- Alternatives Consideration. The CITY and Caltrans have already considered multiple alternatives prior to this contract. As noted above, a detailed description will be developed of the alternatives that will be advanced for further consideration. The Project Description will also include discussion of alternatives considered but eliminated from further evaluation, based on the evaluations leading up to identification of the proposed project described in the 2011 Alternatives Study, and other relevant available existing information. This description will provide the basis for the “viable” alternatives vs. alternatives that should no longer be considered. The rationale for alternatives that have been considered but will no longer be evaluated will be documented during this early phase, and provided to the CITY and PDT for review, comment, and ultimate concurrence. CONSULTANT assumes that following early PDT agreement on alternatives, the following proposed environmental technical studies will be performed on up to two build alternatives. CONSULTANT will also develop summary information for the Environmental Document for mandatory alternatives such the No Build Alternative and Transportation Systems Management, and compare them against their ability to meet the purpose and need. CONSULTANT will complete this task using existing available and relevant information, and coordination with the traffic analysis.
