Authentication and Delivery of Transition Bonds. The Issuer may issue Transition Bonds of a new Series from time to time as a Financing Issuance or a Refunding Issuance. Transition Bonds of a new Series may from time to time be executed by the Issuer and delivered to the Bond Trustee for authentication and thereupon the same shall be authenticated and delivered by the Bond Trustee upon Issuer Request and upon delivery by the Issuer, at the Issuer's expense, to the Bond Trustee of the following:
