Application for investment. This Agreement shall apply to investments made in the territory of each Contracting Party in accordance with its laws and regulations or national policies by investors of the other Contracting Party, before or after the entry into force of this Agreement, but shall not apply to any dispute or any claim concerning an investment born before its entry into force.
