TERMS OF REFERENCE
EXTERNAL FINAL EVALUATION OF THE PROJECT "Terra de Valor:
innovation of food value chains in Cape Verde for an ecological and solidarity-based economy". n°21-SB0356_Expertise France
Introduction
Context:
The consequences caused in recent years by global warming put at serious risk the existence of multiple ecosystems and the survival of several rural communities. Cape Verde faces the repercussions of this phenomenon on its ecosystem such as the scarcity of water resources caused by high meteorological drought and very limited natural resources. Climate change has been severely damaging to this area, causing sea level rise and rare and abundant rainfall only in some parts of the region, considerable increase of more resistant plagues, are all phenomenon that are extremely detrimental to the country's economy and agriculture. Rural communities on the islands of Xxxxxxxx and Fogo are suffering the most from the phenomenon, and the need to meet the constant demand for food with increased production is no longer a matter of subsistence but of an income-oriented enterprise.
Project summary
The project:
The project "Terra de valor: innovation and inclusion of women and youth in agrifood value chains in Cape Verde in a participatory and cooperative manner" aims to contribute to improving the living conditions of the less affluent populations residing in rural areas of the municipalities of Santa Xxxx (Xxxxxxxx Island), Santa Catarina and Mosteiros (Fogo Island). In particular, the project has a threefold purpose: to end food shortages and promote sustainable agricultural activities through the acquisition of skills and new tools that encourage local production rather than import; to promote the labor insertion in the fruit and vegetable and dairy production chains of women and youth, often relegated to marginal roles due to a strongly patriarchal society, through the identification of possible alternative roles to be contemplated; to promote a participatory adaptation process as an effective response to climate change through the promotion and use of technologies that allow an efficient management of scarce water resources, also thanks to the mobilization to obtain adequate intervention policies.
DIRECT PROJECT BENEFICIARIES
About 400 farmers and producers of the 8 associations of Fogo; about 450 farmers and producers of the 10 associations of Santa Xxxx; about 20 producers identified among the four cooperatives of Fogo; farmers not belonging to associations or cooperatives and employees of CRP do Fogo; All cooperatives/associations supported by the ministry and POSER in the other regions.
Objectives of the study
The specific objectives to be addressed by the evaluation are as follows:
1) Assess the relevance, coherence, effectiveness, efficiency, impact and sustainability of the results actions and achievements of the project;
2) Draw lessons learned for improved implementation performance for possible scale-up;
3) Make recommendations to strengthen the impact and sustainability of the achievements after the project ends.
Expected results
The expected results of the evaluation are:
- The final values of the mentioned indicators (including mandatory GCCA+AO standard indicators) in the project logical framework are achieved and deviations from targets analysed;
- The analyses should answer the evaluative questions below.
Evaluation Questions
The main evaluation questions are essentially linked to the OECD/DAC standard evaluation criteria. Thus, the following key questions should have been answered at least:
General questions
Did the project confirm its relevance and consistency in relation to the specific objective? Have changes in the baseline context or project strategies affected its degree of coherence?
Is the need hypothesized by Xxxxx and Coopermondo at the beginning of the activity still relevant? Were you satisfied? In what percentage?
Did costs, procedures and deadlines guarantee the efficiency of the project?
Did the total execution of the project foresee an extension of time or an increase in costs that would jeopardize the level of efficiency assumed at the start-up?
Are the organizational methods of the monitoring system adequate and will they be usable when the project is completed?
Did the project achieve the defined objectives (effectiveness and impact)?
During the implementation phase, does the project maintain the expected degree of sustainability?
Do the projection of costs and revenues linked to actual achievements ensure the financial sustainability of the project?
Relevance and Consistency
1) To what extent do the project activities meet the needs of the beneficiaries and to what extent are they aligned with national policies?
2) To what extent has the project design and implementation responded to climate change-related needs and risks in agriculture?
3) To what extent does the project establish links and create synergies with other related actions, including other EU funding instruments and actions?
Effectiveness and Impact
- What is the performance of the project in carrying out the project activities?
- What are the perceived effects and impacts (planned and unplanned) realized or to be anticipated on the adaptive capacity of the beneficiaries through the project? More specifically:
● To what extent have the project's target beneficiaries improved their practices in adopting the climate-smart technologies promoted by the project and identified in the participatory climate change adaptation plans, such as post production strategies based on ecologically sustainable food treatment and processing (without chemicals and solar energy systems) and agroecological systems of production (ground covering, agroforestry, exclusion of chemicals)
● What carbon balance can we expect in the long term from capitalizing on the technologies promoted by the project in the field such as those above and especially the production of fruit trees (especially mango and banana) and foraging plants (elephant grass, some acacia species or endemic bushes such as asparagus pea, sonchus daltonii, artemisia gorgonus).
● What impact has the application of the above-mentioned promoted technologies had in terms of yield, food security, and income?
- How and why did the observed changes occur? What are the factors of success or failure?
- What recommendations to strengthen the impact of the project actions?
Efficiency
- Could the project strategy have been more effective with fewer resources? and how?
- What lessons were learned from the project's adaptation to the impact of the COVID-19 crisis?
Sustainability
- To what extent does the project ensure the sustainability of its achievements and investments made? What are the roles of the state and the private sector?
- What capitalization does the project guarantee for the expansion of the practices promoted?

- What specific recommendations to strengthen the sustainability of the project action? Cross-cutting issues

- To what extent does the project contribute to the good reputation and visibility of the actions of ECOWAS, EU and ACP in the fight against climate change?

- What were the crosscutting issues considered in the implementation of the project: gender, environment, throughout the project cycle and how to improve it?

- What lessons have been learned since the design phase of the project to improve the relevance, effectiveness, impact and sustainability of the achievements of this type of project?
Methodology
The evaluation will be divided into 4 phases:
1. Documentary analysis
2. Field visit
3. Interviews and focus groups with employees of the project's partner organizations and institutions, the structures involved, beneficiaries, families of beneficiaries.
4. Preparation of the evaluation report
The program manager and the project team will be available to accompany the evaluation mission in the field and for operational meetings and exchanges during the visit.
The evaluator should plan to conduct a field mission in Cape Verde, in the districts of Praia and Fogo, the target areas of the project.
The evaluation process includes:
- Review of documentation, including: project proposal, activity and financial report for the first and second year, semi-annual reports, follow-up reports, reports from experts who conducted missions to Cape Verde, and documents related to non-fees approved during project implementation;
- Preliminary meetings with the project team;
- Field visits to verify the activities carried out and to meet the project beneficiaries;
- Meetings with project partners and key stakeholders;
- Debriefing with the project team at the end of the field mission
- Preparation of the first version of the report and sharing with the project team for debriefing
- Finalization of the report taking into consideration the comments provided by the reference team
- Final meeting with project manager, project team and relevant figures to share evaluation results and recommendations
Deliverables
The expected results are:
- The evaluation will include an analysis and presentation of the project dataset. In addition to the reports, a maximum 1–2-page article summarizing the report in the form of a one-page newsletter for decision makers would be useful and dataset.
- The updated logical framework containing baseline, target and final values for each performance indicator
The evaluation report (written in English and Portuguese) must contain:
- Analysis of the relevance, efficiency, effectiveness, impact and sustainability of the project
- Evaluation of the processes initiated with particular reference to the role of the services involved and the synergy established between the project partners in order to identify positive aspects and methods of carrying out the activities to ensure that the objectives are met
- Evaluation of the impact of the project on the target people and their families.
- Recommendations and indications on how to optimize partnership work and collaboration with all the actors involved
- Indications on how to integrate the promotion of people's rights into climate change adaptation practices and policies.

Consultant Profile
Main requirements of the person sought:
- Master's degree in disciplines related to development cooperation and/or project monitoring and evaluation/project cycle
- At least seven years professional experience in management or evaluation of development projects/programs, with proven experience in rural and agricultural development projects;
- At least four years of professional experience in food security project management or evaluation;
- Excellent knowledge of the Portuguese language;
- Excellent reporting skills;
- Knowledge of the rural context of Cape Verde;
- Previous experience in the country is a priority selection criterion.

ECONOMIC OFFER
The overall remuneration for this mission is € 7,000.00 and includes all fees and expenses related to the conduct of the mission including flight, food and accommodation costs for the mission on site.
An indicative daily cost in the project area for accommodation and food is about 40-50 euros. Cospe and Coopermondo will provide local transportation for field visits to the project sites.
Payments will be made as follows: 50% upon signature of the contract, 50% upon delivery of the final validated report.
PROPOSAL SUBMISSION
Based on these terms of reference and the project text document, you are requested to submit an evaluation proposal containing:
1. The objectives of the evaluation, the formulation of at least 3 key questions (by way of example) to which the evaluation will have to answer that are derived from the first document review (maximum
2 pages)
2. The tools that will be used to collect information (a simple example of an interview, questionnaire, focus group for one of the categories of people to be served on site) (maximum 3 pages)
3. Brief summary of assessments previously conducted by the consultant in the socio-health area (at least 1 assessment) omitting project data if necessary.
4. Curriculum vitae of the evaluators

Specifically, it is necessary to:
- Develop the theory of change, compatible with the intervention planning methods;
- propose the main evaluation questions and complementary questions, in a timely manner and taking into account the specific characteristics of the intervention;
- develop the evaluation matrix, which, for each of the evaluation questions and complementary questions that it has been decided to consider, indicates the techniques to be used for data collection and provides other information such as measurement methods, any indicators, the presence or absence of baseline data, and anything else appropriate based on the needs of the evaluation;
- establish the methods of participation of the stakeholders in the evaluation with special attention to the beneficiaries and the most vulnerable groups.
Other chapters may also be inserted, at the evaluator's discretion, and attachments such as: agenda; reference to documents consulted; examples of formats used; further methodological information, if necessary.
