Assignment to the Schedule. Employees who become members of the Administrators' Unit after the execution of this agreement shall be "rated in" in accordance with existing Board Rules and administrative regulations implementing those Board Rules. No new member of the Administrators' Unit shall be rated in higher than range 2, step 5 of the appropriate salary schedule. If a new member of the Administrators' Unit is assigned to Step 5 of a range, further advancement on the schedule shall not occur until a comprehensive evaluation is completed, and such movement is recommended. Notwithstanding anything in this paragraph to the contrary, absent a position description and annual goals as required by the evaluation procedure, movement from one range to another shall occur after a comprehensive evaluation but shall not require an overall rating of “exceeds expectations.”
