ဇုန္ (ဘီ) စီမံကိန္းအတြက္ Joint Venture Agreement အားလက္မွတ္ေရးထုိးျခင္း
ျမန္မာသီလ၀ါ အက္(စ္)အီးဇက္ ဟိုး(လ္)ဒင္း(စ္) ပက္ဘလစ္ လီမိတက္ (MTSH) သည္ ေနျပည္ေတာ္၌ Thilawa SEZ Management Committee (TSMC)၊ MMS Thilawa Development Co., Ltd (MMSTD) ႏွင့္ Japan International Cooperation Agency (JICA) တ႔ိုၾကားခ်ဳပ္ဆုိေသာ “Joint Venture Agreement အား တတိယအႀကိမ္ျပင္ဆင္ျခင္း” သေဘာတူညီခ်က္အား ယေန႔လက္မွတ္ေရးထုိးၿပီးျဖစ္ေၾကာင္း ေၾကညာအပ္ ပါသည္။
၂၀၁၄ ခုႏွစ္၊ ဇန္န၀ါရီလ (၁၀) ရက္ေန႔ Myanmar Japan Thilawa Development Limited (MJTD) စတင္ တည္ေထာင္ခဲ့သည့္ အခ်ိန္မွစ၍ သီလ၀ါအထူးစီးပြားေရးဇုန္ (ေအ) စီမံကိန္းတည္ေဆာက္ေဖာ္ေဆာင္ျခင္း၊
ေရာင္းခ်ျခင္း လုပ္ငန္းမ်ားကုိေဆာင္ရြက္ခဲ့ရာ ယခုအခါတြင္ ဇုန္ (ေအ) အတြင္းရွိ ေျမအားလံုးနီးပါးကုိ ေရာင္းခ် ၿပီးျဖစ္ပါသည္။ ဇုန္ (ေအ) စီမံကိန္းလုပ္ငန္းမ်ား အေကာင္အထည္ေဖာ္ေဆာင္ရြက္ေနသည့္ ကာလအတြင္း တၿပိဳင္တည္း ဂ်ပန္-ျမန္မာအဖြဲ႔၀င္မ်ားအၾကားခ်ဳပ္ဆုိခဲ့သည့္ နားလည္မႈစာခြ်န္လႊာ (MOU) မ်ားအရ ဇုန္ (ဘီ) စီမံကိန္းအား ခ်ဲ႕ထြင္ရန္ အတြက္ ျဖစ္ႏုိင္ေခ်အလားအလာ ေလ့လာမႈမ်ားကုိ ေဆာင္ရြက္ခဲ့ပါသည္။
မူလ Joint Venture Agreement တြင္ စီမံကိန္းအားခ်ဲ႕ထြင္မႈကို ထည့္သြင္းေဖာ္ျပထားျခင္းမရွိသျဖင့္၊ ဇုန္ (ဘီ) ပထမအဆင့္စီမံကိန္း အေကာင္အထည္ေဖာ္ေဆာင္ရန္ မူလ “Joint Venture Agreement အား တတိယ အႀကိမ္ ျပင္ဆင္ျဖည့္စြက္ျခင္း” ျဖစ္ပါသည္။
ဇုန္ (ဘီ) စီမံကိန္းတြင္ ေျမဧရိယာ (၇၀၀) ဟက္တာ ပါ၀င္ၿပီး စက္မႈဇုုန္လုပ္ငန္းမ်ားအတြက္ အဓိကရည္ရြယ္ သည့္ စက္မႈဇုန္ဧရိယာ (Industrial Area) (၂၆၂) ဟက္တာႏွင့္ လူေနအေဆာက္အအံု၊ စီးပြားေရး၊ ပုိ႔ေဆာင္
ေထာက္ပံ့ေရးႏွင့္ စက္မႈလုပ္ငန္းမ်ားအတြက္ရည္ရြယ္ထားေသာ ပုိ႔ေဆာင္ေရးအားျပဳစက္မႈဇုန္ဧရိယာ (Logistic- Dependent Industrial Area) (၄၃၈) ဟက္တာဟူ၍ (၂) ပုိင္းခြဲျခားထားပါသည္။ ယခု သေဘာတူညီခ်က္အရ ဇုန္ (ဘီ) ၏ စက္မႈဇုန္ဧရိယာ (Industrial Area) အတြင္းရွိ ေျမ (၁၀၁) ဟက္တာ၀န္းက်င္ကုိ ဇုန္ (ဘီ) ပထမအဆင့္ စီမံကိန္း (Zone B, Phase-I Project) အေနျဖင့္ ကနဦး တည္ေဆာက္ေဖာ္ေဆာင္ရန္ သေဘာတူ
ဆံုးျဖတ္ခဲ့ၾကပါသည္။ တခ်ိန္တည္းမွာပင္ အဖြဲ႕၀င္မ်ားအေနျဖင့္ ဇုန္ (ဘီ) စီမံကိန္း၏ က်န္ရွိေသာအပုိင္းမ်ားကုိ တည္ေဆာက္ေဖာ္ေဆာင္ရန္ ဆက္လက္ေဆြးေႏြး ဆံုးျဖတ္သြားမည္ျဖစ္ပါသည္။
အေသးစိတ္ ေၾကညာခ်က္မ်ားကုိ အခ်ိန္ႏွင့္တေျပးညီ ေလ်ာ္ညီစြာ ဆက္လက္ျပဳလုပ္သြားမည္ျဖစ္ေၾကာင္း အသိေပး ေၾကညာအပ္ပါသည္။

Signing of Joint Venture Agreement for Zone B Project
Myanmar Thilawa SEZ Holdings Public Limited, hereby, announces that the “Third Amendment and Restatement of Joint Venture Agreement” among MTSH, Thilawa SEZ Management Committee (TSMC), MMS Thilawa Development Co., Ltd (MMSTD) and Japan International Cooperation Agency (JICA) has been signed today at Nay Pyi Taw.
Since its incorporation on 10th January 2014, Myanmar Japan Thilawa Development Limited (MJTD) has been carrying out the development and sales of Zone A Project of Thilawa Special Economic Zone and Zone A has been substantially sold out so far. In parallel with Zone A Project activities according to original joint venture agreement, the parties carried out feasibility study for the expansion of the Zone B Project pursuant to the Memorandums of Understandings signed among the parties.
Since the original joint venture agreement does not prescribe the expansion of the Project, the parties revise and amend the original joint venture agreement with the “Third Amendment and Restatement of Joint Venture Agreement” for the implementation of the Zone B, Phase-1 Project Area.
The Zone B Project consists of a total of 700 hectares of land and will be divided into the Industrial Area to be designated primarily for industrial business with 262 hectares of land, and the Logistic-Dependent Industrial Area to be designated primarily for residential, commercial and logistics business and industrial business with 438 hectares of land. According to the agreement, the parties have decided to launch Zone B, Phase-1 Project with approximately 101 hectares within Industrial Area as the initial development of Zone B. In parallel, the parties have intention to continue to discuss whether to develop the rest of the Zone B Project (438 hectares).
