Finance Advisor Moerdijk PURPOSE:
Finance Advisors are the face of Finance to the business. They work on a diverse range of interesting opportunities & challenges which are prioritised based on bottom-line impact. They are responsible for the delivery of Finance capability required to support defined business outcomes.
The Pernis & Moerdijk sites are pivotal assets in Shell’s Powering Progress and the move to 5 Energy & Chemical parks. Key areas of focus will therefore be the Finance support to improve the cash generating capacity and cost competitiveness of the site and to enable Pernis and Moerdijk’s Energy
Transition journey.
Organizationally, this role reports into the Finance Manager Pernis. Incumbent will be part of the pool of Pernis/Moerdijk Finance Advisors, which is jointly managed by the Finance Manager Pernis and the Finance Manager Moerdijk.
The Finance Advisor will be assigned as the finance lead to a selection of Production Units (“Plants”) in Moerdijk– and as such will be responsible for the full suite of Finance activities in those units (and be a member of the production unit LT).
Further to that, the Finance Advisor will have a base load that consists of various Finance in the Business support activities in Moerdijk, such as:
• supporting competitive costs and capital at the site,
• supporting the site Strategic Asset Management Plan and Operating Plans to enable its Energy Transition and the transition to circular and bio- based feeds,
• support site Digitalisation projects (finance processes and interfaces to site systems and processes),
• ensuring financial and business controls (based on value and risk),
• supporting improvement initiatives as part of Xxxxxxxx’x Ultimate Potential Journey
• be involved in dealings with 3rd Parties such as Hexion, Lyondell Basell and XXXXX
• co-ordinate with members of FinOps Chennai and Krakow for Planning, Appraisal and Reporting activities, statutory & cost reporting, and treasury and tax support
On top of this base load, a significant share of time will be allocated to projects which will be selected using a Value and Risk lens and applying the pooling concept. These projects can be related to Moerdijk and Pernis. Examples of such projects could be actively contributing to shape Moerdijk’s Transformation / Energy Transition journey and will require co-operation with colleagues in Shell Chemicals and/or Trading to manage existing or and develop new value chains.
Post Reshape, Finance Support to both the Pernis and Moerdijk sites are aligned and integrated; this Finance Advisor will play a key role in that journey. He/she will be supporting the streamlining of Finance support between the 2 sites, identifying opportunities to apply ESSA / Touchless MI and drive digitalization.
ACCOUNTABILITIES:
The Finance Advisor will be assigned as the finance support to one of more Production Units (“Plants”) in Moerdijk– and as such will be responsible for the full suite of Finance activities in those units (and be a member of the production unit LT).
Further to that, the Finance Advisor will work on a variety of activities/opportunities which will be assigned to him/her by the Pool (Finance) Manager:
e.g. control frameworks concerns, performance management system issues, large investments, complex contracts.
Depending on the requirements, of the specific activity, he/she will:
- Deliver the full suite of Finance support (including tax, treasury, accounting and structuring) autonomously and coordinate the involvement of CoEs above pre-agreed thresholds
- Independently ensure that a proper functioning control framework is in place and that risks are properly understood, reflected and managed
- Independently ensure value and risks are made transparent and understood in both decision making and in performance management
- Ensure a fit for purpose performance management system is in place
- In activities where FO and Business act together to deliver, lead/initiate structural improvement projects and leaves the accountability for delivery with the accountable people (the Finance Advisor is explicitly not acting as an ad hoc fixer to mitigate process performance issues)
- Brings new proposals of high value activities to the Pool Manager who decides on the resource allocation. For example (in initiating digitalisation
projects and acting as a connector between FO and the business)
- Actively look for opportunities to reduce non value adding Finance activity (“demand management”)
- Maximise use of Finance Operations in delivery of processes
- Support the alignment & integration of the Finance Support to the Pernis & Moerdijk sites
- Support delivery of fit for purpose business appraisal post Reshape
INTERFACES:
Finance Advisors, as part of a pool supporting the business:
- Work on various opportunities across multiple activities/assets and are not dedicated to a specific activity, asset or business partner. The work they perform will change over time and be prioritised based on value and risk, and professional development.
- Will on specific projects/transactions work with business stakeholders to work as the voice of Finance to deliver as “One Finance” with the (CoE) and Finance Operations
- Acts across organisational boundaries as required in the specific activity (e.g. across Finance for an opportunity across all DS CoBs)
The Finance Advisor will work closely with:
- Production Unit manager and is a member of the unit leadership team (for the production unit assigned to).
- Moerdijk Site Leadership Members, especially the Finance, Production and Asset Managers
- The site Transformation and Digitalisation leads that are accountable for delivering the Ultimate Potential journey
- Finance Managers Pernis & Moerdijk for realizing opportunities to align and standardize Finance support to the 2 sites
- Colleagues in the Pernis & Moerdijk Finance Advisor pool, and in the Shell Chemicals business Finance Advisors pool.
DIMENSIONS
Moerdijk is one of the largest and most competitive chemicals complexes in Europe and a key asset for Shell’s growth ambitions. It has a combined capacity of ca 4.5mln tons of chemicals per year across several chemical plants: Cracker and Aromatics plant, Propylene Oxide and Styrene-Monomer plants, Ethylene-Oxide and Glycols plant, catalyst (TCAT) plant, and a significant utility company to facilitate this. The Filling & Dispatch department ensures delivery of products to and from the site via pipelines, ships, trains and trucks. The site is closely integrated with the Pernis refinery and chemicals plants.
Moerdijk delivers significant cash to the Chemicals business and the Group. It has ca 1200 permanent established positions, and $200-250mln Opex at site. Moerdijk has a base capital outlay of around $250 mln. On top of that, in other to fulfill its strategy, before the end of the decade it expects to spend well ahead of $1B on Growth, Energy Transition and bio-based/circular feedstock processing projects. Capital Employed is north of $1bn.
The Moerdijk site provides services and goods to multiple Third Parties co-located in the area, as well as a Joint Venture plant (ELLBA) at the site, hence providing the incumbent exposure to the financial governance of JV’s and 3rd Party contracts.

- Margin: Pernis $1.1 bln, Moerdijk $1.0 bln
- Site Opex: Pernis $615mln, Moerdijk $210m

- NIBIAT: Pernis $235m, Moerdijk $372m
REQUIREMENTS
Finance Advisors demonstrate/have/develop:
- At least 5 years working experience
- University / applied sciences university (‘HBO’)
- Degree in Management Accounting (CIMA or RC)
- Fluent in English and preferably also in Dutch
- Expertise across the spectrum of Finance competences
- Ability to build rapport with and gain the confidence of various finance, business and manufacturing parties, both internal and external; building on strong knowledge and understanding of the business drivers, value and risk
- Competence and Confidence to act relatively autonomously as the Finance support for a production unit (‘Finance Manager’ of the production unit).
- Maturity and authority to decide when to involve CoEs and effectively play the independent Finance role
- Problem solving mindset with the courage to ensure professional financial rigor is applied to commercial decision-making process and risk management bringing analytics and insights to the table
- Project management skills and flexibility given the support across multiple activities/assets
- Ability to rapidly understand the specific business or function context for which activities in the pool concept are linked to
- Without having formal reporting lines, strong collaboration, communication & influencing skills are required; ability to deliver through other teams and peers; proven track-record to successfully work with FO as One – team
- Passion to understand and improve business performance
- Ability to stop / de-prioritize activities
- Having well-developed communicate skills to be effective at all levels in the organization and with relevant internal / external stakeholders.
- Ability to deliver high quality Finance support to the business using the pooling concept.
Understanding of the Chemicals and Fuels business, and the operation at a manufacturing site, culture and senior stakeholders is a pre but not a prerequisite.
