需要不迟于 2020年12 月 8 日星期 2 下午 6 点 [香港时间] 呈交, 内容需包括以下项目:
a. IT1 (a) 标书内容说明内的电子文档, 以及签署完成连同见证人签署的投标表格. 投标表格内的工程总额需与附件C 内的费率表总额一致。
b. Excel 活页簿显示最高工程保证价格的明细项目及显示出根据项目大纲内要求的所有必要设计需求及工程项目的设计计划书。 此明细项目必需清楚地标识出所有必要的基础工程项目并且必需分别标识有关费用。 明细项目内显示的数量不构成合同的一部分。
c. 完整的电子设计计划方案需包括建议的平面图, 效果图以定义承建商的建议。 计划书内需包括物料图及设计参考,并根据性能规格要求作准则。
d. 详细工程时间表以Microsoft project 2007 或早期版本呈交, 需清楚显示出工程步骤。
e. 提交一份方法声明, 说明工作顺序。
f. 保险证明书,包括承建商的第三者全保,,雇员补偿及专业赔偿保险。
g. 本次工程的主要管理人员及项目团队需至少包括 1 位富有经验的高级室内设计人员及 1 位项目经理作为工程主要联络人员。
h. 主要管理人员简历以及工程项目中发挥的作用。
i. 分包商名单 (机电工程顾问或其他)
j. 工程总最高保证金额为:港元$ 10,500,000 ($845 per sq.ft)
IT3 所有投标金额必需为港元, 并且不会对货币汇率波动进行调整。 IT4 此给投标者的投标项目大纲摘要应作为合同的一部分。
IT5 不得对本招标文件进行任何尺寸或数量更改或删除, 否则该标书均不予批核。
IT6 投标者必需对照目录中所提供的页码检查招标工程书的文件页数,如发现有任何遗失, 重复或不明确内容, 必须立即通知项目监理并作出一致的修改。
IT7 若投标者对招标文件内容有任何疑问, 必须于交回招标文件前, 以文件形式去信客方或项目监理要求解释。 客户可自行决定把该投标问题及回复转发予所有投标者。
IT8 若投标者认为信息/图纸/数据不完整可能会影响其招标文件, 则投标人可要求客户安排作检查。
IT9 对于上述有可能之错误而导致的承判商的损失, 一概不承担任何责任, 承判商亦不能作出任何索偿。
IT10 任何对本招标文件的任何限制都会使投标者的招标文件被取消资格。
IT11 投标者应知悉及明白在其价格中已被视为涵盖了设计, 基本工程费用, 间接费用,工程管理费用以及其他临时费用等与工程相关的费用。
IT12 投标金额将被视为最高保证金额, 物料及人工波动不会影响最终价格且不会因招标文件的错误而进行修改。
IT13 客方不一定接受收到的报价最低或可能收到的任何招标。
IT14 仅邀请入围的投标者进行设计演示。 客方没有责任承担任何费用予未有受邀的投标者。
IT15 投标者被视为拥有有效的商业登记证并有相关证明文件授权其进行招标文件中所述的工程。

1.6 本工程采用的技术规范
1.6.1 招标文件、施工图纸(设计文件)所提供的技术规范、标准、规程、图集等。
1.7 招标方式:公开招标。
1.8 受发包单位委托,中标单位负责本工程项目向政府部门相关规划、消防等部门的报建及验收手续,发包单位只协助相关的盖章工作。费用由投标单位在工程报价中考虑。
二、工期要求
2.1 本工程开工日期:合同签订之日起五天内,以招标人通知开工日期为准。
2.2 本工程竣工日期以中标单位送交竣工报告并通过建设单位验收及消防验收通过的日期为准。
2.3 中标单位必须负责该项目建设、消防、电力等部门的报审、验收等报批手续,时间含在建设工期内。
四、工程报价
x工程报价应包含安装、调试、费用、税金、风险费等所有工程费。
4.1 工程量清单报价书以港币为货币单位,报价书内单价小数点后四舍五入。直接费、总投标报价均取整数,小数点后第一位四舍五入(单位为元)。
4.2 投标人应根据工程规模和施工图纸对招标人提供的工程量清单进行核对,存在疑义的,应在质疑时限内与招标人取得联系。
五、无效标界定
有下列情况之一者,投标文件无效,按无效标处理。
5.1 投标文件未符合招标文件有关规定;
5.2 工程量清单报价书中的各项报价金额(指各横、竖栏的金额、小计或合计)出现误差。
5.3 投标文字模糊不清(指评委会 2/3 人无法辨认)。
5.4 投标文件逾期送达。
六、 投标费用
6.1 投标人应承担其参加本招标活动自身所发生的一切费用。不管投标结果如何,招标人对上述费用不负任何责任。
七、其他说明事项
7.1 投标单位领取招标文件、投标文件格式后,对其内容、份(页)数等方面应认真核对,如招标文件、投标文件格式有缺少份数、漏页或其他方面问题,投标单位应在领到资料后 2 日内向招标单位提出更正,否则,由此引起的投标损失自负。
7.2 招标人只对中标公司发出中标通知书。
7.3 招标人有权根据实际需要调整、更改部份设计,中标人应根据招标人的要求施工。

第一条 工程概况

及門禁系統等工程]
1.4 承包方式:包工、包料、包工期、包质量、包安全、包协调管理、
包验收。
1.5 工期:本工程自 2020 年 12 月 14 日开工,于 2021 年 3 月 8 日竣工。工期 85 日历天。具体开工日期以甲方通知开工日期为准。

第二条 甲方工作
2.1 严格执行施工规范、安全操作规程、防火安全规定、环境保护规定。严格按照图纸或做法说明进行施工,做好各项质量检查记录。参加竣工验
收,编制工程结算。
2.2 施工中未经甲方同意或有关部门批准,不得随意拆改原建筑物结构及各种设备管线。
第三条 关于工期的约定
3.1 甲方要求比合同约定的工期提前竣工时,应征得乙方同意,并支付乙方因赶工采取的措施费用。
3.2 因甲方未按约定完成工作,影响工期,工期顺延。
3.3 因乙方责任,不能按期开工或中途无故停工,影响工期,工期不顺延。
3.4 因设计变更或非乙方原因造成的停电、停水、停气及不可抗力因素影响,导致停工 8 小时以上(一周内累计计算),工期相应顺延。
第四条、合同价款的调整、结算与支付 4.1、合同价款及调整
4.1.1 本合同价款采用固定价格(固定单价)方式确定。
4.1.2 双方约定合同价款的其他调整因素:按照《招标文件》规定的准予调整的增减工程量项目单价的计算方式为:投标报价工程量清单报价表已有单价的按相应投标价进行调整;没有的按市场价计算由双方协商确定。
第五条 关于材料设备供应
5.1 乙方应负责材料的保管及成品半成品的保管工作。
5.2 乙方提供的材料设备产品质量必须标准要求。
第六条 争议或纠纷处理
6.1 本合同在履行期间,双方发生争议(包括但不限于工程价款结算争议)时,在不影响工程进度的前提下,双方可采取协商解决或请有关部门进行调解。
6.2 乙方变更设计。乙方提出合理化建议涉及到变更设计和对原定材料的换用,必须经甲方代表同意后方可实施。
6.3 发生设计变更后,在双方协商时间内,乙方按下列方法提出变更价格,送甲方代表批准后调整合同价款:
1、合同中已有适用于变更工程的价格,按合同已有的价格变更合同价款;
2、合同中只有类似于变更情况的价格,可以此作为基础确定变更价格,变更合同价款;
3、合同中没有适用和类似的价格,由乙方提出适当的变更价格,送甲方代表批准后执行。
设计变更影响到工期,由乙方提出变更工期,送甲方代表批准后调整竣工日期。
6.4 竣工验收。工程具备竣工验收条件,乙方应向甲方代表提供完整竣工资料、竣工验收报告和竣工图。甲方代表收到竣工验收报告后 7 日内组织有关部门验收,并在验收后 5 天内给予批准或提出修改意见。
第七条 附则
7.1 本工程需要进行保修或保险时,应另订协议。
7.2 本合同正本两份,双方各执一份。

现场施工条件由投标人自行调查。

2、工作内容
全部项目的施工、安装、调试、维护、保修、验收、移交;自购设备、材料的采购、运输及保管;招标人提供的材料(如有)交接后的保管;旧装饰的拆除。
四、装修管理费用明细表
投标单位应就装修收费问题详询物业公司,物业公司收取的各项费用由投标单位负责支付,包括但不限于装修管理费、审图费、垃圾清运费、装修押金等。
评标细则
1、评定标工作坚持公平、公正、公开和平等竞争的原则,结合工程实际,依照本办法对各投标单位及其投标文件进行综合评价,然后再择优选择中标单位。
2、投标文件有下述情形之一的,为未能对招标文件作出实质性响应,有重大偏差和保留,作废标处理:
① 投标文件载明的招标项目完成期限超过招标文件规定的期限。
② 报价书中的材料与样品不一致。
③ 投标文件中,投标人没有对全部费用及费率进行报价。
④ 不符合招标文件中规定的其它实质性要求。
本工程采用分项计分法进行评标,其工作顺序为:
按照评标细则的规定及招标文件中的相关规定对入围的投标文件进行有效性评定,确定有效的入围投标人。
有效入围投标人经综合评分法最高评分者为中标单位 。
CONDITIONS OF CONTRACT
CC1. PROJECT PARTICULARS
a) The Client is China Industrial Securities International Financial Group
b) The Client’s Representative/Project Manager will be the authorised representative of Colliers International
c) The Design and Build Contractor is the party to whom this Contract is awarded.
d) The Mechanical and Electrical Engineer is the party to whom this Contract is awarded.
CC2. SCOPE OF WORKS
The Works to be carried out under this Contract comprises the design, supply, off- loading, assembly, installation, testing, adjustment, commissioning and maintenance of the works required to fit out at
i. 32/F, Infinitus Plaza, Central
to the satisfaction of the Client’s Representative, all as shown on the approved design, such design is to be developed in accordance with the Client’s Requirements.
All works are to be carried out in accordance with the Landlord’s Fitting out guide, the documents comprising this guide are attached and form part of these Conditions of Contract.
All necessary site survey(s), design development, working drawings, specifications, shop drawings, mock-ups etc. as required by the Client’s Representative are included in the Price.
All necessary vetting and submission fees required by the landlord or their consultants are to be provided by the Contractor.
All necessary fitting out deposits, required by the landlord are to be provided by the Contractor and allowed for in the Price. The deposit returned by the Landlord on completion of the Works will be to the benefit of the Contractor. The Client will be liable to the Contractor for the return of any fitting out deposit received from the Landlord in this respect.
It is specifically agreed that the Scope of the Works is to include all necessary works which are required to implement and carry out the whole of the Works. Whilst the breakdowns are to detail the major items of work required it is agreed that all other items not specifically mentioned in the schedules which are required to complete the works in accordance with the approved design are included. The Works will include but will not be limited to the design and installation of the following:-
▪ Design and modification to the air-conditioning and ventilation as necessary
▪ Design and modification of the lighting installation
▪ Design and modification of the electrical distribution
▪ Modification of plumbing and drainage as necessary
▪ Creation of new server room
▪ Co-ordination with the Client’s IT Contractor for:
▪ Server rack equipment
▪ Audio visual equipment
▪ New ELV system
▪ Security / Access control conduit
▪ Leak detection system
▪ Structured cabling
▪ All necessary cable containment
▪ Modification of fire services installation
▪ New ceiling and ceiling finishes
▪ New doors and partitions
▪ New wall and floor finishes
▪ New fixtures and accessories
▪ Glass white boards
▪ Roller Blinds c/w stainless steel pull cords
▪ New floor finishes
▪ All necessary co-ordination of equipment and system furniture and Client’s
direct purchase items
▪ Loose furniture
▪ Custom made furniture
▪ System furniture
▪ Signage and accessories
▪ Provision of Operation and Maintenance Manual (including all as-built drawings, guarantees and warranties)
▪ EMSD acknowledgement of the energy efficiency audit
Upon acceptance of the Design & Build Contractor’s proposal the Design & Build Contractor will be required to fully develop the design to the approval of the Client. Upon approval of the final design the price will be adjusted by reference to the rates submitted in the Contractor’s Breakdown of the Guaranteed Maximum Price and the resultant price will be converted to a Lump Sum Price. The defined scope of works for this resultant Lump Sum Price will be based on the approved specification and drawings. Under no circumstances except for a change in scope of the works will this Lump Sum Price exceed the Guaranteed Maximum Price
The Contractor shall not cause any damage to the Works, the Site and shall keep the Site and the Works in a clean, clear, safe and orderly state. The Contractor shall be responsible for disposing of, away from the Site and in a proper manner, waste, rubbish and any other thing not incorporated in the permanent Works. The Contractor shall be liable for, and shall make good any loss or damage which happens to the Works or any part thereof attributable to any act, omission, neglect or default of the Contractor.
The Contractor shall ensure, and represents and warrants to the Client, that:-
(a) the Works and each part thereof shall be fit for its intendedpurpose;
(b) the Works and each part thereof shall comply with this Contract, the approved design, the Landlord's requirements and all applicable laws and with all applicable codes, standards, guidelines and the like and with good engineering and building practice, as, in each case, the same may be amended from time to time before the Certificate of Practical Completion is issued.
CC3. SITE
The Site of the Works is located at
i. 32/F, Infinitus Plaza, Central
Contractor acknowledges that it has allowed for any disruption and restriction to the access of the Site in the price and is responsible for making such arrangement to obtain access to the site for the works.
Contractor is deemed to have made yourself thoroughly acquainted with the location, access to the Site, storage and working space, existing building and services and all aspects of the Works which might affect your working and have allowed for all these in your Price.
Contractor’s working hours at the Site shall be within the working hours stipulated by applicable Government Regulations or guidelines the fitting out guide or other guidelines issued by the Landlord. These regulations, guidelines or handbooks form part of the specification of the works of this contract.
Contractor is required to undertake its Contract Works in accordance with all applicable, laws and regulations of the Hong Kong including but not limited to safety to workers and contractor’s subcontractors if any. No monetary or non-monetary claims whatsoever will be considered by the Client for the ignorance of the above requirements.
CC4. COPYRIGHT
It is agreed that the copyright of any contractor design items will be vested in the Client upon payment of the design fee as identified in the Schedule of Rates.
CC5. SUBMISSIONS
The Contractor is responsible for producing all necessary drawings required for submissions to the landlord or the landlord’s consultant’s and for obtaining all necessary approvals prior to the commencement of the works.
CC6. CONTRACT DOCUMENTS
The Contract Documents shall consist of the following:
a) Returned RFP Document
b) Articles of Agreement
c) Conditions of Contract
d) Design submission
e) Schedule of Rates (Quantities and descriptions do not form part of the Contract)
f) Correspondence (but only if the parties have agreed in writing that the same shall form part of the Contract)
CC7. TERMS OF PAYMENT
It is agreed that the terms of payments shall be the following terms and will be based on the % applicable to the relevant Stage:
• On confirmation of appointment | 10% |
• On commencement of works on site | 20% |
• On completion of 50% of the works on site (by value) | 20% |
• On practical completion with the submission of As- Build drawings, O&M manual | 40% |
• On expiry of the 12-month Defect Liability Period after Practical Completion or on the issuance of the certificate of making good defects by the Project Manager(whichever is the latter) | 10% |

All payments will be certified by the Client’s Representative within 7 working days upon receiving your payment application and will be honoured by the Client within 45 days from end of the month and the presentation of the payment certificate.
CC8. CONTRACT PERIOD

When the Works have been substantially completed and have satisfactorily passed any final test that may be required, you may serve notice in writing to that effect to the Client’s Representative requesting the Client’s Representative to issue a Certificate of Practical Completion in respect of the respective stage of the Works.
Upon the expiry of the Maintenance Period and when all outstanding work and all work of repair, reconstruction, rectification and making good defect, imperfection, shrinkage and fault shall have been completed all to the satisfaction of the Client’s Representative the Client’s Representative shall issue a Certificate of Making Good Defects.
CC9. INSURANCE
It is agreed that Contractor will be responsible for, Contractors All Risk Insurance, Employees’ Compensation insurance and Third Party Insurance. These insurance’s shall be placed with a reputable insurance company to the satisfaction of the Client. The Third Party Insurance must cover the construction period and the maintenance period (or until the Certificate of Making Good Defects, whichever is later) and must be for a minimum of HKD20 million with unlimited reinstatements.
CC10. VARIATIONS
It is agreed that the Client’s Representative may issue instructions requiring variations. No variation required by the Client’s Representative shall vitiate this Contract. On receipt of a written instruction issued by the Client’s Representative the Contractor shall immediately and diligently proceed with the works. The term “variation” means the alteration or modification of the design, quality or quantity of the fitting out works including changes to any sequence, method or timing of construction specified in the Contract. It is also agreed that all variations required by the Client’s Representative shall be measured and valued by the Quantity Surveyor for inclusion in the final account.
CC11. EXTENSION OF TIME (EOT)
Upon it becoming reasonably apparent that the progress of the Works is or will be delayed, Contractor shall forthwith give written notice of the cause of the delay to the Client’s Representative within 5 days, and if in the opinion of the Client’s Representative the completion of the Works is likely to be or has been delayed beyond the Date for Completion or beyond any extended time previously fixed under this clause.
a) by a variation ordered, or
b) by reason of you not having received in due time necessary instructions from the Client’s Representative for which the Contractor specifically applied for in writing on a date which having red to the Date for Completion or to any extension of time then fixed under this clause was neither unreasonably distant from nor unreasonably close to the date on which it was necessary for him to provide the instruction
c) by delay on the part of other fitting out contractors, artists, tradesmen or others engaged by the Client in executing works not forming part of this Contract, or
d) by reason of the Contractor not being given occupation of the Site,
e) by force majeure, or
f) by reason of delay in partial payment by the Client for 30days
g) default attributable to the Client
the extension in question, may if in the opinion of the Client’s Representative, the delay was unreasonable, be adjusted taken into account the delay in notification, then the Client’s Representative shall so soon as he is able to estimate the length of the delay beyond the date or time aforesaid confirm in writing a fair and reasonable EOT for completion of the Works. If contractor fail to comply with the notice requirement of the EOT claim, the Contractor shall provide the Client’s Representative with such further documents and information as it may require and shall use its best endeavor to mitigate or overcome any delay regardless of whether
it was entitled to an extension of time. The Contractor shall not be entitled to an extension of time if and to the extent that the relevant delay, costs, event, circumstance or other matter is attributable to any default or neglect of the Contractor.
For the avoidance of doubt, even where the Contractor fails to submit an application for an extension of time, the Client’s Representative may, if it believes appropriate to do so, issue one to the Contractor.
CC12. LIQUIDATED AND ASCERTAINED DAMAGES
If Contractor fails to complete the Works due to cause which the Contractor are responsible by the Date for Completion on site or within any extended time fixed under the terms of this Contract and/or CC11 above, it is agreed that the Contractor shall pay the Client a sum calculated at the rate of 0.5% of contract sum per day for as Liquidated and Ascertained Damages for the period during which the Works shall so remain or have remained incomplete, and the Client may deduct such sum from any monies due or to become due to Contractor under this Contract.
CC13. DETERMINATION
If you shall become bankrupt or having a receiving order made against you or shall present your petition in bankruptcy or shall make an arrangement with or assignment in favour of your creditors or shall go into liquidation or shall have an execution levied on your good or if the Client’s Representative shall certify in writing to the Client that in his opinion that you: –
a) have abandoned the Contract, or
b) without reasonable excuse have failed to commence the Works, or
c) have suspended the progress of the Works for 5 days after receiving from the
Client’s Representative notice in writing to proceed, or
d) despite previous warning by the Client’s Representative in writing is failing to proceed with the Works with due diligence or is persistently in breach of any of your obligations under the Contract, or
e) have sub-let the Works, or
f) have to the detriment of good workmanship or in defiance of the Client’s Representative’s instruction to the contrary sub-let any part of the Works,
then the Client may after giving at least 2 days’ notice in writing to you enter upon the Site and the Works and expel you therefrom without thereby avoiding the Contract or releasing you from any of your obligations or liabilities under the Contract or affecting the rights and powers conferred on the Client or the Client’s Representative by the Contract and the Client may complete the Works or may employ any other contractor to complete the Works and the Client or such other contractor may use for such completion so much of the Constructional Plant, temporary buildings and materials which become the property of the Client.
As the Client may think proper and the Client may at any time sell any of the said Constructional Plant, temporary buildings and the unused materials and apply the proceeds of sale in or towards the satisfaction of any sum due or which may become due to the Client from you under the Contract.
This Contract may be terminated by Contractor upon 5 days written notice to the Client, if:
a) there is a material breach of this Contract by the Client and the Client has not remedied the breach within 14 days after receipt of Contractor’s written notice to rectify such breach; or
b) the Client shall become bankrupt or having a receiving order made against the Client or shall present the Client's petition in bankruptcy or is the subject of one or shall make an arrangement with or assignment in favour of the Client's creditors or shall go into liquidation or shall have an execution levied on the Client's goods.
In the event of a termination, Contractor shall be entitled to payment for all accepted Works completed as of the date of the termination
CC14. ARBITRATION
In the event of any dispute, controversy or claim arising out of or relating to this contract, including the validity, invalidity, breach or termination thereof, parties will first attempt to resolve the matter by negotiation. If the matter cannot be settled within 5 working days after one party informs the other of the same, either party may then refer the matter to the Hong Kong International Arbitration Centre to be settled by arbitration in Hong Kong under the Hong Kong International Arbitration Centre Administered Arbitration Rules in force when the Notice of Arbitration is submitted in accordance with those Rules. The number of arbitrators shall be one. (The arbitration proceedings shall be conducted in English.)
The award of such Arbitrator shall be final and binding on the parties.
CC15. UTILITIES
The Contractor shall provide all temporary power and water necessary for the works.
CC16. SECURITY
The Contractor is responsible for Site Security until the day of handover of the works CC17. CARE OF THE WORKS
The contractor is responsible for care of the works up to and including the day of handover of the Works.
CC18. CORRESPONDENCE
The following correspondence shall form part of the Contract Documents: -
(a) Returned this RFP Document
(b) Performance specification
(c) Design documentation and Material board
(d) Schedule of Rates
(e) Post tender correspondence between the parties
In case of discrepancies or divergence between the terms and conditions of the above correspondence listed in the correspondence of the later date shall take precedence.

a. Design Brief
1. Project Description
The site of the Works involves the fitting out works at
i. 32/F, Infinitus Plaza, Central
The tenderer shall prepare proposal which all the Works, consultancy services and materials provided to this tender.
The scope of works of the project includes the following:
Fitting Out Works at 32/F, Infinitus Plaza
• New office fit-out works at 32/F, Infinitus Plaza
• The design and build contractor shall complete the construction works for the Hub Room 21 calendar days in advance before the date of PracticalCompletion
• The size of server room is enough to allow for one cabling rack. Construction of all the walls and doors with 2-hours FRP and anti-static raised flooring
• The sufficient provision of permanent power, 24 hours air-conditioning, fire service and data point to the server room for the Specialist Contractor to carry on the supply and installation of structured cabling. IT equipment and security system etc.
• All exterior & interior finishes of the HubRoom
• The Server Room shall be handed over to the Specialist Contractor employed by the Client to carry out their works inside the Hub Room
• Space planning & Headcount minimum requirement:
a. One sea view conference room
b. Manager enclosed rooms (80sqft perroom)
c. Open office area– as many as possible with the remaining space with Benchdesk
d. Retain server room
e. Two pantry needed in whole floor
• The guidance budget of construction works included builder works, NSC MEP costs and
client’s security vendors G4S cost (excludes loose furniture, system furniture, AV system, IT and TEL system, ELV system to be carried out by the direct contractors) is HK$10,500,000.00 HK$845 per sq.ft(net). The design and build contractor is required to submit the proposal within the project budget.
b. OUTLINE SCOPE
1. INTRODUCTION
All works, and materials should be carried out in accordance with the relevant Hong Kong Building Regulations and standards.
All materials should be sourced locally. Where materials are not available this should be identified for the CISIFG acceptance and alternative products selected.
It is expected that as part of the design development the chosen design and build contractor will develop the details of the design and materials based on local best practice. Materials and finishes may change in accordance with the design but equivalent standards should bemet.
Check and develop the design in accordance with space requirements and all other requirements contained in the design brief, with proposed amendments as necessary. Raise and resolve any issues with CISIFG where the requirements will not be met.
Where new finishes are specified it is expected that all necessary strip out is included to allow the proposed fit out.
Design and Build Contractors should include for the design, supply and construction of all works except IT, AV, Security equipment. The structured cabling and all necessary patching and accessories will be provided by other vendors. The RFP should include for all IT and telecoms and other low voltage conduit and include for the preparation of the furniture schedule in conjunction with CISIFG. The Contractor is to allow for all necessary coordination and attendance to other vendors or CISIFG’s directvendors.
2. GENERAL DESCRIPTION OF THE WORKS

▪ Installation of new feature and front of house lighting by using CISIFG’s lighting product
▪ Cable containment for all low voltage systems
▪ Structured cabling (by others)
▪ Attendance on security vendor

The intent is to fit out the space to meet CISIFG’s requirements for general office and ancillary accommodation to a high corporate standard. It is understood that CISIFG does not have a defined corporate standard.
The Design and Build Contractor is to propose a layout and design based on the requirements of the design brief.
It is envisaged that the Design and Build Contractor will be appointed as soon as the scope and price can be finalized
The appointed design and build contractor will work with CISIFG to identify items that can be re-used in the new design such as

▪ AV equipment
▪ System furniture – workstation, chairs & pedestal
▪ System furniture storage
▪ Light fixture
▪ Cable ladder

3. SPACE STANDARDS
The accommodation is to be built out as per the following Requirements. It is the intention that the current system furniture desking is being re-used.
4. ADJACENCIES
The design and build contractor is to review and comment on the adjacencies required and is to make recommendation for changes that are required to comply with means of escape regulations or which would result in increased efficiency due to base building limitations.
5. DESIGN
It is preferred that the proposed design solution allows as much natural light as possible to permeate the space to provide a light airy environment. The design and build contractor is to follow the layout plan developed by CISIFG. All offices and meeting room partitions are to be acoustic partitions. If the proposed design solution is a glazed partition, there must be a sound baffle above the ceiling to the soffit of the slab.
The design and build contractor is encouraged to propose a palette of materials that works with XXXXXX’x
corporate colours.
6. CONFERENCE ROOMS
The conference room (14-16 ppl) is to be designed to incorporate,

The design and build contractor is required to coordinate the supply and installation of all the furniture with their programme of works and to provide all necessary attendance to the furniture contractor.

CONSTRUCTION WORK AND STANDARDS
Office Areas – to be in accordance with the Architectural Performance Specification. Any changes
proposed to this specification are subject to the Client’s written approval.
All gypsum partitions to internal offices and meeting rooms to be Acoustic Partitions.
MECHANICAL AND ELECTRICAL
Mechanical and Electrical
All design and installation works are to comply with the requirements of the Buildings Energy Efficiency Ordinance. The Design and Build Contractor is responsible for all necessary designs installation and submissions and this portion of the service will be deemed complete on receipt of the acknowledgement letter from EMSD.
Where there is any discrepancy between the requirements of the Buildings Energy Efficiency Ordinance and this design brief the requirements of the Ordinance will prevail.
1. MECHANICAL VENTILATION AND AIR CONDITIONING
1.1 Cooling
Air conditioning throughout all areas via existing air-conditioning system. Reorganize existing ductwork and equipment to suit layout.
Allow local control to individual offices, meeting rooms and zones. Control by localized ceiling mounted thermostats.
1.2 Central Plant
Chilled water provided by landlord to suit local conditions.
1.3 Ventilation
Offices/IT areas - to local standards Pantry - to local standards

CHW provided by landlord.

2. ELECTRICAL SERVICES
2.1 Cabling
Cabling:
All cabling to be concealed in partitions, ceiling void and chased into floors and walls or concealed under raised floor. No cabling to be surface fixed
2.2 Power
Tap off existing electrical incoming power system for tenants use. New MCB lighting and power boards to floor.
Design power allowances on LV distribution to local standards. General lighting allowances:-
Lighting 30 W/m2 (18w/m2 fluorescent – 12w/m2 tungsten)
Small power 25W/m2 generally 600W/desk
2.3 Lighting
The lighting layout is to be developed by the design and build contractor. All necessary lighting fixtures and accessories and final circuits will be provided by the Contractor.
Remark: The client requested the D&B contractor to install their company lighting product for the lighting system.
Emergency fittings to all means of escape, access to stairs and notional corridors to Hong Kong codes to be provided.
2.4 Fire Alarm
Fire alarm system to comply with applicable Hong Kong regulations. Extension from landlord fire alarm system as necessary.
2.5 Security and Access Systems
Building works to provide containment for front door and door entry system. Access control for out of hours use. Access to restricted areas to be controlled by electronic strike activated by proximity card reader. Cable containment power and electric strikes / EM locks / drop bolts by the Contractor, cabling and HID card readers, hardware supply & install by Clients direct Contractor.
2.6 Data/Telecom
Builders works to provide containment for data and power. Reorganize existing data and voice cable to suite approved layout.
2.7 Service Distribution -

Allow for each island workstation (i.e. 4 or 6 or 8 workstation) of 2 x data point Cat6 or equivalent; and 2 x 13A socket outlet per desk (the 2 power socket to be individual fuse termination to MCB)
1 x 6 way power extension bar per workstation. The power extension bar to be equipped with different country socket adapter.
Each enclosed office/meeting room is to provide at least 2 x data points Cat6 or equivalent; and 4 x 13A socket outlet, and provide conduit wiring for cabling from TV to meeting table
Lab and showroom is to provide at least 4 x data point Cat 6 or equivalent; and 8 x 13A socket outlet

3. Sprinklers
Reorganize sprinklers to suit new arrangement.
Concealed type sprinkler heads to be used for all areas where a gypsum ceiling is adopted.
Design to local codes the following specification has been written to achieve the minimum standards for quality and performance. If the Contractor chooses to offer a higher specification, then it will be at the Contractor’s own discretion.

This Specification shall be read in conjunction with other documents
The work shall be carried out in accordance with the requirements of the Local Building By-laws and to the satisfaction of the Local Building Authorities empowered to control the quality of the work in the district where the work is situated, and the Contractor must acquaint himself of such requirements that may affect his price. The Contractor shall comply with all reasonable instructions and directions given from time to time by The Client and/or his Representative for the purpose of ensuring that the work shall be carried out in accordance with this Specification and completed at the proper time.

PERFORMANCESPECIFICATION
a) Partitions
General
− All materials used in the construction of plasterboard steel stud drywall partition systems must be carefully stored and protected on the construction site. Plasterboard shall be stacked flat and protected from moisture.
− Plasterboard sheets to be of sizes (2400mmH x 1200mmW) required to provide a minimum number of joints between sheets.
− Fill with white plaster all joints, screw holes, and depressions on wallboard surfaces exposed to view to provide smooth, seamless surfaces, and square, neat corners.
− Use jointing compounds and reinforcing tapes in conformance with manufacturer's specifications. Ensure that wallboard is tight against framing members, fasteners are properly depressed, and adhesives have sufficiently cured.
− Securely fix top and bottom tracks according to manufacturer’s recommendations, at a maximum of 450 centers.
Acoustic Partition
− Provide approved impermeable sound insulation material to fill space between top of partition and structure to provide for deflection.
− Back all joints with a framing member.
− Provide sound seal at all joints and in all locations where structural members, pipes, ducts, etc. penetrate acousticpartition.
− Seal full perimeter of cut-outs around electrical boxes, ducts etc. Seal openings in outlet boxes and the like.
− Do not locate power/telephone/data outlet boxes back to back.
Fire Rated Partition
− All fixing installation of Fire Rated Partitions to be strictly in accordance with the manufacturer’s details
to provide the required FRP and to suit local authority’s requirements.
b) Glass
General
− All glass is to be of best quality of approved manufacturer, and be free from bubbles, smoke wanes, air holes and other defects.
− Tempered glass shall have structural integrity and shall not contain any harmful scratches, pinholes, unevenness, and sharpedge.
− The glass shall be neatly cut to fit the rebates with 3mm clearance all round and the rebates shall be primed before glazing.
− On completion, all glass shall be cleaned both sides and any broken, cracked or defective panes shall be replaced at the Contractor’s own expense.

2.8 Cement sand Screeding and Plastering

PERFORMANCESPECIFICATION
a) Carpet Tile
General
− Carpet tile to be supplied and installed by the Contractor including all fixings and accessories.
− Floor and room temperature should be maintained at 65F for 24 hours before installation. Relative humidity should not exceed65%.
− Floor to be level and free of grease, oil, paint, dirt, wax etc. All holes, cracks depressions must be filled with latex patching compound.
− Concrete floors to be sealed.
− Carpet tile to be installed according to the manufacturers instructions.
− Carpet tile are to be set out from the center of the rooms and corridors so that any cutting takes place at the extremities.
b) Broadloom
General
− Carpet to be installed according to the manufacturers instructions
− Carpet is to be fastened to floors with double fastening strips to prevent pulling away from walls due to frequent shampooing and shrinkage; such strips shall be securely anchored to concrete floors by means of concrete nails.
− All seams shall be free of puckering and shall lie flat. Carpet must be stretched properly so that all surfaces are smooth, unwrinkled, and without twist in the seamed work. All cut edges must be free of fraying. Pattern design in weaves to be matched and lined up.
− Where carpet meets ceramic tile, marble, or wood flooring, carpet pile height should be approximately 3mm higher than wood or ceramic material. This may require elimination of padding or feathering of padding.
c) Stone and Tile
General
Stone
− All Stone shall be of sound stock and uniform texture and shall be free from holes, seams, clay pockets, spalls, stains and other defects that would impair the strength, durability and appearance of the work.
− Inherent variations characteristic of the Stone and the quarry from which the Stone is to be obtained shall be brought to the attention of The Client at the time the samples are submitted for approval and shall be subject to approval of The Client. Xxxxx provided at time of installation shall be of same quarry, color, veining and other characteristics as that previously approved by The Client.
Cement Sand Screeding and Plastering
− All plastering, unless otherwise described, shall be applied in two coats to walls to a total thickness of 12mm finished with a steel trowel. Plastering to ceilings and soffits shall be similar. All arrises shall be slightly rounded.
− All screeding shall be of nominal 50mm thick and shall not be less than 25mm thick.
− All brickwork shall be thoroughly cleaned, the joints raked out and well wetted before and kept damp during rendering.
− Concrete surfaces to be hacked for key before rendering or screeding.
Waterproofing
− All floors to be protected with the waterproof membrane should be primed with a waterproofing primer. The primer may be applied by brush or roller and should be worked into the surface to ensure that pores, hairline cracks or pinholes are filled.
− To the fully prepared surfaces, apply the waterproof membrane by brush, roller or trowel to achieve a total minimum dry film thickness of 1mm. Each coating must be allowed to fully dry before subsequent coats used to obtain specified coverage are applied.
− The substrate must be sound, clean, dry and free from dirt, oil, grease, loose matter and other contaminants. Surface defects must be made good. Sheeting should be suitable for wet areas and securely fastened to theframework.
− Open joints, gaps, etc. should be filled flush with a suitable flexible, water resistant, one or two component low modulus polyurethane sealant in accordance with the manufacturer's instructions. Joints over 4mm wide should be supported by a suitable foam backing rod.
− Special requirements for floor joints, flooring, wastes, hobs, extent of work, shall be considered and all preparation and application work must account for these particular needs.
Vinyl Tile, Sheet Vinyl
− Sheet vinyl to be installed according to the manufacturers guidelines. Seams to be properly sealed.
− The Contractor shall check on site and allow for any making good work to the existing floor to receive vinyl tiling.
− The sub floor is to be completely clean and dry before laying.
− A 12mm thick plywood backing is required to install vinyl sheet on the raised floor.
− Tiles are to be set out from the center of all rooms and corridors so that any cutting required takes place at the extremities.
− The tiles are to be glued to the sub floor with approved glue. All marks of the glue are to be removed from the surface of the tiles and the tiles are to be waxed and polished before handover.

PERFORMANCESPECIFICATION
General
− All plasterboard ceilings shall be installed in strict accordance with the manufacturer's written instructions.
− All suspension system, unless otherwise stated, shall be fabricated from corrosion resistant material. If they are of such materials that react with aluminum they shall be separated from the aluminum by materials that do not react with it adversely.
− All openings in the ceilings to accommodate installation of light fittings, sprinkler heads, air- conditioning grilles, return air slots, speakers, smoke detectors, etc. shall be provided by the Contractor. The Contractor shall allow in his tender for all necessary cutting, framing, suspension system and additional edge trims and hangers in connection with the provision of such openings.
− All suspension systems and ceiling boards must comply with the flame spread classification and fire resistant requirements laid down by the local authority.
− The Contractor shall be deemed to have included in his rates for everything, whether specified herein or otherwise, to comply with the above requirements.
− All damaged or improperly installed units shall be removed and replaced at the Contractor's own expenses.
− Access panels to be printed where required. The Contractor to submit details and locations for Client's approval.
− All openings in the ceilings to accommodate installation of light fittings, sprinkler heads, air- conditioning grilles, return air slots, speakers, smoke detectors, etc. shall be provided by the Contractor. The Contractor shall allow in his price for all necessary cutting, framing, suspension system and additional edge trims and hangers in connection with the provision of such openings.

PERFORMANCESPECIFICATION
a) Wallcovering
General
− The Contractor will make good all holes and indentation, touch up including hair cracks rub and sand down to a smooth and level surface for the existing walls before the application of the wallcovering.
− The Contractor will apply an approved alkali resisting primer to seal all walls to receive wallcovering.
− The Contractor will install all wallcoverings with the manufacturer’s specified pre-mixed adhesive that is to be applied thoroughly and evenly to the back of the wallcovering.
− All joints are to be perfectly met with both ends wiped clean of surplus adhesive. A clean roller or brush is to be used to drive out all air bubbles.
− Where applicable pattern matching must be perfect.
− Upon completion of the installation all areas are to be cleared of excess materials. All left over rolls or part rolls are to be turned over to The Client.
b) Wall painting
General
− Paints shall be mixed and/or stirred and used strictly in accordance with the manufacturer’s
instructions.
− All tints, shades and colors of paints and the priming, undercoat and finishing coats shall be obtained from the same manufacturer.
− The tints of undercoats are to approximate those of the finishing color. However, in order to indicate the number of coats applied a difference shall be made in the tint of each succeeding coat.
− Sample showing colors of all paints to be used shall be prepared by the Contractor as and when directed by The Client for his approval and at the Contractor’s own expense.
− The application of ‘coats of paint’ to a material shall mean the following:

PERFORMANCESPECIFICATION
a) Timber
General
− Joinery shall be fabricated in accordance with the Contractor’s approved shop drawings.
− Timber generally shall be the best of its kind. It is to be thoroughly seasoned and kiln dried. It is to be free from wormholes, large loose or dead knots or other defects, sawn die square and without warping, splitting or other defects. Where exposed it is to be matched for color and graining.
− Timber materials above finished ceilings should be avoided. However, if necessary, timber ceilings and support materials above ceilings shall have fire retardant treatment. The Contractor shall submit proposed treatment for approval of Landlord/Building Management and/or the local authority before the works commence.
− All plastic decorative laminated sheeting is to be of best quality of approved manufacturer.
− Samples showing the surface texture and pattern are to be submitted for The Client’s approval before
fixing.
− The rates for carpentry and joinery work are to include for all cutting and waste, notching, holes, housing ends, miters, ends and shaped ends, angles, junctions, etc. for all nails, spikes, pins or brads, and for all necessary templates or moulds, and any hacking off and clearing away existing plaster as necessary. The rates shall also include for the provision of all samples and shop drawings.
− Should joints in Xxxxxx'x work open, or other defects arise within the Warranty Period stated in the Contract, and the cause thereof be deemed by The Client to be due to unseasoned timber or faulty or bad workmanship, such defective joinery shall be taken down, refitted, redecorated and/or replaced if necessary and any work disturbed shall be made good at the Contractor's expense.
b) Timber veneer
General
− The timber veneer throughout shall be of approved manufacture and supply, well made and equal in every respect to the samples to be approved by The Client. All the timber veneer shall be supplied and installed by the Contractor in accordance with the manufacturer’s instructions.
− Timber veneer generally shall be the best of its kind and is to be thoroughly seasoned and kiln dried. It is to be free from wormholes, knots or other defects. All joints are to be matched for color and graining.
c) Plastic laminate
General
− The laminate throughout shall be of approved manufacture and supply, well made and equal in every respect to the samples to be approved by The Client. All the laminate shall be supplied and installed by the Contractor in accordance with the manufacturer’s instructions.
− Sheeting must not be applied to timber with moisture content of more than 15% or at temperature of less 15C(60F). The sheeting is to be applied only to close grained plywood or medium density fiberboard to ensure a smooth ripple free surface; it is not to be applied to open grained plywood.
