The subject of the order is the delivery of Wire rotary wrapping (branding) machine with transferring device (pay-off and take up) for „Establishment of a research and development center for flammability of cables and wires”, project applies for funding in Regional Operational Program of Podkarpackie Voivodship 2014-2020, co-financed by the European Union Funds.

II. OPIS PRZEDMIOTU ZAMÓWIENIA KOD CPV: 42000000-6 Maszyny przemysłowe 1. Przedmiotem zamówienia jest dostawa: Linii ekranowania kabli z urządzeniem zdawczo- odbiorczym 2. Jeżeli w jakimkolwiek miejscu opisu przedmiotu zamówienia zostały wskazane: nazwy producenta, nazwy własne, znaki towarowe, patenty lub pochodzenie materiałów czy urządzeń służących do wykonania niniejszego zamówienia, które wskazują lub mogłyby wskazywać na konkretnego producenta, nie stanowi to preferowania wyrobu czy materiałów danego producenta, lecz ma na celu wskazanie na cechy – parametry techniczne i jakościowe nie gorsze od podanych w opisie. Zamawiający dopuszcza w takim przypadku składanie ofert równoważnych z zastosowaniem innych materiałów i urządzeń niż opisane nazwą producenta, nazwą własną, znakiem towarowym, patentem lub pochodzeniem materiałów czy urządzeń służących do wykonania | II. The subject of the order is the supply of: Wire rotary wrapping (branding) machine with transferring device (pay-off and take up) 2. Whenever own/proper name, merchandise, certificates, trademarks, patents, origins of the materials or equipment used for the manufacturing of the subject of this enquiry, indicating a specific producer, will be given, it will not be considered preferable, but will indicate the characteristics of a certain technical parameters and quality (being not lower than specified in the given enquiry). In such case, the Ordering Party allows an equivalent solution, choosing the offer with the use of other materials and equipment not marked with the name of producer, trademark, own/proper name, patent or origin of those used to manufacture the subject of this enquiry; providing that they will |
niniejszego zamówienia, pod warunkiem, że zagwarantują one uzyskanie parametrów technicznych, eksploatacyjnych i jakościowych nie gorszych od założonych w niniejszym zapytaniu. Oferent, który powołuje się na rozwiązania równoważne jest obowiązany wykazać, że oferowane przez niego materiały, urządzenia spełniają określone wymagania przez Zamawiającego. Ciężar udowodnienia, że wyrób jest równoważny w stosunku do założeń określonych przez Zamawiającego spoczywa na składającym ofertę. 3. Oferent określi w złożonej ofercie okres gwarancji, przy czym okres ten nie może być krótszy niż 12 miesiące i podlegać będzie on ocenie na podstawie kryterium oceny ofert: okres gwarancji. Niepodanie okresu gwarancji lub podanie krótszego niż wymagany minimalny skutkować będzie odrzuceniem oferty. Okres gwarancji biegnie od dnia podpisania przez Zamawiającego Protokołu Odbioru. 4. Wymagania techniczne nie gorsze niż (urządzenie musi być nowe): Specyfikacja A – Urządzenie ekranujące do kabli: • typu heliakalnego co do oplotu i obwoju, • zakres średnic oplatanych kabli światłowodowych – od 3mm do 15mm, • średnica koła odciągu – min. 500mm, • liczba zdawczych szpul oplatarki – 24, • prędkość kołowrotu oplatarki – nie mniej niż 175 obrotów/minutę, • materiał i forma oplotu – taśm mineralnych ognioodpornych oraz materiałów włóknistych metalowych i mineralnych, • możliwość regulacji naciągu wiązki materiału oplatanego w każdym wózku i dla różnych materiałów, • urządzenia zdawcze oplotu (wózki oplatarki) wyposażone w układ rozpoznanie końca nawoju szpuli, • urządzenie wyposażone w nie mniej niż 500 szt. specjalistycznych szpul zdawczych oplotu z zapewniających funkcję przytrzymania końca nawoju, | guarantee technical, exploitative and quality parameters not lower than specified in the enquiry. A bidder who will decide to offer an equivalent solution is obliged to prove that the used materials fulfill the requirements of the Ordering Party. The responsibility to prove that the specification meets the requirements is on the Bidder. 3. The Bidder states the guarantee period in the offer, which cannot be shorter than 12 months, and it will be a part of the assessment of the offer based on the criterion ‘guarantee period’. Not providing the guarantee period in the offer, or appointing a shorter than required, will result in the rejection of the offer. Guarantee period starts with the date of signing the Receipt Report by the Ordering Party. 4. Technical requirements should be not worst then (devices must be brand new.): Specification A Wire rotary wrapping (braiding) machine: • braiding and taping helical type, • diameter range for fibre optic cables to be wrapped – from 3 mm to 15 mm, • diameter of the tensioning pulley – not less than 500 mm, • number of let-off coils – 24, • rpm – not less than 175, • Material and layout of wrapping and braiding – mineral tapes, fireproof, metal and mineral yarns, • possibility of monitoring and adjusting tension for strands of wrapping materials, individually for each trolley and for various materials, • let-off units for the wrapping (braiding) material (wrapping/braiding machine trolleys) shall be provided with facilities to detect end of the wrapping /braiding strands on each coil, • the machine provided with necessary number (not less than 500 pcs) of specialized let-off coils with the function to hold ends of wrapping /braiding in place, |

III. TERMIN WYKONANIA ZAMÓWIENIA Realizacja nie później niż do 31.10.2018 r. – dostawa (wraz z uruchomieniem) w miejsce wskazane przez Xxxxxxxxxxxxx. | III. IV. WYMAGANIA W STOSUNKU DO OFERENTA 1. Jest uprawniony do występowania w obrocie prawnym, zgodnie z wymaganiami ustawowymi. 2. Posiada uprawnienia niezbędne do wykonania przedmiotu zamówienia. 3. Ponosi wszystkie koszty związane z przygotowaniem i dostarczeniem oferty. 4. Posiada niezbędną wiedzę i doświadczenie, dysponuje potencjałem ekonomicznym i technicznym, a także pracownikami zdolnymi do wykonania zamówienia. 5. Profil jego działalności i struktura wewnętrzna nie są sprzeczne z zasadą równości szans. 6. Znajduje się w dobrej sytuacji ekonomicznej i finansowej zapewniającej wykonanie zamówienia. 7. Nie jest powiązany osobowo ani kapitałowo z Zamawiającym poprzez: uczestniczenie w spółce jako wspólnik spółki cywilnej lub osobowej; posiadanie co najmniej 10% udziałów lub akcji; pełnienie funkcji: członka organu zarządzającego | IV. V. OPIS SPOSOBU PRZYGOTOWANIA OFERTY 1. Ofertę należy przedstawić na załączonym do zapytania ofertowego formularzu (załącznik nr 1). Oferty złożone na innych formularzach zostaną odrzucone i nie będą podlegać ocenie. 2. Złożenie formularza ofertowego wraz z przedstawieniem ceny netto w PLN za realizację przedmiotu zamówienia. W przypadku ceny netto wyrażonej w innej walucie niż PLN zostanie ona przeliczona po średnim kursie ogłoszonym przez NBP z ostatniego dnia roboczego sprzed dnia wystawienia oferty. W cenie należy uwzględnić wszystkie wymagania określone w niniejszym zapytaniu ofertowym oraz koszty jakie poniesie Dostawca z tytułu należytej oraz zgodnej z obowiązującymi przepisami realizacji przedmiotu zamówienia 3. Zamawiający dopuszcza możliwości składania ofert częściowych. 4. Oferta może być wypełniona komputerowo lub czytelnym pismem ręcznie. 5. Wszystkie pola oferty (załącznik nr 1) muszą być uzupełnione. 6. Zamawiający odrzuci ofertę nieuzupełnioną w obowiązkowych polach lub złożoną po terminie. Wykonawcy z tego tytułu nie przysługują żadne roszczenia. 7. Oferta musi być podpisana przez osobę do tego upoważnioną 8. Do formularza oferty należy uzupełnić załączony szczegółowy opis przedmiotu zamówienia, którego dostawę oferuje wykonawca. Niedostarczenie przez oferenta szczegółowego opisu przedmiotu zamówienia skutkować będzie odrzuceniem oferty bez rozpatrzenia. 9. Oferent może złożyć tylko jedną ofertę. The offer must be submitted on the attached inquiry form (Attachment I). Offers submitted on any other form will be rejected. 2. Offer should be submitted with the price presented in net value in PLN currency for the realization of the order. If the offer will be submitted with the price given in any other currency than PLN, it will be converted according to average currency exchange values provided by the NBP, from the last working day from the date of submitting the offer. The price should include all the requirements specified in this inquiry and all the costs which will be indulged by the Bidder in accordance with all legal points of the realization of the offer. 3. The Ordering Party accept partial offers. 4. Offer should be submitted in writing (computer type or legible hand writing). 5. All fields of the offer (attachment I) should be fulfilled. 6. The Ordering Party will reject any offers with missing information or submitted after the deadline. The Bidder will have no legal reasoning for this subject. 7. The offer must be signed by the authorized representative. 8. The offer should include a detailed description of the subject of the order, the delivery of which is assured by the Bidder. Not providing the detailed description will result in the decline of the offer. 9. VI. MIEJSCE ORAZ TERMIN SKŁADANIA OFERT 1. Ofertę należy przesłać za pośrednictwem: poczty, kuriera lub też dostarczyć osobiście na adres: Fibrain Sp. z o.o. Oferent może przed upływem terminu składania ofert wycofać swoją ofertę i ponownie złożyć nową. Wycofanie oferty wymaga formy pisemnej. 5. Zamawiający zastrzega sobie możliwość unieważnienia postępowania w każdym czasie bez podania przyczyn. 3. Zamawiający zastrzega sobie prawo dokonywania zmian warunków zapytania ofertowego. Oferenci, którzy złożyli oferty przed wprowadzeniem zmian zostaną poinformowani o tym fakcie i będą mieli prawo do wycofania oferty i złożenia jej ponownie zgodnie z wprowadzonymi zmianami. 4. Złożone oferty oraz załączniki nie podlegają zwrotowi. 5. Zamawiający może żądać od uczestników dokumentów potwierdzających spełnianie wymogów określonych w punkcie II p. 4 niniejszego zapytania. 6.
