Allocations for Part C Finance Code (FIN) 446 423 will be loaded in the SERVS State Educational Record View Submission (SERVS) Financial system. Special Education Administrative Units (SEAUs)/LEAs IEIC Fiscal Hosts will be required to accept the funds under “Manage Allocations/Competitive Awards” by checking the boxes indicating that you have read and agreed to the Statement of Assurances and by applying the electronic signature. LEAs IEIC Fiscal Hosts will be required to submit all expenditures in on the Special Education Data Reporting Application (SEDRA) under Funding Source Code small “xh.” (small x). The data will be edited and validated in on SEDRA. Data without errors as of the end of day Tuesday will be extracted from SEDRA by summed to the Uniform Financial Accounting and Reporting Standards (UFARS) object code level and finance code each Wednesday morning by 7:30 a.m. and loaded into SERVS Financial overnight Wednesday. The updated budget will be budgets are generally available in SERVS Financial on ThursdayThursdays. XXXx IEIC Fiscal Hosts will be able to view (read only) their budgets, budgets but will not be able to amend the budget through SERVS Financial. Any changes to your budget will need to be made in SEDRA so that data validations can be applied. The budget will automatically become funded and active by in SERVS Financial except those that have SERVS Financial errors, i.e., budget is less than draws or budget exceeds allocation or funds have not been accepted. Expenditures must be reported in UFARS using FIN 446423. UFARS is Minnesota’s legally prescribed set of accounting standards for all school districts and is an integral part of the accounting and reporting process. Minnesota school districts, charter schools, cooperative districts, area learning centersIEIC fiscal hosts, private alternative schools and nonpublic non-public schools are required by law to prepare financial reports and annual budgets. Draws will be requested in the SERVS system at the finance code level, level based on expenditures identified within each allowable code set up in an approved grid, grid specific to the finance code. Note: Unexpended funds in the current year can be balanced forward. However, these funds have a 24-month obligation and therefore can only be balanced forward one year. The regional Professional Development Facilitator Finance Code 423 – IDEA FFY 2019 Special Education Part C (PDFages 0-2) is expected to: Responsibility #1: Fully support the implementation of state level requirements and initiatives in collaboration with MDE. Tasks Actively participate in monthly meetings, webinars and professional development (PD) days with MDE. Participation may be in-person or through the use of technology. In consultation with the Regional Low Incidence Facilitator (RLIF), PDF may participate in state implementation teams and work-groups if requested by MDE. In consultation with the RLIF, establish and maintain a calendar of work days, with 90 percent of days scheduled when local program leaders are also in work status. Communicate appropriate information to local leadership and relay information from local programs to MDE leadership. Support onboarding of new PDF staff.
