（７）入札方法
入札金額については、各社において設定する契約電力に対する単一の価格（月額）及び使用電力量に対するは単価（同一月においては単一のものとする。）を記載すること。（小数点以下を含むことができる。）落札の決定は、当法人が提示する予定電気量の対価を入札書に記載された入札金額に従って計算した総価で行うので、当該総価を上記の単価と併せて記載すること。なお、入札金額の総価には電気の供給に必要な一切の諸経費を含めたものとする。
落札価格については、入札書に記載された金額に当該金額の８％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の１０８分の１００に相当する金額を入札書に記載すること。
２．競争参加資格
（１）予算決算及び会計令第７０条の規定に該当しない者であること。なお、未xx者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
（２）予算決算及び会計令第７１条の規定に該当しない者であること。
（３）全省庁統一競争参加資格において「物品の製造」または「物品の販売」でＡ、 Ｂ又はＣ等級に格付けされている者であること。
（４）電気事業法第３条第１項の規定に基づき、一般電気事業者としての許可を得ている者又は同法第１６条の２第１項の規定に基づき特定規模電気事業者としての届出を行っている者であること。
（５）二酸化炭素排出係数が入札説明書にて規定される数値以下であること。

この一般競争に参加を希望する者は、競争参加資格に関する証明書等の書類を

（４）入札の無効
本公告示した競争参加資格のない者の提出した入札書、入札者求められる義務を履行しなかった者の提出した入札書、その他入札の条件違反した者の提出した入札書は無効とする。

（６）落札者の決定方法
予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。ただし、落札者となるべき者の入札価格よっては、その者より当該契約の内容適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することがxxな取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち最低の価格をもって入札した者を落札者とすることがある。

（７） Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall
➀ not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
➁ not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ A party who participates in the proposed tender shall have a Grade A, B or C in the “Manufacture of Articles” or “Selling of Articles” in the qualification for participating in tenders laid down by the single qualification for every ministry and agency.
Ⓐ A party who participates in the proposed tender shall have a license to conduct a General Electricity Business as stipulated in Article 3, Paragraph 1, of the Electricity Business Act or have made notification to conduct a Specified-Scale Electricity Business as stipulated in Article 16-2, Paragraph 1, of said Act.
Ⓒ The Co2 emission factor shall not be higher than that specified in the tender explanation.
