Atebolrwydd | Bydd polisïau a gweithdrefnau’r Cyngor yn rhoi arweiniad, ond bydd gofyn i ddeiliad y swydd weithio o’i ben/phen a’i bastwn/phastwn ei hun i sicrhau bod gwasanaethau’n cael eu rheoli’n effeithiol, gan gadw’r ddysgl yn wastad rhwng blaenoriaethau sy’n gwrthdaro a chadw llygad ar y gofynion gweithredol diweddaraf. Supervisory/Managerial Responsibilities | Full and ongoing managerial and supervisory responsibility of a Highways Development Control team comprising of up to 2 team members and shared responsibility of directing 3 site supervision staff. The teams will be multi-functional teams that have a flexible approach to deliver the Strategy and Objectives of the service. Full and ongoing responsibility for supervision and management of staff operating flexibly to deliver resource on a skills and needs basis involved in the delivery of a range of applicable services namely; • Highway Authority Development Control • Evidence & statements for Planning Appeals and Public Inquiries/Hearings • Expert witness representations • Planning pre-application advice and guidance • Local Highway Authority planning consultation responses • Site Supervision of Highways adoption sites |
Accountability | The Council's Policies and Procedures will give guidance but the post holder will be required to work under their own initiative to ensure the effective management of the services whilst balancing competing priorities and keeping up-to-date with operational requirements. The post-holder will be responsible for safe-keeping of laptop, mobile phone, camera, measuring and other equipment required to undertake the duties of the post. Shared responsibility for the safe- keeping, security and proper use of equipment held by the Services for general site work. |
The post-holder will be required to undertake regular site visits and work within the live highway and will be exposed to inclement weather conditions, noise and moving traffic. The post-holder will be issued with PPE and must follow appropriate corporate/ departmental health and safety and lone-working policies and procedures and comply with the law at all times. Relevant and appropriate training will be provided. The post holder is required to work as part of the Highways Development Service within Highways & Environmental Services. However, on a regular basis the post-holder will be required to act on their own initiative in a purposeful manner and within predefined legislation and procedures. The post-holder will have regular daily direct contact with members of the public, local members and external consultants The post holder will have direct contact with both internal and external bodies as well as members of the public. They will need to be able to effectively communicate with a range of groups within the community and will communicate / liaise directly with external bodies such as the Planning Inspectorate, Welsh Government, the North and Mid Wales Trunk Road Agent and other neighbouring Local Authorities. | |

Duties and Responsibilities include: • To ensure that Statutory Planning consultation responses are provided from a Local Highway Authority perspective in accordance with Service policy and strategy. • To assist Land Charges and Building Control with referrals in respect of the Advance Payments Code and s.38 status • To provide pre-application advice and guidance in relation to Highways Authority design standards, Policy and Highway related Supplementary Planning Guidance • To liaise with the SuDS Approval Body (SAB) and Lead Local Flood Authority (LLFA) to ensure a coherent and consistent response to both SAB submissions and Planning submissions • To manage and allocate the work of the Developments Team and provide technical advice to the Service/Corporately as necessary. • To advise Business Support Services in dealing with Highways Services aspects of Land Charge Searches and related enquiries as necessary. • To attend site meetings as and when necessary. • To represent the Local Highways Authority as directed, both within the Council and external to the Council, including meetings with elected members, other services and the Welsh Government and similar • To prepare evidence, statements and reports in response to Appeals and Public Inquiries and Hearings as and when required. • To appear as an Expert Witness at Public Inquiries and Hearings as and when required. • To represent the Service at meetings of the Council’s Development Control Committee and Site Inspection Panel. • To represent the Service at meetings of the CCS (Wales) Highways Development Control Group. • To assist the Service Manager with development of Strategies and Policies relating to consistent and sustainable Developments and ensuring that these are promoted during formal and informal consultation responses. • Ensure that the National and Corporate Objectives are promoted during formal and informal responses to Developers and other Services |
