ADMINISTRATIVE RIGHTS. 2.01 The Association acknowledges that, subject to The Police Services Act, R.S.0. 1990, as amended, it is the function of the Board to: (a) Establish the complement of the Service, which shall consist of a Chief of Police and such other police officers and such constables, assistants and civilian employees as the Board considers adequate, and further to deploy and assign such members of the Service in a manner the Board deems necessary for the effective, efficient and economical carrying out of the operation and administration of the Police Service; (b) Maintain order, discipline, and efficiency; (c) Hire, discharge, classify, transfer, promote, demote, and suspend or otherwise discipline any member of the Service covered by this Agreement, provided that claim of discriminatory promotion, classification, demotion, or transfer, or a claim that any such member of the Service has been discharged or disciplined without just cause, may be the subject of either a grievance or follow the provisions of The Police Services Act and dealt with as provided; (d) Generally to manage the operations and undertakings of the Police Service in a manner the Board deems necessary for the efficient and economical carrying out of the operations of the Police Service.
