VISTA la Legge 9.5.1989, n. 168 ed in particolare l'art. 6, in base al quale le Università sono dotate di autonomia regolamentare;
VISTA la Legge 24.12.1993, n. 537, "Interventi correttivi di finanza pubblica";
VISTO il D.P.R. 28.12.2000, n. 445 - Testo unico delle disposizioni legislative e regolamentari in materia di documentazione amministrativa e successive modificazioni;
VISTO il D.Lgs. n. 196 del 2003, "Codice in materia di protezione dei dati personali" e successive modifiche intervenute;
VISTO il Regolamento UE n. 679/2016 relativo alla protezione delle persone fisiche con riguardo al trattamento dei dati personali, nonché alla libera circolazione di tali dati;
VISTO il D. Lgs. 11 aprile 2006, n. 198 "Codice delle pari opportunità tra uomo e donna, a norma dell'art. 6 della Legge 28 novembre 2005, n. 246", e successive modifiche intervenute;
VISTA la Legge 30.12.2010, n. 240, ed in particolare l'art. 22;
VISTO il D.M. 29.7.2011, n. 336 "Determinazione dei settori concorsuali raggruppati in macrosettori concorsuali di cui all'art. 15 della Legge 240/2010" e successive modificazioni;
VISTO il D.R. n. 41/AG del 17 maggio 2005, con cui è stato emanato il Regolamento relativo al contributo per la partecipazione sia a concorsi interni riservati che a concorsi pubblici indetti dal Politecnico di Milano;
VISTO lo Statuto del Politecnico di Milano adottato al Decreto Rettorale n. 623/AG in data 23/2/2012, pubblicato sulla G.U. del 2/3/2012, n. 52;
VISTO il D.R. n. 667/AG del 28.02.2011 con cui è stato emanato il Regolamento per il conferimento di assegni per lo svolgimento di attività di ricerca su programmi autofinanziati, successivamente modificato con i DD.RR. nn. 2471 del 02.10.2012, 3455 del 13.10.2014, 4674 del 19.12.2014, 2013 del 30.04.2015,
3398 del 29.07.2016, 8268 del 20.12.2017 e D.R. n. 6605/AFNI del 27.09.2018 ulteriormente modificato con D.R. n. 3983/AFNI del 29.05.2019;
VISTA la delibera del DIPARTIMENTO DI ELETTRONICA, INFORMAZIONE E BIOINGEGNERIA con la
quale si approva la proposta di indizione di una selezione pubblica per il conferimento di n° 1 assegno per lo svolgimento di attività di ricerca a tempo determinato nell'ambito del programma di ricerca denominato "Dimostrazione di calcolo neuromorfico con elementi di memoria";

Articolo 1 - Oggetto
È indetta una selezione pubblica per il conferimento di n° 1 assegno per lo svolgimento di attività di ricerca a tempo determinato:

Articolo 2 - Programma di Ricerca
Titolo della Ricerca (e sottoprogramma di ricerca):
Dimostrazione di calcolo neuromorfico con elementi di memoria
Calcolo neuromorfico in memoria a basso consumo di potenza con memorie resistive
Descrizione programma di ricerca:
Il programma consiste nella caratterizzazione di celle e matrici di memoria resistiva e nell'implementazione di reti neurali e altri circuiti di calcolo in memoria. Nella prima fase, verranno caratterizzate diverse tipologie di memoria resistiva, comprendente le memorie a switching resistivo, la memoria a cambiamento di fase e le memorie spintroniche. Nella seconda fase, si svilupperanno reti neurali con tali dispositivi, sia mediante simulazione, sia implementazione pratica su scheda e circuito integrato.
Modalità di inizio e di attuazione del programma di ricerca:
La prima fase riguarderà la caratterizzazione di campioni di memoria resistiva, sia di celle singole sia di array di memoria. Nella seconda fase, le memorie verranno assemblate si scheda stampata insieme a neuroni spiking. Verrà anche simulato un circuito integrato della rete neurale con tecnologia CMOS.
Attività che l'assegnista andrà a svolgere, eventuali obblighi dell'assegnista e termini:
L'attività dell'assegnista comprende (i) la caratterizzazione con strumenti e schede di testing di grandi array di memoria, (ii) lo sviluppo di reti neuromorfiche per l'apprendimento non-supervisionato e mediante reinforcement learning.

Articolo 3 - Requisiti di partecipazione
Per partecipare alla selezione è richiesto il possesso della Laurea Magistrale appartenente alla classe (LM-29) Ingegneria elettronica o relative lauree equiparate o equipollenti ex lege o eventuali titoli equipollenti ex lege alla/e corrispondente/i laurea/e vecchio ordinamento1
Nel caso in cui il/i titolo/i di studio di cui sopra sia/siano stato/i conseguito/i all'estero, deve/devono essere titolo/i ufficiale/i del sistema universitario estero, rilasciato/i da un'istituzione ufficialmente riconosciuta nel sistema estero di riferimento. Con riferimento al titolo di laurea di cui al precedente paragrafo, laddove conseguito all'estero, questo deve essere equivalente, ai soli fini della selezione, per natura, per livello e corrispondenza disciplinare, al rispettivo titolo italiano sopra indicato e tale da consentire l'accesso ad un corso di Dottorato di Ricerca in Italia.
L'equivalenza, per quanto concerne la corrispondenza disciplinare, viene dichiarata dal Responsabile della Struttura presso la quale viene svolta l'attività di ricerca.
Il candidato deve essere in possesso del/i titolo/i di studio richiesto/i entro il termine perentorio indicato all'articolo 4, pena l'esclusione.

Articolo 4 - Domanda e termine di partecipazione
Ai fini della selezione il candidato deve compilare integralmente ed inviare, entro il termine perentorio del 21 ottobre 2020 pena esclusione, la domanda di ammissione accedendo ai Servizi online del Politecnico di Milano - sezione Concorsi e Selezioni - Concorso/selezione per affidamento di incarico/posizione - Bandi Assegni di ricerca, allegando quanto richiesto dalla procedura.
Qualora il termine sopracitato venga a scadere in un giorno festivo, lo stesso slitterà al giorno non festivo immediatamente seguente.
Articolo 5 - Contributo di partecipazione
I candidati sono tenuti a versare entro la scadenza della presentazione della domanda, pena esclusione dal concorso stesso, un contributo, senza il diritto al rimborso nel caso di mancata partecipazione per qualsiasi ragione, di 25,82 Euro mediante il sistema unico per i pagamenti elettronici verso la pubblica amministrazione PagoPA, seguendo le indicazioni della procedura online di presentazione della domanda.
In alternativa, solo per chi fosse impossibilitato ad utilizzare tale sistema di pagamento (in particolare per i pagamenti provenienti dall'estero da parte di candidati sprovvisti di Carta di Credito, o la cui carta di credito non venga accettata dal sistema) è possibile effettuare un bonifico bancario sul c.c. intestato al Politecnico di Milano - X.xxx Xxxxxxxx xx Xxxxx, 00 - 00000 Xxxxxx, avente le seguenti coordinate bancarie:

Articolo 6 - Esclusione e decadenza
Il candidato è ammesso alla selezione con riserva. Il Responsabile del Procedimento può disporre in qualunque momento, l'esclusione dalla selezione a mezzo fax, o raccomandata A.R., o telegramma, o P.E.C., per le seguenti motivazioni:
● la trasmissione telematica della domanda di ammissione oltre il termine perentorio di cui all'articolo 4 del bando;
● la mancanza del curriculum vitae scientifico professionale redatto in lingua italiana o inglese;
● la mancanza della copia di un documento di identità in corso di validità;
● la mancanza del versamento del contributo di partecipazione entro il termine di scadenza;
● il difetto dei requisiti indicati all'articolo 3 del bando;
● situazioni di incompatibilità di cui all'art. 14 del bando;
● ogni altra ipotesi di violazione delle prescrizioni del bando.

Qualora i motivi che determinano l'esclusione siano accertati dopo l'espletamento della selezione, il Responsabile del Procedimento dispone la decadenza da ogni diritto connesso alla partecipazione alla selezione stessa; sarà ugualmente disposta la decadenza dei candidati di cui risulti non veritiera una delle dichiarazioni previste nella domanda di ammissione alla selezione o delle dichiarazioni rese ai sensi del D.P.R. 445/2000.
Articolo 7 - Commissione giudicatrice
La selezione è operata da un'apposita commissione giudicatrice, nominata con Decreto Direttoriale, i cui componenti sono designati dal Direttore del Dipartimento interessato.
La Commissione giudicatrice è composta da tre componenti scelti fra professori e ricercatori con esperienza di ricerca sui temi oggetto del bando, garantendo, di norma, un'adeguata rappresentanza di genere.
Articolo 8 - Procedura di selezione
La commissione giudicatrice procede alla selezione, per la quale dispone complessivamente di 100 punti, mediante l'esame dei titoli e del curriculum vitae presentati dal candidato ed il colloquio, sostenuto con le modalità stabilite dalla commissione, inteso ad accertare l'attitudine del candidato alla ricerca oggetto della selezione , secondo i seguenti criteri:
● Pertinenza dei titoli di studio con il programma di ricerca oggetto della selezione punti 10
● Coerenza del profilo complessivo del candidato rispetto ai contenuti del programma di ricerca oggetto della selezione punti 10
● Attinenza delle pubblicazioni, delle tesi e dei prodotti scientifici presentati con il programma di ricerca oggetto della selezione punti 10
● Colloquio inteso ad accertare l'attitudine del candidato alla ricerca oggetto della selezione punti 70
Sono valutabili i testi accettati per la pubblicazione. Sono altresì considerati valutabili gli abstracts delle/dei tesi universitarie/pubblicazioni scientifiche/testi accettati per la pubblicazione/prodotti scientifici. Nel caso in cui venisse presentato un numero superiore a 3 di pubblicazioni/testi accettati per la pubblicazione (o relativi abstracts), saranno oggetto di valutazione solamente le/i prime/i tre. Inoltre, le/i tesi universitarie/pubblicazioni scientifiche/testi accettati per la pubblicazione/prodotti scientifici (o relativi abstracts), per essere valutabili, devono essere scritte/i o tradotte/i in una delle seguenti lingue: italiano, inglese, francese, tedesco e spagnolo. I testi tradotti devono esser presentati in copie unitamente al testo nella lingua originale.
La selezione si intende superata con un punteggio minimo di 70 punti.
In caso di parità di punteggio il possesso del titolo di Dottore di Ricerca, qualora non richiesto ai fini della ammissione alla presente selezione, costituirà titolo preferenziale per l'attribuzione dell'assegno. In subordine, la preferenza è data al candidato di età anagrafica minore.
Articolo 9 - Colloquio di selezione
Il colloquio, inteso ad accertare l'attitudine del candidato alla ricerca oggetto della selezione, si terrà, salvo caso di sopravvenuto impedimento da parte di uno o più componenti della commissione giudicatrice a presenziare o collegarsi telematicamente ed impossibilità di sostituzione tempestiva dello/degli stesso/i2, il giorno 05/11/2020 alle ore 10:00 in modalità esclusivamente telematica.
Il presente bando costituisce notifica di convocazione per i candidati.
I candidati dovranno garantire che la postazione da cui sosterranno il colloquio sia dotata di webcam, indispensabile per il loro riconoscimento, nonché provvista di microfono e cuffie/casse audio.
All'inizio del colloquio i candidati dovranno esibire alla Commissione un documento di identità in corso di validità, preferibilmente il medesimo documento inviato assieme alla domanda.
Il mancato collegamento telematico al colloquio, nella data e nell'ora stabilita o il collegamento tardivo, ancorché dovuta a cause di forza maggiore, verrà considerato come rinuncia alla partecipazione alla selezione.

Articolo 10 - Approvazione atti e graduatoria
Il decreto di approvazione degli atti e la graduatoria dei vincitori e di eventuali idonei alla selezione, verranno pubblicati sull'Albo Ufficiale del Politecnico di Milano e sul sito internet del Politecnico.
La pubblicazione sul sito ha effetti di notifica ai candidati ai sensi di legge.
Dalla data di pubblicazione del sopracitato decreto decorrono i termini per la proposizione di eventuali ricorsi.
Articolo 11 - Condizioni per la stipulazione del contratto e l'inizio attività
Il candidato dichiarato vincitore della selezione che abbia conseguito all'estero i titoli di studio richiesti all'articolo 3 che precede , qualora tali titoli non siano già stati dichiarati equipollenti ai sensi della legislazione vigente, dovrà trasmettere al Servizio Gestione Personale Docente, prima della stipulazione del contratto e a pena di decadenza dal diritto alla stipulazione dello stesso:
● il titolo di studio estero in originale o in copia autenticata, legalizzato3 e corredato da traduzione certificata o giurata (in italiano, in inglese, in francese o in spagnolo qualora redatto in una lingua diversa da quelle precedentemente indicate);
● il diploma supplement, o la dichiarazione di valore, o i transcript degli esami sostenuti, relativi al titolo di laurea richiesto per la partecipazione alla selezione4.
Per i candidati non appartenenti all'Unione Europea che non siano ancora in possesso del Permesso di soggiorno in Italia, la suddetta consegna dovrà necessariamente avvenire prima dell'inizio dell'attività.
Il candidato dichiarato vincitore della selezione non appartenente all'Unione Europea che, alla data
di presentazione della domanda di ammissione, non sia ancora in possesso del Permesso di soggiorno in Italia e che abbia conseguito in Italia i titoli di studio richiesti all'articolo 3 che precede
, dovrà consegnare al Servizio Gestione Personale Docente, prima dell'inizio dell'attività, i titoli di studio conseguiti in Italia e richiesti ai fini dell'ammissione alla presente selezione (art. 3 del bando) in originale o in copia autenticata da autorità italiana.
Il candidato non appartenente all'Unione Europea che, alla data di presentazione della domanda di ammissione, sia in possesso del permesso di soggiorno in Italia o della ricevuta della richiesta di permesso di soggiorno in Italia, laddove risulti vincitore della selezione, dovrà presentare al Visiting Professor Welcome Office, entro e non oltre la data fissata per la stipulazione del contratto, il permesso di soggiorno (o la ricevuta della richiesta del permesso di soggiorno) in originale. La mancata presentazione del documento comporta l'automatica decadenza dal diritto alla conclusione del contratto.
Il candidato non appartenente all'Unione Europea che, alla data di presentazione della domanda di ammissione, non sia ancora in possesso del permesso di soggiorno in Italia , laddove risulti vincitore della selezione, dovrà obbligatoriamente ottenere il nulla osta della Prefettura, necessario alla richiesta del visto d'ingresso. L'inizio della attività sarà possibile solo dopo la presentazione del visto summenzionato al Visiting Professor Welcome Office. La mancata presentazione del documento comporterà l'impossibilità di dare inizio all'attività.
L'Amministrazione si riserva di effettuare controlli sulle dichiarazioni rilasciate concernenti i titoli (conseguiti sia in Italia sia all'estero) e le/i pubblicazioni/tesi/prodotti scientifici presentati.
Si prega di notare che nei Paesi che hanno sottoscritto la Convenzione de L'Aia del 5 ottobre 1961 relativa all'abolizione della legalizzazione di atti pubblici stranieri, la necessità di legalizzare gli atti e i documenti rilasciati da autorità straniere è sostituita da un'altra formalità: l'apposizione della "postilla" (o apostille) presso la competente autorità interna designata da ciascuno Stato.
Inoltre non è obbligatorio né far legalizzare il titolo di studio né farvi apporre la Postilla dell'Aja se il titolo è stato rilasciato da uno dei Paesi che hanno ratificato la
3 Convenzione Europea di Bruxelles del 25 maggio 1987 o se il titolo di studio è stato rilasciato da un'istituzione tedesca (Convenzione italo-tedesca sull'esenzione dalla legalizzazione degli atti pubblici).

Articolo 12 - Contratto
L'assegno per lo svolgimento dell'attività di ricerca è regolato da apposito contratto individuale.
Il contratto disciplina il rapporto di collaborazione sulla base dei seguenti criteri: flessibilità rispondente alle esigenze dell'attività, carattere continuativo dell'attività, definizione temporale, non mera occasionalità, coordinamento rispetto alla complessiva attività dell'Ateneo committente, legame stretto con la realizzazione di un programma di ricerca, svolgimento autonomo della collaborazione nell'ambito del programma, assenza di orari di lavoro predeterminati.
Con la sottoscrizione del contratto gli assegnisti si impegnano a svolgere il Corso on-line sulla Sicurezza previsto dall'Ateneo disponibile nel portale dei Servizi on line del Politecnico alla voce "dati - corsi sulla sicurezza" e a trasmettere, entro 30 giorni dall'inizio dell'attività, copia del relativo attestato al Dipartimento presso cui si svolgerà l'attività di ricerca.
Alla conclusione del contratto, il titolare dell'assegno è tenuto a presentare una relazione scritta sull'attività di ricerca svolta e sui risultati che saranno raggiunti nell'ambito del progetto. In caso di mancata consegna della relazione non si potrà procedere al rinnovo dell'assegno oppure alla stipulazione del contratto per un nuovo assegno di ricerca.
La prestazione oggetto del rapporto di collaborazione di cui al presente bando rientra nella tipologia delle collaborazioni coordinate e continuative a tempo determinato.
All'assegno di ricerca si applicano in materia fiscale, le disposizioni di cui all'articolo 4 della legge 13 agosto 1984, n. 476, nonché, in materia previdenziale, quelle di cui all'articolo 2, commi 26 e seguenti, della legge 8 agosto 1995, n. 335, e successive modificazioni, in materia di astensione obbligatoria per maternità, le disposizioni di cui al decreto del Ministro del lavoro e della previdenza sociale 12 luglio 2007, pubblicato nella Gazzetta Ufficiale n. 247 del 23 ottobre 2007, e, in materia di congedo per malattia, le disposizioni di cui all'articolo 1, comma 788, della legge 27 dicembre 2006, n. 296, e successive modificazioni, per quanto compatibili. Nel periodo di astensione obbligatoria per maternità, l'indennità corrisposta dall'INPS ai sensi dell'articolo 5 del citato decreto 12 luglio 2007 è integrata dal Politecnico di Milano fino a concorrenza dell'intero importo dell'assegno di ricerca.
I cittadini di Paesi appartenenti all'Unione Europea, che non siano in grado di produrre il modello S1 relativo all'assistenza sanitaria nel Paese di provenienza, potranno richiedere agli uffici ASL istruzioni in merito all'iscrizione a pagamento al Servizio Sanitario Nazionale Italiano.
Il Politecnico di Milano provvederà alla copertura assicurativa INAIL contro gli infortuni e per la responsabilità civile con copertura assicurativa a carico di appositi fondi di bilancio.
Sarà invece a carico dei titolari di assegni di ricerca il premio assicurativo annuo, pari a 3,97 Euro, dell'ulteriore copertura assicurativa "Infortuni studenti, assegnisti di ricerca e figure assimilate" relativa gli infortuni subiti durante lo svolgimento di ogni e qualsiasi attività correlata all'assegno di ricerca.
Articolo 13 - Importo dell'assegno
L'importo dell'assegno, riferito alla durata contrattuale (vedi articolo 1 del presente bando), corrisposto in acconti mensili posticipati, è di Euro 23845,8 al lordo solo degli oneri a carico del contraente.
Articolo 14 - Incompatibilità
L'assegno di ricerca non può essere conferito al personale dipendente, in regime pubblico e privatistico, ivi compresi i contratti part-time e a tempo determinato.
L'assegno di ricerca non può essere conferito a coloro che partecipano a corsi di laurea, laurea specialistica o magistrale, dottorato di ricerca con borsa o specializzazione medica, in Italia o all'estero, e comporta il collocamento in aspettativa senza assegni per il dipendente in servizio presso amministrazioni pubbliche diverse da quelle di cui al quinto comma del presente articolo.
Non possono partecipare alla selezione coloro che abbiano un rapporto di parentela o di affinità fino al IV grado compreso con:
● un professore di I e di II fascia del Dipartimento che ha emanato il presente bando;
● il Rettore;
● il Direttore Generale;
● un componente del Consiglio di Amministrazione.
Non possono partecipare alla selezione coloro che hanno già stipulato contratti relativi ad assegni di ricerca ai sensi dell'art 22, della Legge 240/2010, per un numero di 6 anni ad esclusione del periodo in cui l'assegno è stato fruito in coincidenza con il Dottorato di Ricerca senza borsa, nel limite massimo della durata legale del relativo corso. Analogamente non possono partecipare alla selezione coloro che non siano in grado di svolgere l'attività di ricerca per l'intero periodo previsto all'articolo 1 del bando, a causa del superamento dei limiti temporali previsti dall'art. 22, terzo comma della legge 240/2010 come integrato dall'art. 6, comma 2bis del D.L. 192/2014, nonché dall'art. 22 nono comma, legge 240/2010 5.
Non possono essere titolari di assegni di ricerca i dipendenti di ruolo delle Università, delle istituzioni ed enti pubblici di ricerca e sperimentazione, dell'Agenzia nazionale per le nuove tecnologie, l'energia e lo sviluppo economico sostenibile (ENEA), dell'Agenzia spaziale italiana (ASI) e delle istituzioni il cui diploma di perfezionamento scientifico è stato riconosciuto equipollente al titolo di dottore di ricerca ai sensi dell'art. 74, quarto comma, del D.P.R. 11 luglio 1980, n. 382.
Il titolare dell'assegno può svolgere attività professionale e stipulare contratti che rientrino nella tipologia dei contratti di lavoro autonomo, purché lo svolgimento di tale attività non interferisca con il proficuo andamento dell'attività di ricerca oggetto del contratto medesimo e previa autorizzazione scritta del Responsabile della Struttura, sentito il Responsabile della ricerca o del programma. Tali attività risultano incompatibili con l'assegno di ricerca nel caso in cui manchi la suddetta autorizzazione.
Il titolare dell'assegno non può svolgere attività che possano determinare una situazione di conflitto di interessi con le attività del Politecnico di Milano.
L'assegno di ricerca non è cumulabile con altri assegni e con borse di studio se non con quelle concesse da istituzioni nazionali o straniere utili ad integrare con soggiorni all'estero l'attività di ricerca degli stessi titolari di assegni di ricerca.
L'assegnista può frequentare i corsi di dottorato, anche in soprannumero e senza diritto alla borsa, fermo restando il superamento delle prove di ammissione.
L'art. 22, terzo comma, legge 240/2010 stabilisce che "la durata complessiva dei rapporti instaurati ai sensi del presente articolo, compresi gli eventuali rinnovi, non può ... essere superiore a quattro anni , ad esclusione del periodo in cui l'assegno è stato fruito in coincidenza con il dottorato di ricerca, nel limite massimo della durata legale del relativo corso".
L'art. 6, comma 2bis del D.L. 192/2014 stabilisce che "La durata complessiva dei rapporti instaurati ai sensi dell'art. 22, comma 3, della legge 30 dicembre 2010, n.
5 240, è prorogata di due anni".
L'art. 22, nono comma, legge 240/2010 stabilisce che "La durata complessiva dei rapporti instaurati con i titolari degli assegni di cui al presente articolo e dei contratti di cui all'articolo 24, intercorsi anche con atenei diversi, statali, non statali o telematici, nonché con gli enti di cui al comma 1 del presente articolo, con il medesimo soggetto, non può in ogni caso superare i dodici anni, anche non continuativi. Ai fini della durata dei predetti rapporti non rilevano i periodi trascorsi in aspettativa per maternità o per motivi di salute secondo la normativa vigente".
Articolo 15 - Trattamento dei dati personali
Ai sensi del Regolamento UE n. 679/2016, si informano i candidati che il trattamento dei dati personali da essi forniti saranno trattati, in forma cartacea o informatica, ai soli fini della presente procedura e dell'eventuale costituzione del rapporto di lavoro e per le finalità connesse alla sua gestione.
Il trattamento avverrà a cura delle persone preposte al procedimento, nonché da parte della commissione giudicatrice, con l'utilizzo di procedure anche informatizzate, nei modi e nei limiti necessari per perseguire le predette finalità, anche in caso di eventuale comunicazione a terzi.
Il conferimento di tali dati è necessario per la valutazione, per la verifica dei requisiti di partecipazione e dell'effettivo possesso di titoli dichiarati. La loro mancata indicazione potrà precludere tali adempimenti e, nei casi previsti dal bando, potrà avere come conseguenza l'esclusione dalla procedura di selezione.

Article 1 - Scope of the contract
A public selection is hereby organized to grant n° 1 temporary research fellowship to grant research activity, on a fixed-term basis:

Article 2 - Research Programme
Research Title (and research sub-programme):
Demonstration of neuromorphic computing with memory elements
In-memory neuromorphic computing at low power consumption with resistive memories
Research programme description:
The program consists in the characterization of cells and arrays of resistive memories and the implementation of neural networks and other types of in-memory computing circuits. In the first phase, the activity will address the characterization of various types of resistive memories, including resistive switching memories, phase change memories and spintronic memories. In the second phase, neural networks will be realized with the resistive memory devices, both via simulations and by practical implementation on printed boards and integrated circuits.
Starting and implementation of the research programme:
The first phase will address the characterization of resistive switching devices both with individua cell structure and memory arrays. In the second phase, the memories will be assembled on printed circuit board with spiking neurons. An integrated circuit in CMOS technology will also be simulated.
Activities that the Temporary Research Fellow will carry out, obligations of the Temporary Research Fellow and conditions :
The activity will include (i) the memory array characterization with proper equipment and boards for testing large memory arrays, (ii) the development of neuromorphic networks for the unsupervised learning and the reinforcement learning.

Article 3 - Participation requirements
In order to participate to the selection procedure, candidates must possess a "Laurea Magistrale" (equivalent to Master of Science) of the class (LM-29) Electronic engineering or related degrees that are considered equated and equivalent ex lege or other possible qualifications that are considered equivalent ex lege to the corresponding degrees under the old educational system1
If the academic qualification/s mentioned above is/are/was/were obtained abroad, it/they must be the official qualification/s of the foreign university system, issued by an institution officially recognized in the foreign system of reference. With reference to the Master of Science mentioned in the previous paragraph, if obtained abroad, this must be equivalent, for the sole purpose of selection, by type, level and correspondence of study subject, to the related Italian qualification indicated above and it can allow the access to a Ph.D. programme in Italy.
Equivalence, as regards the correspondence of study subjects, will be notified by the Head of the
Department where the research activity will be carried out.
Candidates must have obtained the required academic qualifications by the deadline indicated in Article 4, in order for the application to be valid.

Article 4 - Application and participation deadline
For the purposes of selection, the candidate must fill out and send, within the compulsory deadline of 21 october 2020 or s/he will be excluded from the call, the admission application by accessing the Online Services of Politecnico di Milano - section Open competitions and selections - Open competition/selection for allocation of job/post - Calls for temporary research fellowships, and attach what required by the Call.
If the aforementioned deadline falls on a holiday, it will shift to the immediately next weekday other than a holiday.
Article 5 - Participation contribution
Applicants must pay by the deadline for submitting the application, and under penalty of exclusion from the selection procedure, a contribution fee of 25.82 Euro, without the right to a refund in the event of non- participation for any reason, through the unified system for electronic payments to the public administration PagoPA, following the instructions of the online application submission procedure.

Article 6 - Exclusion and withdrawal
The candidate is provisionally admitted to the selection. The Head of the Procedure can decide, at any time, to exclude from the selection by fax, registered letter, telegram or PEC, for the following reasons:
● the electronic submission of the admission application after the compulsory deadline mentioned in Article 4 of the call;
● lack of a professional scientific curriculum vitae written in Italian or English;
● lack of the copy of a valid identity document;
● failure to pay the participatory contribution within the deadline provided;
● lack of compliance with requirements of Article 3 of the call;
● incompatibility situations of Article 14 of the call;
● Any other breach of the requirements of the call.
If the reasons for the exclusion have been ascertained after the selection process, the Head of the Procedure can withdraw the rights for participation in the selection; the withdrawal of candidates will be applied to candidates that stated false declarations in the admission application for the selection or false declarations given, according to the Presidential Decree 445/2000.
Article 7 - Selection Board
The selection is carried out by a specialized Commission, appointed by Directorial Decree, whose members are designated by the Director of the Department concerned.
The Commission consists of three components chosen among professors and researchers with research experience on the topics subject of the call, guaranteeing, as a rule, adequate gender representation.
Article 8 - Selection procedure
The selection board proceeds to the selection, for which it has a total of 100 points, by the evaluation of qualifications and curriculum vitae submitted by the candidate and the interview, taken through the procedures defined by the board, aimed at assessing the candidate's aptitude for the research object of the selection , according to the following criteria:
● Relevance of qualifications with the research programme object of selection points 10
● Consistency of the candidate's overall profile with respect to the content of the research programme object of selection points 10
● Relevance of publications, thesis and scientific products presented with the research programme object of selection points 10
● Interview aimed at ascertaining the candidate's aptitude for the research object of the selection points 70
Texts accepted for publication can be considered for the assessment. The abstracts of the university graduation thesis/scientific publications/texts accepted for publication/scientific products can also be assessed. In case it will be submitted more than 3 publications/texts accepted for publication (or related abstracts), only the first three documents will be evaluated. Furthermore, the university graduation thesis/scientific publications/texts accepted for publication/scientific products (or related abstracts), in order to be evaluated, must be submitted and/or written/translated in one of the following languages: Italian, English, French, German and Spanish. The translated texts must be submitted together with the text in the original language.
The selection is considered as successfully passed with a minimum score of 70 points.
In the event of an equal score, the holder of a Ph.D. qualification, where not necessarily required for the purposes of admission to this selection, will be considered as preferential title for the assignment of the temporary research fellowship. After that, preference shall be accorded to the younger candidate.
Article 9 - Selection interview
The interview, aimed at assessing the candidate's aptitude for the research object of the selection, will be held, unless there is an impediment by one or more members of the selection board to be present or connected electronically and it is not possible to replace him/her/them2, on 05/11/2020 at 10:00 , exclusively by means of teleconference.
Candidates must ensure that the workstation from which they will perform the interview is equipped with a webcam, essential for their recognition, as well as a microphone and headphones/audio speakers.
At the beginning of the interview, candidates must present a valid identity document to the Commission, preferably using the one previously attached to the application.
This call is also a convocation notification for candidates.
Failure to connect electronically to the interview, on the established date and time, or late connection, even if due to force majeure, will be considered as a waiver of participation in the selection.
2 In this case, it will be responsibility of the P.A. notify candidates of any change of the interview date.
Article 10 - Approval of the Procedure and Ranking list
The decree approving the procedure and the ranking list of the winner candidates and other suitable candidates for selection will be published on the Official Noticeboard of Politecnico di Milano and on the Politecnico Web site.
The publication on the Web site counts as official notification to candidates pursuant to the law.
From the date of publication of the aforementioned decree, it will start the terms for submitting appeals.
Article 11 - Conditions for execution of the contract and the commencement of activities
The candidate declared winner of the selection who has obtained abroad the qualifications required in Article 3 above , if these qualifications have not already been declared equivalent in accordance with the legislation in force, must send to the Teaching Staff Management Service, before signing the contract or they will forfeit the right to sign it:
● the original or authenticated copy of the foreign academic qualification, legalised3 and accompanied by a certified or sworn translation (in Italian, English, French or Spanish if written in a language different from those mentioned above);
● the diploma supplement, or the certificate of equivalence of qualification, or the transcripts of examinations taken relating to the degree required for participation4.
For non-EU candidates who are not yet in possession of an Italian Residence Permit, this submission must be compulsorily carried out before the starting of activity.
Non-EU candidate declared winner of the selection procedure and who obtained the qualification listed in Article 3 above in Italy and who, on the date of the application's submission do not yet has a residence permit in Italy , must provide the originals or copies authenticated by Italian Authorities of the academic qualifications obtained in Italy which are required for admission to this selection procedure (Art. 3 of the Call) to the Teaching Staff Management Service before the starting of the activity.
Non-EU candidate who, at the date of the application's submission, has a residence permit in Italy or has the receipt for the residence permit request in Italy, if declared winner of the selection procedure, must show the original copy of the residence permit (or the receipt for the residence permit request) to the Visiting Professor Welcome Office, by and no later than the date set for the contract's execution. Failure to provide the document will result in the automatic forfeiture of the right to enter into the contract.
Non-EU candidate who, at the date of the application's submission, do not yet has a residence permit in Italy , if declared winner of the selection procedure, must compulsorily obtain authorisation from the Prefecture, which is necessary to apply for an entry visa. Activities can only commence after the above- mentioned visa has been presented to the Visiting Professor Welcome Office. Failure to provide the document will make it impossible to commence the activity.
The Administration reserves the right to carry out controls on the declarations produced regarding qualifications (obtained in Italy or abroad) and on publications/thesis/scientific products submitted.
Please note that in the countries which signed The Hague Convention of 5 October 1961 regarding the abolition of the legalisation of public documents obtained abroad, the need to legalise documents issued by foreign authorities is replaced by another formality: affixing an "apostille" by the competent authority internally designated by each State.
Moreover, it is not mandatory to legalise qualifications or to affix The Hague Apostille if the qualification has been issued by one of the countries that ratified the
3 Brussels Convention of 25 May 1987 or if the qualification has been issued by a German institution (Italian-German Convention on the exemption of public deeds from legalisation).

Article 12 - Contract
The temporary research fellowship to carry out the research activity is governed by a specific individual contract.
The contract regulates the collaboration on the basis of the following criteria: flexibility according to the needs of the activity, continuous activity, temporally defined, commitment not merely occasional, coordination with the overall activity of the University, close relation to the realization of a research programme, autonomous development of collaboration within the programme, absence of predefined working hours.
By signing the contract, the temporary research fellows will carry out the online course on security provided by the University available on the online service portal of Politecnico under the field "data - security training courses" and submit, within 30 days from the beginning of the activity, copy of the related certificate to the Department where the research activity will take place.
At the end of the contract, the temporary research fellow is required to submit a written report on the research activity carried out and on the results achieved within the project. In case that the report will not be submitted, it will not be possible to renew the temporary research fellowship or sign a contract for a new temporary research fellowship.
Employment under this call falls within the untenured ongoing continuous collaboration category.
To the temporary research fellowship, for what concerns tax matters, it must be applied the provisions of
article 4 of the law n. 476 of 13 August 1984, as well as, for social security, those referred in Article 2, paragraphs 26 et seq., of the Law n. 335 of 8 August 1995, and subsequent amendments, for compulsory abstention from work for maternity, the provisions of the Decree of the Ministry of Labour and Social Policies of 12 July 2007, published in the Official Journal n. 247 of 23 October 2007, and, with regard to sick leave, the provisions of the Article 1, paragraph 788, of the Law n. 296 of 27 December 2006, and subsequent amendments, as far as they can be compatible. During the period of compulsory maternity leave, the maternity subsidy paid by INPS in accordance with article 5 of the above-mentioned decree of 12 July 2007 is supplemented by Politecnico di Milano up to the total amount of the temporary research fellowship.
Citizens of EU countries, who are not able to produce the S1 model related to health assistance in their country of origin, can ask to ASL offices for instructions regarding the registration fee to the Italian National Health Service.
The Politecnico di Milano will provide the contracting part insurance coverage for civil liability funded with specific budget items.
The Politecnico di Milano will withhold from the grant salary Euro 3,97 for each solar year, for the additional insurance premium "Students, Research Fellows and Similar Roles Accidents", to cover expenses for any injuries sustained during the performance of all activities related to the research grant.
Article 13 - Amount of the Temporary Research Fellowship
The amount of the temporary research fellowship, referred to the contract duration (see article 1 of this call), paid as deferred monthly instalments, is Euro 23845,8 with only deductible expenses included and charged to the contractor.
Article 14 - Incompatibility
The temporary research fellowship cannot be allocated to employees, either in public or private scheme, including part-time and fixed-term contracts.
The temporary research fellowship cannot be assigned to those enrolled in laurea study programmes, laurea Specialistica or Laurea Magistrale (equivalent to Master of Science) programme, Ph.D. programme with scholarships or medical specialization, in Italy or abroad, and it implies to place in unpaid leave the employee in service with public administrations other than those referred to in the fifth paragraph of this article.
The participation to the selection is not allowed to subjects with a degree of kinship or affinity within the fourth degree (included) with:
● a full and associate professor of the Department that issued this call;
● the Rector;
● the Director General;
● a Member of the Board of Governors.
Those who have already signed contracts for temporary research fellowships pursuant to Article 22 of Law 240/2010 may not participate in this selection, for a number of 6 years, with the exclusion of the period in which the temporary research fellowship was obtained for Ph.D. programme without scholarship, within the maximum limit of the legal duration of the programme. Similarly, those who are not able to carry out the research activity for the entire period provided in Article 1 of the call cannot participate in the selection
process, due to the exceeding of the time limits established by Article 22, third paragraph of Law 240/2010 as supplemented by Article 6, paragraph 2bis of the Decree-Law 192/2014, as well as by Article 22 ninth paragraph, Law 240/2010 5.
The holders of temporary research fellowships cannot be full employees of Universities, institutions and public research and experimentation bodies, of the National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA), of the Italian Space Agency (ASI) and of institutions whose scientific diploma has been recognized as equivalent to a Ph.D. programme according to Article 74, fourth paragraph, of the Presidential Decree n. 382 of 11 July 1980.
The holder of temporary research fellowship can carry out professional activities and sign contracts that fall within the self-employment contracts, provided that carrying out this activity will not provide a lack of performance in the research activity subject of the contract and upon written authorization by the Head of the Structure, after consultation with the Head of the research or programme. These activities are considered as not compatible with the temporary research fellowship in the event of lack of the aforementioned authorization.
The holder of the temporary research fellowship cannot carry out activities that could lead to a situation of conflict of interest with the activities of Politecnico di Milano.
The temporary research fellowship cannot be combined with other fellowships and scholarships except with those granted by national or foreign institutions, useful as integration for research activities abroad for the same holders of the temporary research fellowships.
The temporary research fellow can attend Ph.D. courses, also as extra courses and without the right to scholarship, always subject to pass the admission tests.
Article 22, third paragraph, law 240/2010 states that "the total duration of the relations established under this article, including any renewals, may not [...] exceed four years, with the exclusion of the period in which the temporary research fellowship was obtained for Ph.D. programme, within the maximum limit of the legal duration of the programme".
Article 6, paragraph 2 of the Legislative Decree 192/2014 states that "The total duration of the relations established under Article 22, paragraph 3, of the law of 30

Article 22, ninth paragraph, Law 240/2010 states that "The total duration of the relationships established with the holders of the temporary research fellowships as referred in this article and of the contracts as referred in Article 24, which also existed with different universities, state, non-state or telematic universities, as well as with entities as mentioned in paragraph 1 of this article, with the same subject, cannot, in any case, exceed twelve years, even if it is a non-continuous period. For calculation of duration of the aforementioned relations, the periods spent on maternity or sick leave, according to current legislation, are not relevant.".
Article 15 - Personal Data Treatment
Pursuant to EU Regulation no. 679/2016, applicants are informed that the processing of personal data supplied by them will be processed, either on paper or electronically, for the sole purpose of this procedure and the possible establishment of the employment relationship and for the purposes related to its management.
The processing will be carried out by the persons in charge of the procedure, as well as by the selection board, also with the use of computerized procedures, in the ways and within the limits necessary to pursue the aforementioned purposes, even in the event of any communication to third parties.
The provision of such data is necessary for the assessment, for the verification of the participation requirements and the actual possession of the declared academic qualifications. Failure to provide such information may preclude such obligations and, in the cases provided for in the notice, may result in the exclusion from the selection procedure.
Further data may be requested to candidates for the sole purpose mentioned above.
The collected data may be communicated to any subjects entitled under the law n. 241/1990, the legislative decree 33/2013 and any subsequent amendments and additions.
The data will be stored, in accordance with the provisions of current legislation, for a period of time not exceeding that necessary to achieve the purposes for which they are processed.
Pursuant to GDPR 2016/679, the Politecnico di Milano may publish on the University website the Curriculum Vitae of the successful candidates as attached to the application form, for institutional purposes and in compliance with Legislative Decree no. 33 of 14 March 2013 (Transparency Decree) as amended by Legislative Decree 97 of 2016. It is understood that, in addition to the complete Curriculum Vitae, it will be possible to provide a specific Curriculum Vitae, without personal data, for the sole purpose of the publication on the University website.
