Hiika Akkaataan jechichaa hiika | በአዋጅ ቁጥር 163/2ዐዐ3 አንቀጽ 65 (1) መሠረት ይህ ደንብ ወጥቷል፡፡ ክፍል አንድ ጠቅላላ ድንጋጌዎች 1. አጭር ርዕስ ይህ ደንብ “የፍቼ እና አዶላ መምህራን ትምህርት ኮሌጆችን ለመመሥረት የወጣ ደንብ ቁጥር 162/2ዐዐ5.” ተብሎ ሊጠራ ይችላል፡፡ 2. ትርጓሜ የቃሉ አገባብ ሌላ ትርጉም | Now, therefore; in accordance with article 65(1) of proclamation No.163/2011 this regulation hereby issued. Part One General Provisions 1. Short title This regulation may be cited as “A regulation for establishing Fitche and Adola Colleges of Teachers Education No. 162/2013.” 2. biroo kan kennisiisuuf xxx xx’x xxxxx, dambii xxxx xxxxxxxxx: 1) “Xxxx Xxxxx Xxxxxxxxxxx” jechuun Xxxx Xxxxx Xxxxxxxxxx Xxxxxxxxx Xxxxxxx Xxxxxxxxxx. 2) “Biiroo” xxxxxxx Xxxxxx Xxxxxxxx Xxxxxxxxxx. 3) “Komishiinii Akkaadaamii” jechuun qaama adeemsa hojii baruu fi barsiisuu hoogganu jechuudha. 4) “Boordii” jechuun Dambii kanaan kan hundeeffame qaama ol’aanaa Kolleejjii Barnoota Barsiisotaa gaggeessu jechuudha. 5) “Koree maanajimantii” jechuun koree hojiiwwan Kolleejjicha keessatti xxxxxx xxxxxxx xxxxxxxxxxx gaggeessu jechuu dha. 6) “Leenjii gabaabaa” Jechuun Koollejota barnoota barsiistotaa Naannoo Oromiyaa keessatti argaman rakkoowwan hojii baruu fi barsiisuu keessatti mul’atan furuuf sadarkaa barnootaa fooyyessuuf osoo hin ta’in humna raawachiistummaa cimsuuf xxxxx hanqinnaalee jiran sakatta’uun beekumsaa fi dandeettii dura bu’oota, supparvayzaroota, ogeeyyii barnootaa fi barsiisota sadarkaa 1ffaa fi 2ffaa guutuuf sagantaalee barnootaan wal – barsiisuufii hubannoo uumuuf akkasumas rakkoo hawaasa naannoo | የሚያሰጠው ካልሆነ በስተቀር፣ በዚህ ደንብ ውስጥ፡- 1) “የአስተዳደር ምክር ቤት” ማለት የኦሮሚያ ክልል መንግስት ምክር ቤት ማለት ነው፤ 2) “ቢሮ” ማለት የኦሮሚያ ትምህርት ቢሮ ማለትነው፣ 3) “የአካዳሚ ኮሚሽን” ማለት በኮሌጆች ውስጥ የመማር ማስተማሩን ሂደት የሚመራ አካል ማለት ነው፣ 4) “ቦርድ” ማለት በዚህ ደንብ የሚቋቋምና የመምህራን ትምህርት ኮሌጆችን በበላይነት የሚያስተዳድር አካል ማለት ነው፣ 5) “የማኔጅመንት ኮሚቴ” ማለት በኮሌጁ ውስጥ እለት በእለት የሚከናወኑትን ተግባራት የሚመራ ኮሚቴ ማለት ነው፣ 6) “አጭር ሥልጠና” ማለት በኦሮምያ ክልል ውስጥ የሚገኙ የመምህራን ትምህርት ኮሌጆች በመማር ማስተማሩ ሥራ ውስጥ የማታዩ ችግሮችን ለመቅረፍ ሲባል የትምህርት ደረጃን ለማሻሻል ሳይሆን የትግበራ አቅምን ለማጠናከር ያሉትን ክፍተቶች በመፈተሽ የአመራሮችን 'ሱፐር ቫይዘሮችን 'የ1ኛ እና 2ኛ ደረጃ የትምህርት ባለሙያዎች እና መምህራኖችን ዕውቀትና ችሎት ለማዳበር ከተለያዩ የትምህርት ኘሮግራሞች ጋር ለማስተዋወቅና ግንዛቤን ለመፍጠር እንዲሁም በኮሌጆች አካባቢ ያለውን | otherwise, in this regulation: 1) “The Administrative Council” means the Administrative Council of Oromia Regional State. 2) “Bureau” means Oromia Education Bureau. 3) “Academic Commission” means the body in charge of leadership of the teaching-learning process of a college. 4) “Board” means the body granted the highest leadership power of the college as established by this regulation. 5) “Management Committee” means the committee that manages the daily activities of the college. 6) “Short Term Training” means a training provided for a short period with a view to avert a problems prevailing in the teaching learning activities of the teachers education colleges found in Oromia Regional state, not to upgrade educatioanla level, rather to promote the performance capacities of the heads,supervisors,educat ional experts and all 1st and 2nd level teachers given by identifying the existing problems so as to divelope their |
Koolleejjotaa furuuf yookiin hiikuuf leenjii yeroo gabaabaa ta’ee kennamuudha. 7) “Nama” jechuun nama xxxxxxxx ykn seeraan qaamni seerummaa kennameef jechuu dha. 3 Ibsa Koorniyaa Dambii kana keessatti jechi koorniyaa dhiiraatiin ibsame dubartiis ni dabalata. 4 Hundeeffamaa fi Itti Waamama 1) Kolleejjiin Barsiisota Fiichee kanaan booda “Kolleejjii” jedhamee kan waamamu dambii kanaan hundeeffamee jira. 2) Kolleejjiin Barsiisota Adoolaa kanaan booda “Kolleejjii” jedhamee kan waamamu dambii kanaan hundeeffamee jira. 3) Itti waamamni Kolleejjota kanaa Biiroo Barnoota Oromiyaatiif ta’a. 5 Kaayyoo 1) Barnoota sanyii, koorniyaa, amantii fi loogii kamirraayyuu bilisa ta’e, walqixxummaa fi ulfina dhala namaa cimsu kennuu. 2) Yaadni kabaja hojii fi badhaadhina uummataa tarkaanfachiisu akka dagaagu taasisuu. 3) Rakkoolee dhimma barnootaa waliin walqabatan irratti qorannaa fi qo’annaa saayinsaawaa adeemsisuu fi bu’aa faayidaa qabeessa | የሕብረተሰብ ችግር ለመቅረፍ /ለመፍታት/ ለአጭር ጊዜ የሚሰጥ ሥልጠና ማለት ነው፡፡ 7) “ሰው” ማለት በተፈጥሮ ወይም በህግ አካል ህጋዊ ሰውነት የተሰጠው ነው፣ 3. የፆታ መግለጫ በዚህ ደንብ ውስጥ በተባእት ጾታ የተጠቀሰው ቃል እንስትንም ይመለከታል፡፡ 4. ምስረታና ተጠሪነት 1) ከዚህ በኋላ “ኮሌጅ” ተብሎ የሚጠራ የፍቼ መምህራን ትምህርት ኮሌጅ በዚህ ደንብ ተመሥርቷል፡፡ 2) ከዚህ በኋላ “ኮሌጅ” ተብሎ የሚጠራ የአዶላ መምህራን ትምህርት ኮሌጅ በዚህ ደንብ ተመሥርቷል፡፡ 3) የነዚህ ኮሌጆች ተጠሪነት ለኦሮምያ ትምህርት ቢሮ ይሆናል፡፡ 5. ዓላማ 1) ከዘር፣ ከፆታ፣ ከእምነትና ከማናቸውም አድሏዊነት ነፃ የሆነ፣ የሰው ልጅን እኩልነትና ክብር የሚያጠናክር ትምህርት መስጠት፤ 2) የሥራ ክቡርነትንና የህብረተሰብን ብልፅግና የሚያራምድ አስተሳሰብ እንዲስፋፋ ማድረግ፤ 3) ከትምህርት ጋር ግንኙነት | knowledge and skill and to introduce and aware them with educational programmes as will as to avoid the provlems of societies around the college. 7) “Person” means any physical or juridical person. 3. Gender Reference Provisions of this proclamation set out for a masculine gender shall also apply to the feminine gender. 4. Organization and Accountability 1) Fitche College of Teachers Education hereafter called “college” shall be established by this regulation. 2) Adola College of Teachers Education hereafter called “college” shall be established by this regulation. 3) The colleges shall be accountable to Oromia Education Bureau. 5. Objectives 1) Provide education that is free from segregation of race, from gender and religion and strengthens equality and dignity of mankind; 2) to enable development of the values that enhance respect for work and prosperity of the people; |

Kutaa Lama | ባላቸው በተጎዳኙ ችግሮች ላይ ሳይንሳዊ ጥናትና ምርምር ማካሄድና ውጤታማ ግኝቶችን ማሰራጨት፤ 4) በመማር-ማስተማር ሂደት ውስጥ የደረጃውን ስርአተ ትምህርት ከህብረተሰቡ ባህል ጋር በማዛመድ ለማሻሻል የሚያስችል ጥናትና ምርምር የማካሄድ ችሎታ ያላቸውን የትምህርት ባለሙያዎች ማሻሻል፣ 5) ለሀገር ዕድገትና ልማት በቁርጠኝነት የሚቆሙ፣ ራዕይ ያላቸውና በሳል አመለካከት ያላቸውን የትምህርት ባለሙያዎችን ማፍራት፣ 6) ከማስተማር ሙያ በተጓዳኝነት በተለያዩ መርሃግብሮች ሌሎች ለማህበራዊ እድገት አስተዋጽኦ ያላቸውን ሥልጠናዎች ማስፋፋት፡፡ 6. የትምህርት መርሃግብሮች 1) በነዚህ ኮሌጆች የሚሰጡ ትምህርትና ስልጠናዎች የመደበኛ፣ የክረምትና የማታ መርሃግብሮች ይኖራቸዋል፡፡ ይህም በኦሮሚያ ትምህርት ቢሮ ፈቃድ ይሆናል፡፡ 2) ኮሌጆቹ እንዳስፈላጊነቱ | 3) Conduct scientific research on problems related to educational issues and disseminate important findings; 4) Improve skilled educational staff that have the capacity to do research that matches with the people’s culture and improves the level of education; 5) Produce educational staff that is visionary, knowledgeable and committed to the country’s development and prosperity; 6) Expand various training programs that contribute to social development side by side with the teaching profession. 6. Educational Programs 1) The teaching and training activities offered by the colleges will be carried out in regular, evening and summer programs. This is carried out based on approval from Oromia Education Bureau. 2) The colleges can offer short-term trainings as necessary. 7. Language of Instruction 1) The language of instruction of these colleges will be Afan Oromo, English and Amharic language |
Gurmaa’ina, Aangoo fi Hojii Qaamota Bulchiinsa Kolleejjotaa 8 Aangoo fi Hojii Kolleejjotaa Tokkoon tokkoon kolleejjota kanaa aangoo fi hojii armaan gadii ni qabaatu 1) Sagantaa barnootaa, leenjii fi qorannaa kan barsiisummaa fi ogummaa barnootaa sadarkichaatiif gahumsa gonfachiisu qopheessuudhaan hojiirra ni oolcha; 2) Kolleejjicha keessatti waltajjiiwwan marii fi qorannoon idilee ta’e hawaasa kolleejjichaa jidduutti akka cimuu fi sochii kanaan rakkoo kolleejjicha keessatti uumamu hiikuu fi akkasumas naamusa barattootaa ijaaruu fi fooyyessuun aadaan dimookraasii akka babal’atu ni taasisa; 3) Xxxxxxxx, Walargii fi Kora simpooziyeemii adda addaa ni qopheessa, kan qophaa’e irratti ni hirmaata; 4) Ulaagaa barbaachisaa fi gahaa ta’e qopheessuudhaan namoota leenjiidhaaf gahumsa qaban ni filata; 5) Hojiirra oolmaa paakeejii mirkaneeffannaa qulqullina barnootaa waliigalaa ni deeggara; hojii irra oolmaa isaa ni hordofa; 6) Waraqaa ragaa barnootaa fi leenjichaaf ta’u | አጫጭር ስልጠናዎችን መስጠት ይችላሉ፡፡ 7. የትምህርት ቋንቋ 1) የነዚህ ኮሌጆች የሥራ ቋንቋ አፋን ኦሮሞ ሆኖ የአማርኛ እና የእንግሊዘኛ የትምህርት ዓይነቶች በአማርኛ እና በእንግሊዘኛ ቋንቋ ይሰጣሉ፡፡ 2) አጫጭር ሥልጠናዎችን እንደ አስፈላጊነቱ ምቹ በሆነ ቋንቋ መስጠት ይችላሉ፡፡ ክፍል ሁለት የኮሌጆች አስተዳደር አደረጃጀት፣ ስልጣንና ተግባር 8. የኮሌጆች ስልጣንና ተግባር እያንዳንዱ ኮሌጅ የሚከተሉት ስልጣንና ተግባር ይኖረዋል፡፡ 1) ለደረጃው የሚመጥን የማስተማርና የትምህርት ዘርፍ እውቀት የሚያጎናጽፍ፡ የትምህርት፣ የስልጠናና የምርምር መርሃ-ግብር በማዘጋጀት ስራ ላይ ያውላል፣ 2) በኮሌጁ ውስጥ የውይይት መድረኮችና መደበኛ የሆነ ምርምር እንዲጠናከርና በዚህም እንቅስቃሴ በኮሌጁ ውስጥ ሊፈጠር የሚችልን ችግር መፍታት፤ እንዲሁም፣ የተማሪዎችን ስነምግባር | education is given by English and Amharic languages. 2) Short-term trainings can be conducted in the language that is found convenient. Section Two Organization,Power and Duties of Administrative Bodies of the Colleges 8. Power and Duties of the Colleges Each of the colleges shall have the following power and duties: 1) Prepare and implement educational program, training and research that can ensure the professional competence required for the educational level, 2) Cause discussion forums and researchs to be strengthened and solve problems which may occur in the college as well as build and improve the decipline of the students so as to expand democratic culture in the college, 3) Organize and participate on organized workshops, seminars and symposia, 4) Prepare appropriate and adequate criteria to select capable trainers for training, 5) Support and follw up the implementation of |

(b) Bakka bu’aa Biiroo ----- ---Miseensa (c) Itti gaafatamaa Waajjira | እንዲታተሙበት ያደርጋል፣ 10) የተለያዩ ስልቶችን በመጠቀም የውስጥ ገቢን ያሳድጋል፣ይሰበስባል፣የገቢ አጠቃቀም ስርዓትን በመጠበቅ ሥራ ላይ ያውላል፣ 11) ለተሰጠ የሙያ አገልግሎት ተመጣጣኝ ክፍያ ያስከፍላል፣ 12) አሳታፊ የሆነ ፣ በክልሉ ተጨባጭ ሁኔታ ላይ የተመሰረተና ችግር መፍታት የሚችል ትምህርትና ስልጠና ይሰጣል፣ 13) ቢሮንና ቦርዱን በማስጸደቅ ኮሌጁን ያስፋፋል ፤መዋቅርም ያስተካክላል፣ 14) የህብረተሰቡን ችግሮች የሚፈቱ ምርምሮችን ያካሄዳል፤የተገኙትንም ውጤቶች ያሰራጫል፣ 15) ክህሎትንና እውቀትን የሚያጎለብቱ ስልጠናዎችን ይሰጣል፣ 16) በቢሮ የሚመደቡለትን የአካዳሚ መምህራን በህጉ መሰረት ይቀጥራል፤የአስተዳደር ሰራተኞችን ይቀጥራል፤ ያስተዳድራል፣ለአካል ጉዳተኛ ሰራተኞች የተለየ ትኩረት ይሰጣል፣ | teachers assigned by the Bureau as per the law, employ administrative workers, manage same, give special attention for physically-disabled workers, 17)Conduct research to support the development of surrounding community, 18)Give teachers acadamic promotion, 19)Provide secular education, 20)Provide special support for female trainees, 21)Assess tha capacity of primary and secondary school teachers and give short term training on issues that need to be improved. 9.
