Authority to enforce. The United States Bureau of Customs and Bor- der Protection and the United States Bureau of Immigration and Customs Enforcement are au- thorized, as appropriate, to enforce the provi- sions of subsection (a) and to enforce the laws and regulations governing exports of rough dia- xxxxx, including with respect to the validation of the Xxxxxxxxx Process Certificate by the ex- porting authority.
