At the time of the Submission Deadline, Bidder shall submit a Bid Security at the amount of 2% of its Project Value, accompanied with the Bid Security Form in Annex 6.

Instructions for uploading the Bid can be found in the Albanian and English languages on the web-based portal of the Albanian Public Procurement Agency at xxx.xxx.xxx.xx. Every question and request for clarification about tender documents should be asked only to the above contact person.
Every page of the original bid should be signed, numbered and indexed systematically.
Every value in the Bid shall be calculated in following format “1,000 (one thousand)” and in any case of incompatibility, words will prevail.

4.5 Bid Validity Period:
Each Bid shall be valid for a period of 8 months from the Submission Deadline (“Bid Validity Period”). The Bid of the Selected Bidder will be valid until the Execution Date of the Agreement and the Contracting Authority shall be able to request that the Bid of an unsuccessful Qualified Bidder be extended until the Execution Date of the Agreement.

Contracting Authority reserves the right to decline any request for clarification provided after this date.

5.3 Project Data and Information
Contracting Authority has finished the assessment and its summary, which are provided to possible bidders via data room, is as following:
Arbri Road: (i) fully completed 20.12 km, (ii) partially completed 15.175 km, and (iii) and there si an actual project also for 26.372 km. Total is 61.667 km which are designed for the actual project footprint with standard C3 and 26.372 km are not build.
Based on the project idea of the feasibility study Arbri road from Tirana to Bllata is schematically successively separated into 8 segments as following:
Segment 1, begins in the northeast exit of Tirana and ends in to Brari bridge with a distance of 1,153 km.
Segment 2: Brari bridge to Zall Bastar, L=5.46 km. Segment 3: Zall Bastar – Exit of Vasha bridge, L=23.188 km. Segment 4: Exit of Vasha bridge – Bulqizë, L=9.715 km.
Segment 5: Bulqizë- Çereneci Bridge, me L=20.12 km, completed in 2009 dhe 2011 is not part of the project idea.
Segment 6: Based on project study it is from Çereneci bridge and Maqellarë- border point Bllatë. L=9.111 km.
Segment D (7): To fulfill the needs of future traffic forecast, the existing road Maqellare – Border Point Bllata should be reconstructed on an urban road standard for distribution of all traffic of the Arbri Road toward Peshkopia (Maqellare) and Macedonia (Bllata Border Point)
Segment K (8): is a branch of Ura e Vashës Exit to Klos (Segment K), L= 3.092 km.
Drawings of segments 1 to 6 (except segment 5 which is not part of project idea) are prepared based on Standard C2 of Manual of Road Design in Albania – MPRrSh 2 – Geometric Design (2015). This standard is acceptable for this road based on the feasibility study.
Segment D is designed to fulfill the needs of passengers, urban traffic and all other in the interest of Arbri Road. Sole segment designed in C3 standard is the Segment K, which is based on the traffic on that road.
5.4 Value Added Tax (VAT)
Except when it is written differently, all cost references, expenses, tariffs and prices will be written without VAT.
5.5 Restrictions
The right to suspend the procedure:
Contracting Authority reserves the right to suspend bidding procedure temporarily or permanently based on its discretion. Possible bidders are not legitimated to claim for any compensation of costs or expenses in case of such a suspension.
