December 2000. General Services attempts to negotiate a volume purchase agreement with Oracle, but these negotiations are unsuccessful. Beginning January 2001 According to DOIT, the enterprise work group—comprised of members of DOIT, the state data centers, and occasionally attended by other state agencies, including General Services and Finance—reaches a consensus that the State leverage its purchasing power for Oracle and Computer Associates products, both widely used in state and local government, by purchasing at a volume discount rate. The work group verbally recommends that the State employ a more beneficial contracting method, but does not specify a type of purchasing vehicle. February 2001 Logicon makes the first of several presentations to DOIT and other state agencies regarding enterprise software solutions and the relative merits of various acquisition methods including ELAs. February 28, 2001 DOIT sends out its survey to all state, city, and county chief information offiicers, asking for information on their usage of all Oracle products and possible interest and participation in a statewide, pooled acquisition of Oracle software. April 17, 2001 Logicon presents its proposal on the Oracle software cost reduction initiative. Initially it estimates savings of over $114 million could result from an ELA. Xxxxxxx states that a contract must be signed by May 31, 2001. This is the first Logicon presentation attended by Finance's Technology Investment Review Unit (TIRU). May 1, 2001 DOIT issues a management memo on its IT acquisition policy, focusing on IT acquisition planning and oversight processes. Xxxxxxxx, Mr. xx Xxxxxx expressed the Commission’s satisfaction with progress in economic stabilisation and reform achieved so far in the former Yugoslav Republic of Macedonia and welcomed the authorities’ determination to further stimulate market forces. He also noted that since the independence of the country, substantial progress has been made with democratisation and the development of good-neighbourly relations and regional co-operation in south-eastern Europe. While macro-financial assistance will help the country with pursuing its stability-oriented budgetary and monetary policy, EIB lending is expected to help the country to develop more intensively its transport infrastructure. Though a variety of instruments the EU is therefore contributing to strengthening domestic and foreign direct investment, in particular from the EU, stimulate growth and reduce unemployment on former Yugoslav Republic of Macedonia. In July 1997, the Council decided to support the country’s comprehensive stabilisation and reform efforts through a macro-financial loan of ECU 40 million with a view to reinforcing its official reserves. A first instalment of ECU 25 million was made available in September 1997. This assistance is complementary to the important financial support provided by the IMF and the World Bank. The proposed guarantee for EIB loans should allow financing of projects contributing to the economic development of the former Yugoslav Republic of Macedonia and, in particular, those which present a common interest for the FYROM and the EU. Consistent with the conditions indicated in the annex to the Financial Protocol of the Co-operation Agreement, the envisaged Bank lending could be supported by an amount of up to ECU 20 million from the Community budget in the form of interest subsidies. In 1997, the Community has moreover allocated grant financial support to the FYROM under the regular annual PHARE envelope for an amount of ECU 25 million (including ECU 10 million for cross-border co-operation with Greece) as well as an additional amount of ECU 8 million. These grants will be essentially used for promoting SME development, public investment and education.

As a result of the above and according to the latest discussions between GFF and Bourdais, GFF and Bourdais have agreed on the sale of SPGI and Xxxxxx & Bourdais to GFF. GFF and Bourdais intend to enter into new discussions as soon as possible with the Buyer in view of agreeing on the terms and conditions of a new property management joint venture agreement.
