ABSENCE OF RIGHTS IN THIRD PARTIES. A. No provision of this Agreement shall be construed in any manner so as to create any rights in Persons or Entities that are not a party to this Agreement other than Treasury as contemplated in Article VI hereof. The provisions of this Agreement shall be interpreted solely to define specific duties and responsibilities between the Owner, CHFA, and the Asset Manager (as agent and representative of CHFA), and shall not provide any basis for claims of any other Person or Entity other than Treasury.
