ACE Transfers and Pooling. Participating Vessels and/or Permits may transfer ACE to other Participating Vessels and/or Permits, or otherwise redistribute or pool ACE to other Participating Vessels and/or Permits, provided that the Manager is notified and provides his consent to such redistribution or pooling. A Participating Vessel and/or Permit may only transfer or lease ACE to vessels or permits participating in other sectors after meeting the right of first refusal requirements contained in Section 2.09 of the Operations Plan and Agreement and receiving approval from the PCS Board. All transfers to or from vessels or permits participating in other sectors must be approved by the Regional Administrator, as required by Amendment 16 and its implementing regulations.
