Access to Existing Facilities. A Participating Party in a subsequent Development Phase may propose to access the Facilities installed for a previous Development Phase in accordance with Article 14 (Facilities and Gathering Systems). The proposal shall require approval by Vote of the Participating Parties in the previous Development Phase and shall include the basic terms under which the access is to be granted. If the proposal is approved, it shall be incorporated into a formalFacilities Use and Production Handling Agreement” and shall bind all Parties.
