1 - INFORMATION ON THE ACCOMODATION SERVICE PROVIDED
The accommodation service is among the intervention aimed at granting the right of study. Such benefit is therefore allocated through a competition.
1.1 WHO IS ELIGIBLE
Eligibility to access ESU accommodation services for the academic year 2018/2019 is available to students enrolled / enrolling at the University of Padova, who fall into the categories of "Non-Residents" and "Commuters".
The students with visual and motor disabilities can apply regardless of their residence.
The benefit is only granted for the attainment of their first title for each degree level and priority is given to
Non-Resident students who comply with merit and income requirements.

Non-resident students | who reside in towns more than 80 km from the town or city where the courses take place; and/or whose journey to reach the place of study, on the fastest public transport, requires more than 80 minutes. |
Commuter students | who reside in municipalities or local areas which enable them to transfer daily; reside in municipalities or local areas between 40 and 80 km distant from where courses take place; and/or whose journey to reach the city where courses take place, using the fastest public transport, requires between 40 and 80 minutes |
To be granted the status of Non-Residents and Commuters, students must refer to the Tables of residence places published by ESU and by the University, available on the website: xxxx://xxx.xxxxx.xx/xxxxx-xxxxxx- alloggi-sussidi-straordinari
Students transferring from other universities who wish to continue the same level degree course may be awarded a bed, if there are any available after the assignation to the categories specified above and have participated in the competition.
Their situation will be “frozen” and the assignment of the allocated fee will be consistent with the possible evaluation of the application for a scholarship from the university (eligible, recipient of scholarship, non- eligible) with the addition of the relative fee: reduced fee, full fee, non-eligible candidates (TABLE. 4).
Students enrolling in the master degree during the year may participate in the competition, with access to the residences after checking the status of pre-enrollment / application for the academic year 2018-2019 (contact xxxxxxxxxxxxxxxxx@xxx.xx.xx) .
1.2 WHO IS NOT ELIGIBLE
The following will not be considered eligible to access the accommodation services:
▪ students who in the previous academic years were revoked of the accommodation service or students who have a pending revocation procedure;
▪ students who have been awarded the accommodation services for the A.Y. 2017/2018 and did not comply with the payment of the fee, namely students with situations of debt to the Company;
▪ students who withdrew from the studies and have already received benefits for the same year;
▪ students incurring in the penalties provided by the law as a result of controls on their self- certification income declarations.
1.3 TO WHOM THE BENEFIT CAN BE GRANTED
To be entitled to special rates (reduced and full), students must meet the following requirements:

Depending on the course of study attended, students can contribute to the allocation of ESU accommodation at full or reduced rate for a different number of years starting from the year of first registration, as indicated in TABLE 1.
The credits belonging to careers concluded due to withdrawals from studies are not counted as long as the student has not received any scholarship during the previous enrollment.
Any credits acquired in the previous enrollment cannot be counted for merit for the purpose of the benefit in the new course of study.
The levels of courses already achieved in other universities, Italian or foreign, are also included in the calculation.
The renunciation of studies, possibly occurred in a three-year degree course, does not affect the career of the master degree.
1.4 AVAILABLE BED PLACES
For the academic year 2018/2019, ESU provides the allocation of about 750 beds, with the exception of unpredictable situations that can occur inside the residences, as indicated in TABLE 2.

The following reservations are provided within the number of beds available in the competition:
▪ for students enrolled in doctoral and specialisation programmes (non-medical area), up to a maximum of 10%;
▪ for students with certified motor disabilities: 20 equipped beds (TABLE 2);
Students eligible for the competition with other types of disabilities will be assigned in the dedicated beds, compatibly with availability (please contact xxxxxxxxx@xxx.xx.xx)
The 30% of the beds reserved for the first years enrolled students are distributed as follows:

20% of the beds reserved for students coming from countries outside the European Union enrolled in the first years are divided as follows:
- 50% students enrolled in Bachelor and single-cycle Degree programmes
- 50% enrolled in Second cycle degree programmes
The beds reserved for foreign students coming from countries outside the European Union, are further divided in percentage as follows: 40% for students from European countries extra EU, 25% for students from African countries, 25% for students from Asian countries and 10% for students from other countries.
Other reserves
Other types of accommodation may be assigned to Commuters who meet the merit and income requirements established by the competition, up to a maximum of 10% of the places available upon allocation.
The assignation of these places in favour of such users depends, unswervingly, on the availability of places after the allocation of the eligible Non-resident students, and will be notified on the official web site.
Such students shall provide the monthly payment of the fee.
1.5 RATES AND TERMS OF PAYMENT
For the period of stay, the accommodation rates are fixed as follows:
Full Rate: for non-resident students who benefit from regional scholarships, for whom the related service has been monetised, and for non-resident students who meet the eligibility requirements for the housing allocation. This rate also includes students who benefit from scholarships granted by the autonomous provinces, regions, public institutions/organisations and the doctoral/specialising students (non-medical area).
Commuter students that meet the eligibility requirements shall pay the full special rate plus 26 Euro per month.
Reduced rate: equivalent to 50% of the special rate, only for non-resident students who after the competition, are eligible for the regional scholarship, but cannot benefit due to lack of funds. The reduced rate will be applied only after the publication of the results of the regional scholarships ranking. Before the publication of such results, students must pay the full rate, except for subsequent adjustment.
Other users rate (NON-ELIGIBILE): for students who do not meet the requirements provided in the present competition announcement for the granting of discounted rates, or in the case the established reserves are exceeded, and eligible for an accommodation once the eligible list has been completed.

As shown in TABLE 4 rates depend on the assigned room (single and double). Higher rates are charged according to the chosen residence (see TABLE 5).
The rate includes household bills (electricity, water, etc.) and the use of additional services available in the residences, such as: internet, air conditioning (if present), telephone, etc. If any of these services are interrupted the students are not entitled to reimbursement or reduction of the rate.
Terms of payment
Payment can be made by:
- online payment MYPAY (xxxx://xxx.xxxxx.xxx.xx/xx/Xxxxxx/xxxxxxxxx-xxxxxxxxxxx.xxxx);
- POS terminal in the office of the Manager in charge of the Residences, at the indicated time.
Payment terms are specified in General Rules of the Residences

Deduction for regional scholarship
The University will deduct the amount of 1,500.00 Euros = on an annual basis (750 Euro for students enrolled in last semester) from students benefitting of a non-resident regional scholarship as payment for the accommodation service. Such students shall pay ESU the corresponding difference in the case of higher fees.
The scholarship winner, who has been awarded the accommodation services and whose fees are lower than the deduction, will receive a reimbursement for the difference.
Private affiliated residences
If students benefit from accommodation services in a private residence affiliated with ESU, and receive a Regional Scholarship as a non-resident student, they may request the reimbursement, with an appropriate form, of the amount paid for such accommodation. The application must be submitted within 30/10/2018 to the Benefits and Contribution Sector of the DSU (mail to: dirittoallostudio@xxx.xx.xxxxxxxxxxxxxxxxxxx@xxx.xx.xx). They can request the amount to be credited by the Private Residence Administration, asking for the amount to be withheld from rate applied (TABLE 3).
2 – HOW TO PARTECIPATE
2.1 ONLINE ACCOMMODATION APPLICATION
The procedure for the assignment of ESU accommodation involves the following steps:
◼ SUBMISSION of the application exclusively online, on the Padova’s ESU website xxxxx://xxxxx.xxxxx.xxx.xx/xx
◼ REGISTRATION registration with username and password
◼ UPLOAD valid identification card in PDF format (i.e. ID, Passport, Driving Licence).
In carrying out the competition procedure, the student will have to read the following documents: Allocation announcement, University Residences Regulation.
PERIOD OF THE APPLICATION SUBMISSION
From second year onward:
FIRST YEARS:
(FROM 12:00) 4TH JULY > 20TH AUGUST 2018 (AT 12:00)
(FROM 12:00) 4TH JULY> 6TH SEPTEMBER 2016 (AT 12:00)
PhD/Specialising students 1st year: (from 12:00) 4th July > 6th September 2018 (ore 12:00)
The candidate will receive relevant communication via certified email (to the provided email address). The email shall provide all the information of the Web Application submitted in the system.
The application shall contain the following information:
- -the ISEE and ISPE (= ISP / equivalence scale) amounts specified in the 2018 ISEE declaration (relative to income of the year 2016 and assets of the year 2017), relative to the facilitated procedures for the right to university study. Declaration dated before the 1st January 2018 shall not be considered;
- - The IBAN code of the personal or family member’s bank account and the email address to be used for communication with ESU, together with the personal cellular phone number;
- - The indication, in increasing order of preference, of at least five housing facilities in order to allow the automatic assignment of the accommodation. Such preferences do not constitute any reservation or right to a specific residence.
The application, once completed, must be confirmed and sent. Once confirmed, the application cannot be modified by the candidate through this procedure.
Applications submitted AFTER THE DEADLINE shall not be admitted to the competition, unless due to system malfunction. In the event of a website malfunction, applications sent after the deadline shall be accepted only if notified by e-mail (within the deadline) to the email address xxxxxxxxxxxxxxxxx@xxx.xx.xx (attaching a photocopy of valid ID).

In case of AMENDMENTS to the application, the position of the student may vary. Such changes must be communicated to ESU strictly within the following deadlines:
- students from second year onward within 20/8/2018
- students first years within 10/9/2018 (1° assignment), within 12/9/2017 (2° assignment). TABLE 6
2.2 Application Evaluation
In order to determine student eligibility, ESU shall acquire the information relative to the merit requirement online, as indicated by the IT system of the University of Padova.
It is the responsibility of the student to ascertain that all credits earned within the 10th of August 2018 are duly recorded and are available in UNIWEB before the deadline of this notice and the assignment of the accommodation.
For the criteria relative to merit evaluation, please check ANNEX 1.
For students with disabilities, particular criteria of merit and income are contemplated. For information consult ANNEX 3.
For each data elaboration to determine eligibility, ESU will send a certified email to the student communicating the status (eligible / non-eligible).
The application students already declared ELIGIBLE shall not be evaluated.
2.3 Housing Allocation
Accommodation will be assigned to eligible students (students enrolled in years after the first and first years if from the EU)
-For those enrolled in second and following years: within the merit parameters. In the event of a tie, income shall be used as a parameter.
-For first year students, the accommodation services will be assigned according to their ISEE. Assignee students will also receive, via certified email from ESU, the housing offer.
Eligible students shall receive the accommodation assignment according to the set schedule reported on
TABLE 6.
2.4 Pubblication of eligible students
The names of the eligible students and of the assignees of accommodation will be available on the company website (xxx.xxxxx.xxx.xx) Online Services. They can be checked by logging into the account using name and password in the student reserved area “I miei reports / ELENCO DEGLI IDONEI ALL'ALLOGGIO” (my reports/LIST OF ELIGIBLE FOR ACCOMMODATION)
2.5 Payment of deposit fee
The student assignee of the accommodation shall pay the deposit (€ 300.00), within the dates indicated in
TABLE 6, in order to accept the housing allocation and reserve it.
For subsequent needs ESU may assign to the students an alternative bed, or defer the opening of a residence. In case of unavailability ESU shall return the deposit to the student.
The deposit shall only be paid according to the following terms:
o On-line payment by accessing the MyPay portal:
• click on the link indicated in the email sent by the system
• select Anonymous payments > NOTICE
• fill in the required data as indicated in the email (Notice N0. – Fiscal Code – email address).
• Then Proceed

Following the payment of the deposit, the student shall receive specific communication about the assigned accommodation from ESU through certified email and the place allocated will be made unavailable to others.
Otherwise, after the expiry of the deadline for the acceptance, if the student has not paid the deposit, the accommodation will be lost and the place shall be made available to others.
An exception will be made for students coming from countries under Embargo, if it is not possible to make an advance payment of the deposit in order to confirm the accommodation reservation, different conditions can be applied
The deposit will be converted into a security deposit upon signature of the accommodation contract.
Return of the deposit
In the case of failure to enrol at the university (e.g. failing the entrance test) students will be able to request the return of the deposit, paid to book the accommodation, by the fixed date of entry into residence (September 26th for students enrolled first years).
The deposit shall be returned within 60 days from the term provided in the Assignation form and paid into the bank account indicated by the student.
In the case of new bank details and change in the IBAN number, students must promptly communicate this information to xxxxxxxxxxxxxxxxx@xxx.xx.xx
Non-EU first year students
The allocation of accommodation for those students who are eligible is automatic, according to ranking and reads as follows:
✓ a - based on the ISEE certification (benefits for the right to university education)
✓ b - in case the ISEE is equivalent, based on an Italian language test.
In the event that Italian language test is necessary, proper information will be provided on the web site: xxx.xxxxx.xxx.xx
2.6 Signing the Allocation Sheet and Delivering the Accommodation
The residences will be accessible to the students resulted eligible to the competition in the following dates:
- 21/9/2018 > FROM THE SECOND YEAR OF STUDIES ONWARD (all degree courses)
- 26/09/2018 > FIRST YEARS (three-year bachelor degree courses, master degree courses or single cycle degree courses)
To access the Residence students must go and sign the Allocation sheet to Residence Cittadella dello studente, Via Venezia 20, from 10:00 to 17:00
The accommodation shall be considered accepted upon signature of the Allocation Sheet by the student.
The residences will be accessible to the students until July 25, 2019 at 10:00.
Students who fail to sign the Allocation Sheet within the above-mentioned deadlines shall be considered renouncing beneficiaries. Therefore, the deposit will not be returned, except for serious / motivated circumstances that must be communicated via e-mail within the above-mentioned deadlines (xxxxxxxxx@xxx.xx.xx).
Students who do not collect the key by the 15th October shall be considered renouncing beneficiaries and shall pay the fee for the entire month of October. The deposit as well shall not be returned.
Upon assignment of the accommodation, students shall be provided the standard furniture, except for bed linen (sheets, pillowcases and towels), of which the assignee is in charge (University Residences Regulation). In addition, student guests are required - in accordance with the Residence General Rules - to attend a Safety Course organised by ESU and other courses if deemed necessary (i.e. accompanying person of students with disabilities, etc.).
2.7 NON-ELIGIBLE CANDIDATES
Once the assignment of housing to eligible applicants is completed, the remaining beds shall be assigned to the students, who will have filled in the form in the terms published on the institutional website after October 15th, 2018. These students shall pay the “Other Users – non-eligible” fee without any extra cost for ESU.
3 – OTHER INFORMATION
3.1 Assessment of the economic conditions (art. 71 Italian Presidential Decree n. 445/2000)
For the purpose of assessing the economic conditions, ESU shall carry out random surveys - also after the allocation of the benefit - in order to verify the real conditions the students. Should any false statement be discovered, ESU has the right to immediately proceed with the revocation of the accommodation service (or to request the amount equivalent to the benefit enjoyed already) and the application of the sanctions established by the law.
For this purpose, Padova's ESU may carry out, by any means available, all inquiries deemed appropriate, also requiring information to the concerned administrations. Padova's ESU may check databases (Italian Tax Revenue Agency, INPS - Italian Social Security Service, etc.) and perform tax audits. Moreover, ESU shall send to the Italian Social Security Service (INPS) and the Provincial Command of the Italian Financial police
– in accordance with the Memorandum of Understanding – the list of students who have benefited from accommodation services at a discounted rate (reduced, full).
Anyone who, without holding the conditions specified by the relative laws, benefits from the service referred to in this notice as a result of false statements, made by them or their relatives, automatically loses the right to get any of the benefits and / or services provided by ESU for the entire duration of their studies. In any case, anyone declaring false information will be reported to the judicial authorities (as established by art. 75 and 76 of Presidential Decree 445/2000), depending on the severity of the unlawful act they shall be subject to administrative sanctions consisting in the payment the triple amount of the sum due (Art. 10 Legislative Decree 68/2012).
3.2 INFORMATION FOR THE USE OF PERSONAL DATA (GDPR)
Pursuant to art. 13 of the 2016/679 European Regulation (GDPR), the data acquired by self-certification as well as those contained in the required documentation are intended for all the operations aimed at drawing up the lists and rankings of students for the assignment of university accommodation as per Italian Regional Law. n. 8/1998.
Providing the requested data is necessary for participation in the competition; failure to submit results in exclusion from the competition itself.
The lists and rankings with the names of the students eligible for the competition will be published in the appropriate area of the institutional website.
The data collected may be communicated to other public entities if the communication is necessary for the performance of the institutional functions of ESU or for compliance with the law.
The external data processor is DATALAB srl, via Panà n. 56 35027 Noventa Padovana (PD).
The processing of personal data will be based on principles of correctness, lawfulness, transparency, protection of your rights.
Data processing will be carried out in an automated and / or manual form, in compliance with the provisions of art. 32 of the GDPR 2016/679 regarding security measures, by authorised parties and in compliance with the provisions of art. 29 of the GDPR.
The collected data may also be used to produce statistical studies and research on the right to study, in any case, to conduct further research on subject of institutional competence for ESU.
The data may also be used to keep students informed about initiatives and projects undertaken by ESU’s partners.
Those concerned are entitled to the rights provided for by the Regulations, in particular: access to personal data; correction/cancellation/limitation of processing; opposition and proposal for a claim
(pursuant to article 77 of the GDPR) to the Guarantor for personal data protection based in ROME xxxxxx Xxxxx Citorio n. 121, or to another competent European control authority.
The data will be kept for the period of time necessary to achieve the purposes for which they are collected and processed, in compliance with the principles of lawfulness and minimisation, however for a period not exceeding 10 years.
Data will not be transferred outside the territory of the European Union.

In accordance to the Decree no. issued by the Social Commissioner, a competition has been announced for the admission of non-resident and commuter student for accommodation services in ESU structures for the academic year 2018/2019.
An appeal may be brought before the T.A.R. (Regional Administrative Court) within 60 days of the Competition Announcement publication or, alternatively, before the President of the State within 120 days of its publication.

This office is available particularly to foreign students without the Italian Fiscal Code for the payment of the deposit.

ANNEX 1
Requirements to be eligible for accommodation
In order to obtain ESU accommodation services at special rates, Non-Residents and Commuter students shall comply with the income and merit requirements established by this announcement.
Special conditions are provided for students with disabilities (see ANNEX 3).
Economic Requirements
The economic conditions are identified on the basis of the nature and amount of the income, assets and the extent and type of household, as established in Decree of the President of the Council of Ministers of December 5th, 2013 no. 159 and subsequent amendments.
The limit values set for the academic year 2018/2019 are:
Equivalent Economic Indication ISEE (for the Right to Study)
23,253.00 Euros.
Equivalent Real Estate Indicator ISPE (ISP/equivalence scale)
35,824.56 Euros.
The income earned abroad should be evaluated on the basis of the average exchange rate of the Euro in the reference year.
The family of the student is defined in the manner prescribed by the Prime Minister's Decree 159/2013 (ref. article 8).
In the presence of parents not living together, the applicant is part of the household of one of the parents unless both of the following requirements are met:
a) Residency outside the original family for at least two years before submitting the request for the first time. The residence of the applicant must not be property of a family member;
b) Income from employment or other similar, duly declared, from at least two years, not less than € 6,500.00 Euros, with reference to a one-person household.
For PhD students, the family household is determined as indicated by article 8 paragraph 4) of the Italian Prime Minister Decree no. 159/2013.
Non-EU students enrolled / enrolling at the first year of Bachelor/Master/single cycle degree programme must demonstrate to possess sufficient means for the whole period of his/her stay and to return to his/her country of origin (Legislative Decree ex art. 4 186/1998).
MERIT REQUIREMENTS
Students enrolling in the first Year
Students enrolled in the first year of a first-cycle degree, a second-cycle degree, a single-cycle degree or a doctorate do not need any merit requirements to be considered eligible for the assignment of ESU accommodation.
Scholarship winners enrolled in the 1st year of a first-cycle, a second-cycle degree or a single-cycle degree who do not gain 20 credits within November 30th, 2019, will have to return the full amount of the scholarship and pay the relevant amount for the services/facilities utilised at full rate (Art. 5, paragraph 5 DGR 759/2017).

The credits specified in these tables are valid only if approved by the course of study for which students are claiming the benefit, even if different from that of the previous year.
The validated credits from training activities undertaken outside the university (professional training courses, seminars, internships, etc.) and those validated from previous courses do not contribute to the determination of merit requirements in order to apply for accommodation services.
Students enrolled in degree programs of the new system, may use a bonus to achieve the merit requirements, in addition to the credits they actually acquired.
This bonus can be used only once in the entire course of study and is valued differently depending on when it is applied:

If the bonus is not fully used, its surplus can be used over the following years. The share of the bonus which is not used for a first cycle degree can also be used in one of the years of the second cycle degree.
The application of the bonus is automatically granted to those who, in the absence of credits, can achieve the threshold of eligibility for obtaining the expected benefit.
The credits are valid only when considered in the student’s curriculum and recognised for the course of study for which the benefit is required, even if different from the previous academic year. ESU shall acquire, electronically, the situation of the students as well as resulting from the information system of the University of Padova. It will therefore be the responsibility of the student to ensure that all the credit debts (OFA) are duly recorded by the university administrative offices by August 10th, 2018.
Exams out of the student’s curriculum and aptitude tests are excluded.
The eventual eligibility for housing is therefore subjected to the passing of such OFAs within the time limits set by the university.
Students enrolled in PhD and specialisation courses are required to be regularly enrolled in the relative academic year according to the regulations provided by the course indications.
ANNEX 2
ISEE – BRIEF OVERVIEW
The Dichiarazione Sostitutica Unica - Single Substitute Declaration (DSU) is the declaration made by the student to the CAF, municipality or INPS xxxx://xxxxxxx0.xxxx.xx/xxxxxxx/Xxxxxxxxxxx/xxxx.xxxx , for the determination of the economic situation of the applicant’s household for social benefits, in accordance with Decree of the President of the Council of Ministers of December 5th, 2013 no. 159.
Once the DSU has been submitted, the declarer shall receive a receipt but not the ISEE declaration. To obtain the ISEE declaration, the person requesting it has to complete the acquisition of the other data from INPS (Italian Social Security Institute) and the Italian Revenue Agency.
The ISEE certification – calculated for the services for the Right to University Education – is an official declaration, issued by INPS (Italian Social Security Institute), containing information relating to the data presented in the Single Substitute Declaration, calculated indicators, the value of the equivalence scale applied, number and submission date.
Students will get free ISEE calculation and certification in one of the tax assistance centres (CAF) or from any other competent body (art. 4 paragraph 10 of the Italian Regional Council Decree no. 820/2018).
NOTE: expect about 15 working days to obtain the ISEE Certification, starting from the submission date of the DSU.
It is the individual’s responsibility to obtain the ISEE and all relative information / documents required on time, in order to meet the deadlines of the Accommodation Competition.
Annex 3
Students with disabilities
Students with a disability recognised by the Italian National Health Service are subject to particular terms of treatment:
• when considering the Equivalent Economic Situation Indicator (ISEE) and Equivalent Estate Situation Indicator (ISPE);
• when considering the number of years they can compete for, students with disabilities between 66% and 100% can compete for a number of years, starting from the year of registration (see TABLE A3.1);
• when evaluating merit (TABLE A3.2).

In order to achieve the requirements of merit, students with disabilities use, in addition to the credits actually earned, a BONUS matured on the basis of the year of the course attended. Request for special intervention
Students with disabilities who have special requirements, such as, for example, the presence of a carers at the lodging, must notify ESU in the web application and specify their needs to the sector Economic Benefits DSU of ESU (xxxxxxxxxxxxxxxxx@xxx.xx.xx). ESU does not guarantee the acceptance of applications received after this deadline.
In case of motor disability, confirmed by the relevant University Office, the student can request 1 or 2 carers in the online application communicating such requirement to the sector Economic Benefits and Contributions DSU.
All students with disabilities must in every case contact the Residences Sector (xxxxxxxxx@xxx.xx.xx) for particular needs related to community life, before 6th September.
The Sector for Economic Benefits may, however, request documentation of the state of disability for possible controls. In addition, it will make available to the interested parties the LIST of the students who have signaled their availability to be the guide in completing the form, without assuming any responsibility.
In the reporting of potential carers, "preference" will be given to students staying in ESU accommodation and to those who are in possession of particular certifications from specific training courses.
The student with disabilities, who has been declared eligible for the accommodation services, shall not pay any extra rate for hosting the carer.
Students with disabilities not eligible for the competition
As an exception to the provisions for the allocation of accommodation, ESU will be able to admit disabled students not eligible in the competition to the accommodations within the limit of the equipped places available by applying the "Other Users" Rate.
For students with disabilities who are not eligible for the competition, ESU will grant a contribution for a helper with reference to the Equivalent Economic Situation Indicator (ISEE):

In the exercise of the assistance activity, the canteen service will be offered free of charge to the chaperon of the eligible disabled student. Likewise, the chaperon to the non eligible disabled student, in any case, a recipient of an accommodation in the ESU housing facilities, will be granted free use of the canteen.
In both cases, the benefit will apply only for the period in which the activity is actually carried out. It is up to the student with disabilities, who benefits from the chaperone’s assistance, to promptly communicate their name or any changes to: xxxxxxxxxxxxxxxxx@xxx.xx.xx - xxxxxxxxx@xxx.xx.xx
Annex 4
Foreign students/PhD students – Italians residing abroad
According to article 8, paragraph 3, of Italian Legislative Decree dated 29/03/2012, no. 68, the Indicator of the Equivalent Economic Situation of foreign students or of Italian citizens residing abroad is calculated as the sum of income earned abroad, and 20% of all assets owned abroad, evaluated in the same manner and on the basis of the average exchange rate of the euro in the reporting year, as defined by the Decree of the Ministry of Finance, article 4, paragraph 6, of the Italian Legislative Decree 28/06/1990, no. 168, converted, with modification, by Law 04/08/1990, no. 227.
Foreign students with households NOT in Italy; Foreign students residing in Italy (not independent) and with household residing abroad; Italian students residing abroad, must go- by appointment- to the CAF AIC in Via Belzoni n. 48/50 – tel. 000 000000 xxxxxxxxxxxxxxxxxxx@xxxxx.xxx. – in order to receive an equivalent ISEE certificate.
The documents produced at the CAF must be original and definitive.
Documents to present to the CAF to obtain a recognised ISEE:
• Household composition certification;
• All income and assets of adult household members and/or employed relative to the year 2016
• The certification of mobile assets and properties owned at 31.12.2017 by all members of the family, particularly in the case of ownership of housing, the area of the same.
Such documents, issued by the competent authorities of the country where such income was generated, must be translated into Italian by the competent Italian Diplomatic Authorities for the area (Embassies or Consulates).
Students coming from countries where there are particular difficulties in obtaining a certification by the local Italian Embassy/Consulate, the aforesaid documentation may be produced by competent diplomatic authorities or consular posts in Italy and then legalised by the Prefecture
For the control purposes, ESU may request the student to provide the documentation presented to the CAF.
Particular cases
Students from countries with low human development (a list of these countries is published on xxxx://xxx.xxxxx.xx/xxxxx-xxxxxx-xxxxxxx-xxxxxxx-xxxxxxxxxxxx) may also submit a certification attesting that they are not members of a high-income family and that they do not have access to high-economical standards.
The certification must be required to:
- to Italian Diplomatic Authorities (Embassies or Consulates) in the country of origin;
- if the student is enrolled in a university in his/her country of origin, which is related with agreements or conventions to the University of Padova, also to such university;
- only students enrolled in the first year of the bachelor courses, to Italian financial aid institutions entitled to offer economic guarantees; in these cases the institution issuing the certificate agrees to pay back the scholarship on behalf of the student in case it is revoked; The student must in any case declare his/her income and assets if produced or held in Italy by his/her household.
For students recognised as POLITICAL REFUGEES or APOLIDES only income and assets held in Italy are considered.
Students with political refugee status must show the relative documentation (Directive 2004/83 CE of 29/4/04 – Legislative Decree 251/2007).
Those who:
- do not present the correct documentation
- present fake auto-certifications
as well as being subjected to legal sanctions, will not be allowed to benefit from ESU accommodation at a reduced rate.
For access to benefits, foreign students are nevertheless considered as non-resident students, regardless of where they reside in Italy, except where the student's family resides in Italy. In any case, to be considered non-resident, the student must meet all the requirements of the non-resident student as indicated in Article 4, paragraph 8, letter c) of the Italian D.P.C.M. date 9th April 2001 and art. 3 subsection 7 / c - Annex A of Italian DGR 820/2018.
