Authority of the Single Arbitrator. A) Either party may refer any grievance, dispute or difference unresolved through the procedures in Article 9 - Grievances to a single arbitrator, who shall have the power to determine whether any matter is arbitrable within the terms of the Agreement and to settle the question to be arbitrated.
