Ability to Grieve. If, following the completion of the investigation process, the matter is not resolved to the complainant’s and union’s satisfaction, the grievance may proceed under the grievance procedure as provided for in Article 7, provided that such grievance shall not be subject to the Step 4 arbitration procedure contained in Article 7.
