secondo i seguenti criteri:
● Pertinenza dei titoli di studio con il programma di ricerca oggetto della selezione punti 50
● Coerenza del profilo complessivo del candidato rispetto ai contenuti del programma di ricerca oggetto della selezione punti 20
● Attinenza delle pubblicazioni, delle tesi e dei prodotti scientifici presentati con il programma di ricerca oggetto della selezione punti 30
Sono valutabili i testi accettati per la pubblicazione. Sono altresì considerati valutabili gli abstracts delle/dei tesi universitarie/pubblicazioni scientifiche/testi accettati per la pubblicazione/prodotti scientifici. Nel caso in cui venisse presentato un numero superiore a 3 di pubblicazioni/testi accettati per la pubblicazione (o relativi abstracts), saranno oggetto di valutazione solamente le/i prime/i tre. Inoltre, le/i tesi universitarie/pubblicazioni scientifiche/testi accettati per la pubblicazione/prodotti scientifici (o relativi abstracts), per essere valutabili, devono essere scritte/i o tradotte/i in una delle seguenti lingue: italiano, inglese, francese, tedesco e spagnolo. I testi tradotti devono esser presentati in copie unitamente al testo nella lingua originale.
La selezione si intende superata con un punteggio minimo di 70 punti.
In caso di parità di punteggio il possesso del titolo di Dottore di Ricerca, qualora non richiesto ai fini della ammissione alla presente selezione, costituirà titolo preferenziale per l'attribuzione dell'assegno. In subordine, la preferenza è data al candidato di età anagrafica minore.
Articolo 9 - Approvazione atti e graduatoria
Il decreto di approvazione degli atti e la graduatoria dei vincitori e di eventuali idonei alla selezione, verranno pubblicati sull'Albo Ufficiale del Politecnico di Milano e sul sito internet del Politecnico.
La pubblicazione sul sito ha effetti di notifica ai candidati ai sensi di legge.
Dalla data di pubblicazione del sopracitato decreto decorrono i termini per la proposizione di eventuali ricorsi.

CONSIDERING the notice of selection of the Department of Design for awarding n°1 grant for temporary research 1, for a period of twelve months within the scope of the research program called: “CALIBRATION OF A PITOT PROBE FOR NON-IDEAL COMPRESSIBLE FLOWS OF ORGANIC FLUIDS ERC PROVA. NUMERICAL SIMULATION AND EXPERIMENTAL CALIBRATION OF A PITOT PROBE” Procedure Code 2020_ASSEGNI_DAER_22 ”;
CONSIDERING that art. 3 of the notice of selection contains an error;
THE FOLLOWING CORRIGENDUM IS PUBLISHED
For a clerical mistake, at art. 3 of the notice of selection applicants are required to hold a PhD and it was not indicated the “Laurea Magistrale” of the classes (LM-20) Aerospatial and astronautic engineering or (LM-33) Mechanical engineering or (LM-30) Energy and nuclear engineering
THEREFORE
“In order to participate to the selection procedure, candidates must possess a PhD or a"Laurea Magistrale" (equivalent to Master of Science) of the classes ( (LM-20) Aerospatial and astronautic engineering or (LM-33) Mechanical engineering or (LM-30) Energy and nuclear engineering or related degrees that are considered equated and equivalent ex lege or other possible qualifications that are considered equivalent ex lege to the corresponding degrees under the old educational system [..]”
Considering the above mentioned modification the notice of selection deadline is postponed:

Calibration of Pitot probes in ideal gas regime in air (LFM test-rig) and in non-ideal conditions in organic fluids (TROVA test-rig). Development of virtual calibration techniques for Pitot probes using SU2 code.
Starting and implementation of the research programme:
Bibliographic research on experimental calibration and numerical simulation of Pitot probes.
Numerical simulation of subsonic and supersonic compressible flows around Pitot probes in ideal and non- ideal regime.
Probe calibration in non-ideal flows of organic fluids.
Development of a virtual calibration technique for fluids and regimes not explored experimentally.
Activities that the Temporary Research Fellow will carry out, obligations of the Temporary Research Fellow and conditions :
Numerical simulation with SU2 of the Pitot probe in free air and in calibration tunnel (LFM). Numerical simulation with SU2 of the Pitot probe with MM fluid in calibration tunnel (TROVA).
Measurement campaign for the calibration of the probe in ideal and not ideal currents of siloxane MM. Development of a virtual calibration technique for different fluids and operating conditions.

In order to participate to the selection procedure, candidates must possess a PhD or or a"Laurea Magistrale" (equivalent to Master of Science) of the classes ( (LM-20) Aerospatial and astronautic engineering or (LM-33) Mechanical engineering or (LM-30) Energy and nuclear engineering or related degrees that are considered equated and equivalent ex lege or other possible qualifications that are considered equivalent ex lege to the corresponding degrees under the old educational system1
If the academic qualification/s mentioned above is/are/was/were obtained abroad, it/they must be the official qualification/s of the foreign university system, issued by an institution officially recognized in the foreign system of reference.
Candidates must have obtained the required academic qualifications by the deadline indicated in Article 4, in order for the application to be valid.

Article 4 - Application and participation deadline
For the purposes of selection, the candidate must fill out and send, within the compulsory deadline of 27november 2020 or s/he will be excluded from the call, the admission application by accessing the Online Services of Politecnico di Milano - section Open competitions and selections - Open competition/selection for allocation of job/post - Calls for temporary research fellowships, and attach what required by the Call.
If the aforementioned deadline falls on a holiday, it will shift to the immediately next weekday other than a holiday.
Article 5 - Participation contribution
Applicants must pay by the deadline for submitting the application, and under penalty of exclusion from the selection procedure, a contribution fee of 25.82 Euro, without the right to a refund in the event of non- participation for any reason, through the unified system for electronic payments to the public administration PagoPA, following the instructions of the online application submission procedure.

Article 6 - Exclusion and withdrawal
The candidate is provisionally admitted to the selection. The Head of the Procedure can decide, at any time, to exclude from the selection by fax, registered letter, telegram or PEC, for the following reasons:
● the electronic submission of the admission application after the compulsory deadline mentioned in Article 4 of the call;
● lack of a professional scientific curriculum vitae written in Italian or English;
● lack of the copy of a valid identity document;
● failure to pay the participatory contribution within the deadline provided;
● lack of compliance with requirements of Article 3 of the call;
● incompatibility situations of Article 13 of the call;
● Any other breach of the requirements of the call.
If the reasons for the exclusion have been ascertained after the selection process, the Head of the Procedure can withdraw the rights for participation in the selection; the withdrawal of candidates will be applied to candidates that stated false declarations in the admission application for the selection or false declarations given, according to the Presidential Decree 445/2000.
Article 7 - Selection Board
The selection is carried out by a specialized Commission, appointed by Directorial Decree, whose members are designated by the Director of the Department concerned.
The Commission consists of three components chosen among professors and researchers with research experience on the topics subject of the call, guaranteeing, as a rule, adequate gender representation.
Article 8 - Selection procedure
The selection board proceeds to the selection, for which it has a total of 100 points, by the evaluation of qualifications and curriculum vitae submitted by the candidate , according to the following criteria:
● Relevance of qualifications with the research programme object of selection points 50
● Consistency of the candidate's overall profile with respect to the content of the research programme object of selection points 20
● Relevance of publications, thesis and scientific products presented with the research programme object of selection points 30
Texts accepted for publication can be considered for the assessment. The abstracts of the university graduation thesis/scientific publications/texts accepted for publication/scientific products can also be assessed. In case it will be submitted more than 3 publications/texts accepted for publication (or related abstracts), only the first three documents will be evaluated. Furthermore, the university graduation thesis/scientific publications/texts accepted for publication/scientific products (or related abstracts), in order to be evaluated, must be submitted and/or written/translated in one of the following languages: Italian, English, French, German and Spanish. The translated texts must be submitted together with the text in the original language.
The selection is considered as successfully passed with a minimum score of 70 points.
In the event of an equal score, the holder of a Ph.D. qualification, where not necessarily required for the purposes of admission to this selection, will be considered as preferential title for the assignment of the temporary research fellowship. After that, preference shall be accorded to the younger candidate.
Article 9 - Approval of the Procedure and Ranking list
The decree approving the procedure and the ranking list of the winner candidates and other suitable candidates for selection will be published on the Official Noticeboard of Politecnico di Milano and on the Politecnico Web site.
The publication on the Web site counts as official notification to candidates pursuant to the law.
From the date of publication of the aforementioned decree, it will start the terms for submitting appeals.
Article 10 - Conditions for execution of the contract and the commencement of activities
The candidate declared winner of the selection who has obtained abroad the qualifications required in Article 3 above , if these qualifications have not already been declared equivalent in accordance with the legislation in force, must send to the Teaching Staff Management Service, before signing the contract or they will forfeit the right to sign it:
● the original or authenticated copy of the foreign academic qualification, legalised3 and accompanied by a certified or sworn translation (in Italian, English, French or Spanish if written in a language different from those mentioned above);
● the diploma supplement, or the certificate of equivalence of qualification, or the transcripts of examinations taken relating to the degree required for participation4.
For non-EU candidates who are not yet in possession of an Italian Residence Permit, this submission must be compulsorily carried out before the starting of activity.
Non-EU candidate declared winner of the selection procedure and who obtained the qualification listed in Article 3 above in Italy and who, on the date of the application's submission do not yet has a residence permit in Italy , must provide the originals or copies authenticated by Italian Authorities of the academic qualifications obtained in Italy which are required for admission to this selection procedure (Art. 3 of the Call) to the Teaching Staff Management Service before the starting of the activity.
Non-EU candidate who, at the date of the application's submission, has a residence permit in Italy or has the receipt for the residence permit request in Italy, if declared winner of the selection procedure, must show the original copy of the residence permit (or the receipt for the residence permit request) to the Visiting Professor Welcome Office, by and no later than the date set for the contract's execution. Failure to provide the document will result in the automatic forfeiture of the right to enter into the contract.
Non-EU candidate who, at the date of the application's submission, do not yet has a residence permit in Italy , if declared winner of the selection procedure, must compulsorily obtain authorisation from the Prefecture, which is necessary to apply for an entry visa. Activities can only commence after the above- mentioned visa has been presented to the Visiting Professor Welcome Office. Failure to provide the document will make it impossible to commence the activity.
The Administration reserves the right to carry out controls on the declarations produced regarding qualifications (obtained in Italy or abroad) and on publications/thesis/scientific products submitted.
Please note that in the countries which signed The Hague Convention of 5 October 1961 regarding the abolition of the legalisation of public documents obtained abroad, the need to legalise documents issued by foreign authorities is replaced by another formality: affixing an "apostille" by the competent authority internally designated by each State.
Moreover, it is not mandatory to legalise qualifications or to affix The Hague Apostille if the qualification has been issued by one of the countries that ratified the

Article 11 - Contract
The temporary research fellowship to carry out the research activity is governed by a specific individual contract.
The contract regulates the collaboration on the basis of the following criteria: flexibility according to the needs of the activity, continuous activity, temporally defined, commitment not merely occasional, coordination with the overall activity of the University, close relation to the realization of a research programme, autonomous development of collaboration within the programme, absence of predefined
working hours.
By signing the contract, the temporary research fellows will carry out the online course on security provided by the University available on the online service portal of Politecnico under the field "data - security training courses" and submit, within 30 days from the beginning of the activity, copy of the related certificate to the Department where the research activity will take place.
At the end of the contract, the temporary research fellow is required to submit a written report on the research activity carried out and on the results achieved within the project. In case that the report will not be submitted, it will not be possible to renew the temporary research fellowship or sign a contract for a new temporary research fellowship.
Employment under this call falls within the untenured ongoing continuous collaboration category.
To the temporary research fellowship, for what concerns tax matters, it must be applied the provisions of article 4 of the law n. 476 of 13 August 1984, as well as, for social security, those referred in Article 2, paragraphs 26 et seq., of the Law n. 335 of 8 August 1995, and subsequent amendments, for compulsory abstention from work for maternity, the provisions of the Decree of the Ministry of Labour and Social Policies of 12 July 2007, published in the Official Journal n. 247 of 23 October 2007, and, with regard to sick leave, the provisions of the Article 1, paragraph 788, of the Law n. 296 of 27 December 2006, and subsequent amendments, as far as they can be compatible. During the period of compulsory maternity leave, the maternity subsidy paid by INPS in accordance with article 5 of the above-mentioned decree of 12 July 2007 is supplemented by Politecnico di Milano up to the total amount of the temporary research fellowship.
Citizens of EU countries, who are not able to produce the S1 model related to health assistance in their country of origin, can ask to ASL offices for instructions regarding the registration fee to the Italian National Health Service.
The Politecnico di Milano will provide the contracting part insurance coverage for civil liability funded with specific budget items.
The Politecnico di Milano will withhold from the grant salary Euro 3,97 for each solar year, for the additional insurance premium "Students, Research Fellows and Similar Roles Accidents", to cover expenses for any injuries sustained during the performance of all activities related to the research grant.
Article 12 - Amount of the Temporary Research Fellowship
The amount of the temporary research fellowship, referred to the contract duration (see article 1 of this call), paid as deferred monthly instalments, is Euro 21910 with only deductible expenses included and charged to the contractor.
Article 13 - Incompatibility
The temporary research fellowship cannot be allocated to employees, either in public or private scheme, including part-time and fixed-term contracts.
The temporary research fellowship cannot be assigned to those enrolled in laurea study programmes, laurea Specialistica or Laurea Magistrale (equivalent to Master of Science) programme, Ph.D. programme with scholarships or medical specialization, in Italy or abroad, and it implies to place in unpaid leave the employee in service with public administrations other than those referred to in the fifth paragraph of this
article.
The participation to the selection is not allowed to subjects with a degree of kinship or affinity within the fourth degree (included) with:
● a full and associate professor of the Department that issued this call;
● the Rector;
● the Director General;
● a Member of the Board of Governors.
Those who have already signed contracts for temporary research fellowships pursuant to Article 22 of Law 240/2010 may not participate in this selection, for a number of 6 years, with the exclusion of the period in which the temporary research fellowship was obtained for Ph.D. programme without scholarship, within the maximum limit of the legal duration of the programme. Similarly, those who are not able to carry out the research activity for the entire period provided in Article 1 of the call cannot participate in the selection process, due to the exceeding of the time limits established by Article 22, third paragraph of Law 240/2010 as supplemented by Article 6, paragraph 2bis of the Decree-Law 192/2014, as well as by Article 22 ninth paragraph, Law 240/2010 5.
The holders of temporary research fellowships cannot be full employees of Universities, institutions and public research and experimentation bodies, of the National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA), of the Italian Space Agency (ASI) and of institutions whose scientific diploma has been recognized as equivalent to a Ph.D. programme according to Article 74, fourth paragraph, of the Presidential Decree n. 382 of 11 July 1980.
The holder of temporary research fellowship can carry out professional activities and sign contracts that fall within the self-employment contracts, provided that carrying out this activity will not provide a lack of performance in the research activity subject of the contract and upon written authorization by the Head of the Structure, after consultation with the Head of the research or programme. These activities are considered as not compatible with the temporary research fellowship in the event of lack of the aforementioned authorization.
The holder of the temporary research fellowship cannot carry out activities that could lead to a situation of conflict of interest with the activities of Politecnico di Milano.
The temporary research fellowship cannot be combined with other fellowships and scholarships except with those granted by national or foreign institutions, useful as integration for research activities abroad for the same holders of the temporary research fellowships.
The temporary research fellow can attend Ph.D. courses, also as extra courses and without the right to scholarship, always subject to pass the admission tests.
Article 22, third paragraph, law 240/2010 states that "the total duration of the relations established under this article, including any renewals, may not [...] exceed four years, with the exclusion of the period in which the temporary research fellowship was obtained for Ph.D. programme, within the maximum limit of the legal duration of the programme".
Article 6, paragraph 2 of the Legislative Decree 192/2014 states that "The total duration of the relations established under Article 22, paragraph 3, of the law of 30
5 December 2010, n. 240, is extended for two years".
Article 22, ninth paragraph, Law 240/2010 states that "The total duration of the relationships established with the holders of the temporary research fellowships as referred in this article and of the contracts as referred in Article 24, which also existed with different universities, state, non-state or telematic universities, as well as with entities as mentioned in paragraph 1 of this article, with the same subject, cannot, in any case, exceed twelve years, even if it is a non-continuous period. For calculation of duration of the aforementioned relations, the periods spent on maternity or sick leave, according to current legislation, are not relevant.".
Article 14 - Personal Data Treatment
Pursuant to EU Regulation no. 679/2016, applicants are informed that the processing of personal data supplied by them will be processed, either on paper or electronically, for the sole purpose of this procedure and the possible establishment of the employment relationship and for the purposes related to its
management.
The processing will be carried out by the persons in charge of the procedure, as well as by the selection board, also with the use of computerized procedures, in the ways and within the limits necessary to pursue the aforementioned purposes, even in the event of any communication to third parties.
The provision of such data is necessary for the assessment, for the verification of the participation requirements and the actual possession of the declared academic qualifications. Failure to provide such information may preclude such obligations and, in the cases provided for in the notice, may result in the exclusion from the selection procedure.
Further data may be requested to candidates for the sole purpose mentioned above.
The collected data may be communicated to any subjects entitled under the law n. 241/1990, the legislative decree 33/2013 and any subsequent amendments and additions.
The data will be stored, in accordance with the provisions of current legislation, for a period of time not exceeding that necessary to achieve the purposes for which they are processed.
Pursuant to GDPR 2016/679, the Politecnico di Milano may publish on the University website the Curriculum Vitae of the successful candidates as attached to the application form, for institutional purposes and in compliance with Legislative Decree no. 33 of 14 March 2013 (Transparency Decree) as amended by Legislative Decree 97 of 2016. It is understood that, in addition to the complete Curriculum Vitae, it will be possible to provide a specific Curriculum Vitae, without personal data, for the sole purpose of the publication on the University website.
