AFL-CIO Unfair List. Whenever a Contractor is found guilty by the Joint Conference Board of issuing NSF checks to Workmen covered by this Agreement or to the Southern California Plastering Institute Trust or is found guilty of non-payment of wages, the Local Union shall reserve the right to place the Contractor on the AFL-CIO unfair list.
