Appointing Officer. 43. A grievant dissatisfied with the immediate supervisor's response at Step 1 may appeal to the Appointing Officer or designee, in writing, within fifteen (15) days of receipt of the Step 1 response. The Step 2 grievance shall contain a specific description of the basis for the grievance, the resolution desired, and specific reason or reasons for rejecting the lower step response and advancing the grievance to the next step. The Appointing Officer or designee shall respond in writing within fifteen (15) days of receipt of the grievance and shall address the reason or reasons the grievance has been denied or upheld.
