Agency Head. If the grievance is not resolved at step 1, the employee or Union may appeal the grievance in writing to the Agency Head or designee within fifteen (15) calendar days after the response is required from step 1. The Agency Head or designee shall respond within fifteen (15) calendar days from the date of receipt of the grievance.
