Appointments and Challenges. When the reclassification is due to new or additional duties and responsibilities, the incumbent shall be appointed, subject to challenge from more senior employees. Challenges will be accepted from any senior qualified employee to fill the reclassified position. The Director, in consultation with the Board, shall decide the validity of challenges, subject to grievance. If the challenge is successful, the most senior qualified challenger shall be appointed, and the incumbent prior to the challenge may be laid off. The employer will make every attempt to provide alternate employment for the incumbent.
