The Board and the Association commit to maintaining the comprehensive professional growth system that has been designed and implemented jointly, with the support of a multi-stakeholder group. b. Through the A&S PGS, MCPS and MCAAP/MCBOA aspire to achieve the highest performance possible of every student and educator by increasing the quality of leadership in every school and office. The A&S PGS acknowledges that a professional learning community for adminis- trators provides valuable support in establishing and expanding quality leadership practices. c. Intrinsic to the concept of continuous improvement is self-reflection on knowledge, skills, strategies, and practices of leadership. Observations by supervisors and other professionals are supportive of this reflection. All administrators may be observed formally and/or informally at any time. During the nonevaluation years, formal observations are not required. However, supervisors are expected to observe administrators in a manner that allows them to be knowl- edgeable of the administrator’s skills and professional growth needs. d. Recognizing that each staff member must constantly seek ways to determine strengths and opportunities for improvement, a program of professional feedback will be implemented by all unit members. This feedback will be obtained on a regular and frequent basis, and at least once every evaluation cycle. All feedback will be confidential and for the sole use of the unit member seeking the feedback. Unit members are encouraged to share the results of the feed- back and their plans with the individuals who have participated with them in the feedback process. Unit members are encouraged to utilize this feedback as they develop their Professional Development Plans (PDP).
