Abnormal Site Development Costs. 7.6.1 Policy DM04 (Sustainable Construction) of the DMP requires that all new residential developments in Waveney meet full Code for Sustainable Homes standards. Policy DM04 states; 7.6.2 Part L changes of the Building Regulations come in to effect on 6 April 2014 so the development of new residential dwellings will be required to deliver the Code for Sustainable Homes level 4. 7.6.3 In 2011, the Communities and Local Government published the 'Cost of Building to the Code for Sustainable Homes – updated cost review'.
