Affected System Upgrade Facilities. The Transmission Interconnection Studies for the Transmission Project identified New York Power Authority (“NYPA”), Castleton Power, LLC (for the Fort Orange Substation), Holcim (US) Inc. (for the LaFarge Substation), and ADM Milling Co. (for the ADM Milling Substation) as Affected System Operators, which systems are impacted by the Transmission Project. Affected System Upgrade Facilities. The Transmission Interconnection Studies for the Transmission Project identified Rochester Gas and Electric Corporation (“RG&E”) and Niagara Mohawk Power Corporation d/b/a National Grid (“National Grid”) as Affected System Operators, which systems are impacted by the Transmission Project. The Facilities Studies conducted for the Transmission Project identified certain Network Upgrade Facilities required for these Affected Systems. The Facilities Studies identified the following work on RG&E’s transmission facilities: Add a new 100 Mvar shunt reactor at its Rochester Station 80 345 kV Substation; and Upgrade line protection systems at its Station 255 Substation. This work will be performed in accordance with the terms of an engineering, procurement, and construction agreement by and among the NYISO, Transmission Developer, and RG&E. The Facilities Studies identified the following work on National Grid’s transmission facilities: Modifications to its Five Mile Station, including updates to its protection, controls & integration, and telecommunications equipment; and Integrate the Transmission Developer’s New ▇▇▇▇▇▇▇▇ Station into National Grid’s SONET ring used for line protection. This work will be performed in accordance with the terms of an engineering, procurement, and construction agreement by and among the NYISO, Transmission Developer, and National Grid.
Affected System Upgrade Facilities. For purposes of this Agreement, the Affected System Upgrade Facilities are those elements of the Transmission Project and the related Network Upgrade Facilities that impact the Affected System Operator’s facilities. Specifically, the Affected System Upgrade Facilities consist of the Transmission Project 1.A and the Network Upgrade Facilities 1.B identified below.

This work will be performed in accordance with the terms of an engineering, procurement, and construction agreement by and among the NYISO, Transmission Developer, and NYPA. However, the NYISO reviewed a non-material determination request of Transmission Developer and determined that certain feeder re-ratings would not result in any Network Upgrade Facilities at the NYPA substations, other than a relay setting evaluation.
Affected System Upgrade Facilities. For purposes of this Agreement, the Affected System Upgrade Facilities are those elements of the Transmission Project and the related Network Upgrade Facilities that impact the Affected System Operator’s facilities. Specifically, the Affected System Upgrade Facilities consist of the Transmission Project 1.A and the Network Upgrade Facilities 1.B identified below. A. Transmission Project 1.A The Affected System Upgrade Facilities include the following elements of the Transmission Project: • Replacement of the seven (7) towers owned by Affected System Operator, consistent with design (recognizing the 7 towers are double circuit) as prescribed by Connecting Transmission Owner for Connecting Transmissions Owner’s single circuit towers, to support the upgraded Connecting Transmission Owner-owned 115kV Alcoa (NM) - ▇▇▇▇▇▇▇▇ Line #12 and the existing APGI Line #10 (115kV interplant transmission line), • Removal of the existing latticed towers, • Removal of the existing wire and hardware, and • Installation of new foundations, poles, hardware, conductor, shield wire, and transfer of all-dielectric self-supporting (“ADSS”) conductor.

NYPA The Transmission Interconnection Studies for the Transmission Project identified that certain Network Upgrade Facilities at NYPA’s ▇▇▇▇▇ 345 kV Substation are required in connection with the Transmission Project. This work will be performed by NYPA, and cost will be allocated between NYPA and LS Power, in accordance with the terms of the First Amended and Restated Participation Agreement, dated as of January 28, 2021, entered into between NYPA and LS Power.
Affected System Upgrade Facilities. The Transmission Developer shall inform the Affected System Operator of the termination of one or more of the Interconnection Agreements or the Development Agreement within ten (10) days of the termination of the agreement(s).

The section of the line from Alcoa-NM Substation to structure 24 (twenty-five (25) structures numbered 1 to 24, including 4.5) is a single circuit (Line 12 only) and is owned by the Connecting Transmission Owner. After structure 24, the structure numbering changes and counts down from structure 138 to structure 132. Structures 138 to 132 are double circuit structures owned by Affected System Operator along with Affected System Operator’s Line #10 Tie Line, which is also located on these structures. The last structure before the Connecting Transmission Owner’s ▇▇▇▇▇▇▇▇ Substation is structure 131, and it is owned by the Connecting Transmission Owner. SERVICE AGREEMENT NO. 2476 For the Transmission Project, a portion of the current alignment will move to a shorter more efficient route. Structures 132 and 133 owned by the Affected System Operator will be removed by the Affected System Operator and replaced by the Connecting Transmission Owner with two (2) single steel poles (owned by the Connecting Transmission Owner, numbered 19 and 20). The Connecting Transmission Owner’s structures 1 through 24 will be removed and replaced by the Connecting Transmission Owner with twelve (12) new light duty steel H- Frame structures, five (5) new H-Frame structures on concrete foundations, and one (1) new 3-Pole Steel Structure on concrete caisson foundations (new structures 1 to 18). Structure 131 will also be removed and replaced by the Connecting Transmission Owner with one (1) single steel pole (numbered 21).
