Academic and Administrative Staff. 1. The Academy shall strive to recruit and retain academic and administrative staff with the highest possible qualifications. 2. In order to maximize efficiency and cost-effectiveness the Academy shall develop a plan and conclude appropriate arrangements for part-time or visiting academic staff and shall encourage States, International Organizations, universities and other relevant institutions to consider supporting the staffing of the Academy, including by secondment of staff.
