ADMISSION CERTIFICATION. Under the Pre-Admission Certification/ Concurrent Review Program, the doctor’s recommendation for nonemergency hospitalization is reviewed and “pre-certified” before the individual is admitted to the hospital. Any elective nonemergency hospital stay (including maternity admissions) must be pre-certified.
