Seniority Definitions. A. System Seniority shall be defined as the length of employment by an employee with the Board as computed from the employee's most recent date of hire.

State seniority is defined as the total length of continuous service which an employee has in a position or succession of positions within the employ of the State of Ohio, its political subdivisions, its public libraries or public library districts dating back to the employee's first date of hire, except as provided in the following paragraph. For employees originally appointed on or after July 1, 1992, credit for state seniority shall be granted only for service in positions paid for by warrant of the Auditor of State. Under the terms of this Agreement state seniority shall only be used for the purpose of determining annual vacation scheduling and reduction in the work force.

Bargaining Unit seniority is defined as the total number of cumulative compensable hours with a cap of 1664 hours per year worked from most recent hire date into the Bargaining Unit as specified in Article 2 of this Agreement. Once entered in the Bargaining Unit compensable hours will be counted for all classifications worked. The Employer and the Union agree to continue an hours based seniority system provided that an acceptable methodology can be worked out. If not, seniority will be based on date of hire. Hours reported for the pension trust would henceforth be used for seniority.

State Service shall be as recorded in the PPS (Payroll Personnel System) Continuous Service Hours Counter; except that no hours paid in excess of eighty (80) in a bi-weekly pay period shall be credited. No hours shall be credited for time in non-career appointments, on lost time, suspension, leave of absence without pay (except military leaves of absence for up to 10,400 hours in accordance with federal statutes) or layoff except that school year employees in the Department of Education shall receive continuous service credit for the period of seasonal layoff. Employees off work due to compensable injuries or illness shall continue to accumulate seniority for the full period of illness or disability precisely as though they had been working.
